Stephen Spaulding is the Chief of Strategy and External Affairs for Common Cause. He works to advance the organization’s mission of open democracy and accountable government.
Before returning to Common Cause in May 2017, Stephen was the Special Counsel to Commissioner Ann M. Ravel of the Federal Election Commission (FEC) where he advised her on campaign finance law, policy, and public engagement. Before joining the Commissioner’s staff at the FEC, he was the Legal Director and Senior Policy Counsel at Common Cause for more than four years. Stephen was also a litigation associate at Goodwin Procter LLP, a trial preparation assistant in the Rackets Bureau of the Manhattan District Attorney’s Office, and a law clerk in the Office of Legal Counsel to former Gov. Martin O’Malley (Maryland).
Stephen has appeared widely on television and radio, including CBS’ 60 Minutes, C-SPAN’s Washington Journal, NPR’s All Things Considered, and other shows on MSNBC, CNN, and Fox News. His analysis has been quoted by the New York Times, Washington Post, Wall Street Journal, Politico, Roll Call, The Atlantic, The Hill, The Boston Globe, The San Francisco Chronicle and many other local outlets. His writing has appeared in Salon, Politico, The Hill, and the Huffington Post.
Stephen received his bachelor’s degree in political science from Haverford College, and his law degree, cum laude, from Boston College Law School, where he was Editor-in-Chief of the Boston College Journal of Law and Social Justice.
