This hateful narrative rears its ugly head before every election cycle as a way to further a xenophobic agenda and intimidate voters of color.<\/span>\r\n\r\n<b>There is absolutely no evidence of widespread non-citizen voting. <\/b><span style=\"font-weight: 400;\">State election officials have existing systems to verify an individual\u2019s eligibility and ensure accurate voter rolls.<\/span>\r\n<h3><span style=\"font-weight: 400;\">How does this impact Pennsylvania?<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">Republican State Senator Cris Dush has cited noncitizen voting as a reason for widespread voter roll purges. <\/span><a href=\"https:\/\/www.brennancenter.org\/issues\/ensure-every-american-can-vote\/vote-suppression\/voter-purges\"><span style=\"font-weight: 400;\">Voter roll purges<\/span><\/a><span style=\"font-weight: 400;\"> are an often-flawed process of cleaning up voter rolls by deleting names from registration lists. While removing the names of voters who die or move is important, <\/span><b>voter roll purges are increasingly weaponized as a tool of voter suppression.\u00a0<\/b>\r\n<h3><span style=\"font-weight: 400;\">Here are the facts about noncitizen voting:<\/span><\/h3>\r\n<ol>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Voter fraud is extraordinarily rare. <\/b><span style=\"font-weight: 400;\">Most reported incidents are traceable to other sources, such as clerical errors or bad data-matching practices. <\/span><a href=\"https:\/\/www.brennancenter.org\/our-work\/research-reports\/debunking-voter-fraud-myth\"><span style=\"font-weight: 400;\">The Brennan Center found<\/span><\/a><span style=\"font-weight: 400;\"> incident rates between 0.0003 percent and 0.0025 percent. <\/span><b>It is more likely that an American will be struck by lightning than impersonate another voter at the polls.\r\n<\/b><b>Noncitizen voting is also extremely rare. <\/b><span>Over two decades, <\/span><a href=\"https:\/\/www.brennancenter.org\/our-work\/analysis-opinion\/non-citizens-are-not-voting-here-are-facts\"><span>fewer than .00001% of votes cast were cast by noncitizens<\/span><\/a><span> nationwide. <\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Noncitizen voting is already illegal in Pennsylvania. <\/b><span>The Pennsylvania Constitution only extends voting rights to citizens. Since 1996, federal law has explicitly prohibited noncitizen voting in federal elections. <\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Pennsylvania has a rigorous process for verifying a voter\u2019s eligibility. <\/b><span>Counties take many steps to ensure each voter is eligible to vote before approving a voter registration application. From verifying resident and citizenship status to regularly maintaining voter rolls, counties have multiple means to verify a voter\u2019s eligibility.\r\n<\/span><b>Automatic voter registration through the Department of Transportation prohibits noncitizens from registering to vote. <\/b><span>Automatic voter registration\u00a0 significantly increased voter registration across the political spectrum when it was implemented in 2023, but <\/span><b>all voter registrations through the Department of Transportation\u2019s automatic voter registration system must be accompanied by evidence of a voter\u2019s age, residency, and citizenship<\/b><span>. If that evidence is not included, the system will not\u00a0 allow the individual to register to vote. <\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Any bill to \u201cprohibit\u201d noncitizen voting is about politics, not policy. <\/b><span style=\"font-weight: 400;\">When lawmakers advance frivolous bills to advance anti-immigration narratives, they not only take resources away from issues that need to be considered \u2013 like expanding voter access and protecting voting rights \u2013 they perpetuate myths and stoke discrimination against immigrants.\u00a0\u00a0\u00a0<\/span><\/li>\r\n<\/ol>\r\n<span style=\"font-weight: 400;\">Bills combating \u2018noncitizen voting\u2019 are not rooted in reality; they are only intended to stoke anti-immigrant fear and hatred.
