Authors of the report, by Common Cause, said many election officials are in a state of denial about the risk from internet-based voting.

“Over a hundred thousand ballots were returned via the internet in the 2016 election,” said Susannah Goodman, director of Common Cause’s election security program. “For years, we have known that ballots sent over the internet can be intercepted and changed or deleted, and that is a major concern.”

The report’s authors said federal agencies that are helping states improve their election security have not issued any warnings about ballots returned online. They want states, including Indiana, to quarantine machines that accept voted ballots submitted through a web portal or by email.
