The agencies further concluded that one of Russia's <u><a href=\"https:\/\/www.theguardian.com\/world\/2017\/jan\/06\/vladimir-putin-us-election-interference-report-donald-trump\">goals <\/a><\/u>was \u201cto undermine public faith in the U.S. democratic process.\u201d\r\n\r\nCIA Director Mike Pompeo, your former colleague, recently <u><a href=\"http:\/\/www.bbc.com\/news\/world-us-canada-42864372\">sabi <\/a><\/u>that he has \u201cevery expectation\u201d that Russia will try to influence the 2018 congressional elections.\r\n\r\nYet, inexplicably, you have not pursued any of the proposed legislative remedies to directly address this dangerous problem, leaving our country highly vulnerable to Russian or other foreign efforts to sabotage the 2018 congressional, state and even local elections, as well as future elections.\r\n\r\nFurthermore, you have stood by silently as House Intelligence Committee Chairman Devin Nunes abandoned the investigation into Russian intervention in the 2016 presidential election and instead used his Chairmanship to pursue a spurious investigation of the Justice Department and FBI.\r\n\r\nInstead of investigating Russian intervention in our elections, Chairman Nunes is spending his time attacking U.S. law enforcement institutions. The so-called <u><a href=\"https:\/\/www.cnn.com\/2018\/02\/04\/politics\/trey-gowdy-memo\/index.html\">Nunes memo<\/a>,<\/u> for example, was used by President Trump to immediately and wrongly claim that it \u201ctotally vindicates\u201d him in the Russia investigation. Chairman Nunes, furthermore, has refused to answer the question of whether White House officials worked with his staff on the preparation of the memo.\r\n\r\nRussian attacks on the 2016 elections primarily used the Internet to anonymously distribute campaign-related information to American voters. According to a <em>New York Times <\/em><u><a href=\"https:\/\/www.nytimes.com\/2017\/10\/30\/technology\/facebook-google-russia.html\">artikulo <\/a><\/u>(Oct.\r\n\r\n30, 2017), \u201cRussian agents intending to sow discord among American citizens disseminated inflammatory posts that reached 126 million users on Facebook, published more than 131,000\r\n\r\nmessages on Twitter and uploaded over 1,000 videos to Google\u2019s YouTube service, according to copies of prepared remarks from the companies that were obtained by The New York Times.\u201d\r\n\r\n<u><a href=\"https:\/\/blog.twitter.com\/official\/en_us\/topics\/company\/2018\/2016-election-update.html\">Twitter <\/a><\/u>revealed on January 20, 2018 that it had identified a total of 50,258 \u201cRussian-linked\u201d bots that had tweeted \u201celection-related content during the election period.\u201d\r\n\r\nRussia also undertook efforts to break into the election systems administered by the states.\r\n\r\nAccording to a USA TODAY <u><a href=\"https:\/\/www.usatoday.com\/story\/news\/nation-now\/2017\/09\/22\/wisconsin-one-20-states-targeted-russian-hacking-elections-systems-2016\/694719001\/\">artikulo <\/a><\/u>(Sept. 22, 2017), the Department of Homeland Security reported that efforts were made by \u201cRussian government cyber actors\u201d to \u201chack elections systems in 21 states\u201d during the 2016 presidential election. According to an NBC News <u><a href=\"https:\/\/www.nbcnews.com\/politics\/elections\/russians-penetrated-u-s-voter-systems-says-top-u-s-n845721\">ulat<\/a><\/u> (Feb 8, 2018), \u201cThe U.S. official in charge of protecting American elections from hacking says the Russians successfully penetrated the voter registration rolls of several U.S. states prior to\u00a0 the 2016 presidential election.\u201d\r\n\r\nThus, the very tallying of votes and the final results of our presidential and congressional elections may now be vulnerable to potential manipulation by Russia or other foreign adversaries.\r\n\r\nThese risks are all the more dangerous because many states lack effective security protection for their antiquated voting systems. Yet, this Congress <u><a href=\"https:\/\/www.politico.com\/story\/2017\/11\/26\/election-cybersecurity-hackers-midterms-259472\">has not provided funds <\/a><\/u>to the states to upgrade the security of their election systems.\r\n\r\nThere are bipartisan bills pending in the House that set forth various proposals to address foreign intervention in our elections. But you have done nothing to pursue any of these reform measures.\r\n\r\nDemocratic Representative Derek Kilmer (WA) and Republican Representative Mike Coffman (CO) have introduced the Honest Ads Act (H.R. 4077), which addresses the need to inform the American people about Internet ads being run by foreign interests.\r\n\r\nRepublican Representative Ileana Ros-Lehtinen (FL) and Democratic Representative Bradley Schneider (IL) have introduced the DETER Act (H.R.4884), which provides stiff new penalties for foreign interference in our elections.\r\n\r\nRepublican Representative Mark Meadows (SC) and Democratic Representative James Langevin (RI) have introduced The Paper Act (H.R.3751), which aims to help states protect the integrity of federal elections, and would provide for grants for technological improvements.\r\n\r\nThese bills are cited only to show that there are various bipartisan efforts in Congress to address the problem of foreign intervention in our elections.
