Sixteen civil rights and democracy organizations support a set of principles that should guide any process for drawing legislative lines. This is a summary of the goals contained in Redistricting Principles for a more Perfect Union:

  • Full and accurate counts of all communities;
  • Improved Census outreach and data collection;
  • Elimination of prison gerrymandering;
  • Protection of racial minorities;
  • Strong consideration of communities of interest;
  • Open and accessible meetings of decision-makers;
  • Outreach to communities and access to redistricting tools to allow meaningful participation;
  • Decision-makers who reflect the diversity of the population being redistricted and disclosure of potential conflicts of interest;
  • Clear and evenly applied rules for disclosure of relationships between decision-makers and non-decision-making participants; and
  • Access to information about any non-public discussions of redistricting between decision-makers.
