What is the 25th Amendment?

The 25th Amendment to the U.S. Constitution establishes a clear process for removing a president from power when they are unable to perform the duties of the office. Section 4 — the most relevant provision here — allows the Vice President and a majority of Cabinet members to declare the president unfit, transferring power to the Vice President. Congress then has the authority to weigh in if the president contests the removal. It was ratified in 1967, following the assassination of President Kennedy, to ensure continuity and accountability in the executive branch.

Section 4 — the involuntary removal provision — has never been fully invoked in U.S. history. Sections 3 has been used several times when presidents voluntarily transferred power temporarily (for example, during medical procedures). The fact that Section 4 has never been used does not mean it was never intended to be. It was written for exactly this kind of crisis.
