In the lead-up to the November 2024 General Election, a broad coalition of civic and community-based organizations launched a historic effort to reform how political power is drawn and distributed in Los Angeles. After years of scandal and public distrust surrounding the City Council’s handling of redistricting, our coalition came together to support Los Angeles City Charter Amendments DD & LL — measures that would create independent redistricting commissions for both the Los Angeles City Council and Los Angeles Unified School District.
Through the Angelenos for Fair Maps campaign, we united under a shared goal: to take the power of redistricting out of the hands of politicians and place it with the people. With more than 74% of voters approving both measures, Los Angeles made it clear that redistricting should be independent, community-driven, and fair.
This report details the work behind that success — from the coalition-building and campaign infrastructure, to the public education, advocacy, and oversight that shaped the final measures. It highlights how trusted, local organizations like AAPI Equity Alliance, Alliance for a Better Community, California Common Cause, Catalyst California, LA Forward Institute, League of Women Voters Greater Los Angeles, and Fair Rep LA worked together to watchdog the process, mobilize communities, and deliver a transformative win for democracy in Los Angeles.
Power to the People: The Campaign for Independent Redistricting in Los Angeles documents how the coalition moved from idea to impact — and how cities across California can follow suit to ensure redistricting serves the people, not politicians.
California will have a statewide election on June 2, 2026. Across the state, voters will be asked to decide on candidates for federal, state, and local offices. Voters in many cities and counties will vote on ballot measures that could shape the future of their local communities.
