Inquirer: An end to sinister prison gerrymandering is a racial justice victory | Opinion

Prison gerrymandering — the act of counting people for purposes of redistricting at the location of the prison instead of their home — is especially sinister. Not only are map makers silencing individual voices in government, they are in effect stealing representation from areas that are dramatically underserved while allocating that political power to whiter, more rural places that incarcerated people often have no connection to.

The vote to allocate incarcerated people to their home districts, rather than the districts where they are incarcerated, is an important step toward fully representative legislative districts in Pennsylvania.  

Pennsylvania’s population only grew 2.4 percent over the last decade even as the state’s population hit 13 million, new Census data shows.

“While this process has historically been conducted behind closed doors with little to no public input, 2021 is our year to flip the script and ensure that the voices of our communities, particularly those of Black, Indigenous, Latinx, Asian, Pacific Islander, and other communities of color, are at the center of the conversation,” said Khalif Ali, executive director of Common Cause in Pennsylvania.
