That\u2019s why we\u2019ve created our Mid-Decade Redistricting Fairness Criteria to determine whether a state\u2019s efforts to redraw their maps mid-decade are aiming to protect voters\u2019 voices, or silence them.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Here\u2019s how California measures up on Common Cause\u2019s six fairness criteria:<\/span>\r\n<h3><span style=\"font-weight: 400;\">1. California\u2019s redistricting plan IS a proportionate response to other states.\u00a0<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">California is proposing a change explicitly aimed at offsetting potential gains made by Texas, not fundamentally reengineering the whole map long term. <\/span><a href=\"https:\/\/laist.com\/news\/politics\/california-redistricting-trump-newsom-maps\"><span style=\"font-weight: 400;\">The proposal has \u201ctrigger language,\u201d <\/span><\/a><span style=\"font-weight: 400;\">meaning it would only actually take effect if Texas or other states were to go through with their plans.<\/span>\r\n<h3><span style=\"font-weight: 400;\">2. California\u2019s redistricting process DOES include meaningful public participation.<\/span><\/h3>\r\n<a href=\"https:\/\/calmatters.org\/politics\/2025\/08\/california-redistricting-vote\/\"><span style=\"font-weight: 400;\">California has moved to put the proposal on the November 4 ballot. <\/span><\/a><span style=\"font-weight: 400;\">This gives voters far more say than a closed legislative process.<\/span>\r\n<h3><span style=\"font-weight: 400;\">3. California\u2019s redistricting plan DOES consider racial equity.<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">California\u2019s plan does <\/span><i><span style=\"font-weight: 400;\">hindi<\/span><\/i><span style=\"font-weight: 400;\"> reduce the current amount of majority-minority districts. n<\/span>\r\n<h3><span style=\"font-weight: 400;\">4. California\u2019s redistricting leaders HAVE supported federal reform.<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">Proponents of California\u2019s redistricting proposal have positioned their effort as part of a broader reform conversation. In public statements, <\/span><a href=\"https:\/\/www.gov.ca.gov\/2025\/08\/14\/governor-newsom-launches-statewide-response-to-trump-rigging-texas-elections\/\"><span style=\"font-weight: 400;\">leaders like Governor Gavin Newsom have <\/span><\/a><span style=\"font-weight: 400;\">voiced support for reforms such as the John Lewis Voting Rights Act and federal bans on mid-decade redistricting.<\/span>\r\n<h3><span style=\"font-weight: 400;\">5. California\u2019s leaders DO endorse independent redistricting.<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">Although California\u2019s plan involves temporarily suspending its usual independent commission, <\/span><a href=\"https:\/\/calmatters.org\/politics\/2025\/08\/california-redistricting-vote\/\"><span style=\"font-weight: 400;\">the plan commits to returning to independent mapmaking after 2030.\u00a0<\/span><\/a>\r\n<h3><span style=\"font-weight: 400;\">6. California\u2019s redistricting plan IS time-limited.<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">California\u2019s proposal <\/span><a href=\"https:\/\/calmatters.org\/politics\/2025\/08\/california-redistricting-vote\/\"><span style=\"font-weight: 400;\">explicitly says the mid-decade map would expire after the 2030 Census,<\/span><\/a><span style=\"font-weight: 400;\"> returning to the normal cycle.<\/span>\r\n<h4><strong>That\u2019s a 6\/6.
