Poll Shows Americans Support Independent Commissions for Redistricting
A new poll from Common Cause shows Americans strongly support independent redistricting commissions, as trust in elected officials to draw fair maps has cratered. Americans also soundly reject mid-decade redistricting.
While mid-decade redistricting is not currently being discussed in Pennsylvania, a state constitutional amendment to create an independent commission to draw district lines has been introduced in the General Assembly. The amendment, introduced as HB 31 in the House and SB 131 in the Senate, has bipartisan support in both legislative chambers.
“Our poll shows the public does not trust politicians when it comes to redistricting and Pennsylvanians of all political backgrounds want the pen in their own hands,” said Philip Hensley-Robin, Executive Director for Common Cause Pennsylvania. “It’s time for the legislature to listen to the people and pass the independent commissions amendment. That’s the only way to ensure that corrupt power grabs, like the mid-decade redistricting we’re seeing in Texas, can never happen in Pennsylvania.”
Common Cause commissioned Noble Predictive Insights to conduct an in-depth national poll that clearly shows all Americans reject partisan mid-decade redistricting. During August 26 – September 2, the poll surveyed more than 2,000 registered voters nationally and an additional 400 to 500 registered voters in five states.
In July, President Trump sparked this crisis by pressuring Texas lawmakers to gerrymander their maps to pick up five extra Republican U.S. House seats ahead of the 2026 election. But our polling shows most Americans, including Republicans, oppose both mid-decade redistricting and partisan gerrymandering. That’s why Common Cause released Fairness Criteria to guide states looking to counterbalance Trump’s anti-democratic push without sacrificing long-term reforms for fair representation, like independent redistricting. The data is clear: voters want fair maps, not power grabs, and even Republicans reject the White House’s scheme.
Findings show broad opposition to partisan mid-decade redistricting from Democrats, Republicans, and independents—including voters who supported Donald Trump in the 2024 presidential election.
Poll Highlights:
- 57% of Republicans, 76% of Democrats, and 72% of Iindependents say it is bad for the country when one political party controls how voting districts are drawn.
- 51% of Republicans, 70% of Democrats, and 60% of Iindependents oppose allowing political parties to engage in mid-decade redistricting.
- Large majorities support Congress stepping in to stop partisan mid-decade redistricting – including 60% of 2024 Donald Trump voters.
- An overwhelming majority of voters nationally (77%) support independent commissions made up of citizens to draw district lines instead of state lawmakers.
- A majority of Americans nationally (60%) OPPOSE partisan mid-decade redistricting.
- A plurality believes independent citizen commissions are the best way to tackle redistricting. The vast majority of voters think the current system is not working.
