Les commissaires doivent \u00eatre f\u00e9licit\u00e9s d&#039;avoir trouv\u00e9 un terrain d&#039;entente incorpor\u00e9 dans la r\u00e8gle soumise et d&#039;avoir men\u00e9 \u00e0 bien le processus qui remplit l&#039;obligation de la WEC de promulguer des r\u00e8gles en vertu de cette loi. Les deux options sont envisageables. L&#039;adoption de la r\u00e8gle n&#039;interf\u00e8re pas avec les actions l\u00e9gislatives, mais son application imm\u00e9diate apportera aux observateurs et aux responsables \u00e9lectoraux la clart\u00e9 dont ils ont tant besoin pendant que le Parlement examine les modifications l\u00e9gislatives. Cependant, son rejet perp\u00e9tue le chaos et l&#039;incertitude dans les bureaux de vote pour les \u00e9lecteurs, les responsables \u00e9lectoraux et les observateurs.
