Right now, the Republican majorities in the House and Senate are unable to get their legislative wish list past the veto pen of Wolf, so they are basically making an end-run around the executive branch by trying to get all of it – or at least a goodly portion of it – on the ballot.

Khalif Ali, executive director of Common Cause PA, pointed out, “The General Assembly is allowed to select the issue, select how it’s framed and then ask people to vote on that.”

With midterms approaching, the commonwealth must resolve its constitutional confusion

Rather than tossing the entire bill, Khalif Ali, executive director of Common Cause Pennsylvania, said legislators should discuss how to improve it.

Gov. Tom Wolf has vetoed more than 50 bills as he begins his final year in office, a number that illustrates the institutionalized gridlock between the Democratic governor and the Republican-controlled General Assembly.

“They’re using the constitutional amendment to pass legislation they can’t pass through the traditional and appropriate way,” Ali said, calling it unethical.

Pennsylvania voters could face at least five ballot questions about changing the state constitution next year after House Republicans added four controversial revisions to a single proposal.

“It’s very partisan in nature and really reflects the attempt to advance an agenda that was unsuccessful through typical, ethical democratic means,” said Khalif Ali, executive director of Common Cause Pennsylvania, a good-government organization. “It’s a process in place for a reason and to go around that erodes democracy.”

A new proposal could allow the GOP-controlled legislature to draw gerrymandered lines with little oversight.

“This is absolutely a regression from what we already have,” said Khalif Ali, the head of Common Cause Pennsylvania, a nonpartisan good-government group. “When I was reading through it, I was just amazed.”

A new lawsuit asks the Pennsylvania Supreme Court to intervene in creating a new congressional district map for the Commonwealth, as concerns grow the legislature and governor will not be able to reach an agreement in time for the 2022 primary.

Khalif Ali, executive director of Common Cause Pennsylvania, said they are also asking the Supreme Court to end what's known as "prison gerrymandering," when people in prison are counted as residents of the county where they're incarcerated, not where they would normally vote.
