Antes da mudan\u00e7a de hoje, os presentes eram limitados apenas se viessem de algu\u00e9m que fosse uma "pessoa interessada", pois esta poderia se beneficiar financeiramente de decis\u00f5es tomadas pelo funcion\u00e1rio ou autoridade p\u00fablica.
