The Voters Choice Act: Impact Analysis Recommendations

Five years ago, the Voters Choice Act (VCA) expanded voting options for Californians. But it hasn’t been the magic bullet to close California’s persistent and dramatic voter participation gaps between white voters and voters of color. In a new report informed by the experiences of voter engagement experts and elections officials, we analyze the VCA’s impact and recommend strategies to address participation gaps ahead of the 2024 elections.
