In correctional facilities in California and Rhode Island, some inmates were counted outside those facilities.\r\n\r\nStates like Rhode Island, California, and over a dozen others send their correctional population data to the Census Bureau, which ultimately makes the data inaccurate and then sends it back to the states. The states then have to correct the data before it is usable for redistricting purposes.\r\n\r\n\u201cThe inaccurate Census Bureau counts of correctional facility populations make it harder for those states looking to do the right thing by counting incarcerated individuals in the communities where they lived before they were imprisoned,\u201d Keshia Morris Desir, Gi\u00e1m \u0111\u1ed1c C\u00f4ng l\u00fd v\u00e0 D\u00e2n ch\u1ee7 c\u1ee7a Common Cause cho bi\u1ebft<\/strong>. \u201cIt would be a simple fix for the Bureau to make without violating anyone\u2019s privacy. In the interest of a more accurate Census count and more equitable redistricting maps, we strongly urge the Bureau to make these commonsense changes to its process.\u201d\r\n\r\n\u201cFor decades, the Census Bureau \u2014 despite mountains of evidence \u2014 has stubbornly refused to fix its flawed way of counting incarcerated people,\u201d Aleks Kajstura, Gi\u00e1m \u0111\u1ed1c ph\u00e1p l\u00fd c\u1ee7a S\u00e1ng ki\u1ebfn ch\u00ednh s\u00e1ch nh\u00e0 t\u00f9 cho bi\u1ebft<\/strong>. \u201cThis new approach of adding \u2018noise\u2019 to official census population numbers threatens to make it even harder for hundreds of local governments and nearly two dozen states that are adjusting their redistricting data to avoid prison gerrymandering.
