Some buttons will be available at the hearings.\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400\"><strong>Only Commissioners are being offered the option to attend virtually.<\/strong> So, if you cannot attend in person, your choices are to join our watch party (<a href=\"https:\/\/us02web.zoom.us\/meeting\/register\/tZEudemuqT0qH92FaMr1e-J8wOZgWZytSylO\" target=\"_blank\" rel=\"noopener\">register here<\/a>) or watch via the Ohio Channel on your own.<\/li>\r\n \t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\"><strong>If you are attending our Zoom watch parties,<\/strong> <\/span><b>we are using the same link each time<\/b><span style=\"font-weight: 400\">.<\/span><span style=\"font-weight: 400\">\u00a0After each meeting you will receive a \u201creschedule\u201d notice from Zoom that moves the event forward to the next meeting time.\u00a0<\/span><\/li>\r\n<\/ol>\r\n<b>Ohio Redistricting Commission hearings<\/b>\r\n\r\n<span style=\"font-weight: 400\">The Ohio Redistricting Commission met Tuesday morning, 3\/22, to discuss how to proceed with the redrawing of the state legislative maps. They agreed on a schedule for the week\u2019s meetings (below) and agreed to use the <\/span><a href=\"https:\/\/www.ca6.uscourts.gov\/mediation\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">mediation services of the 6th Circuit Court of Appeals<\/span><\/a><span style=\"font-weight: 400\">. The independent mappers (more about them below) accepted by the Commission are due to arrive in Ohio tomorrow and will be present at tomorrow\u2019s meeting.\u00a0\u00a0<\/span>\r\n\r\nOn Wednesday, 3\/23, the Commission met to agree on ground rules for the transparent map-drawing process. Sadly, the Commission has not yet made the final version of those rules available to the public. The two independent mappers were present, <a href=\"https:\/\/www.ndcresearch.com\/douglas-johnson\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Douglas Johnson<\/span><\/a> (chosen by the Republican Commissioners)<span style=\"font-weight: 400\">, and <\/span><a href=\"http:\/\/www.electproject.org\/dr-mcdonald-bio\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Michael McDonald<\/span><\/a> (chosen by the Democrats).\r\n\r\nThursday, 3\/24, the map-making began. T<span style=\"font-weight: 400\">he effort to draw maps in a \u201ctransparent\u201d fashion got off to a somewhat rocky start. The two \u201cindependent\u201d mappers and the Commission staff have been hashing out both technical and substantive questions. This evening\u2019s hearing is an opportunity for them to bring questions to the Commissioners.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">The Ohio Channel has four live feeds, one showing the room, the other showing the mappers\u2019 computer screens (only live when the computers are in use). Viewing the on-going work via the Ohio Channel is slightly awkward. If you have suggestions for improvements, feel free to send them to the Commission at <\/span><a href=\"mailto:info@redistricting.ohio.gov\"><span style=\"font-weight: 400\">info@redistricting.ohio.gov<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">While the Commission has set up Statehouse room 018 with a screen for the public to watch the map-drawing, it is just the same Ohio Channel feed you could watch at home. This is very important. <\/span>\r\n\r\n<b>General Assembly Map Updates:<\/b>\r\n\r\n<span style=\"font-weight: 400\">The third set of Ohio House and Senate maps were <\/span><a href=\"https:\/\/drive.google.com\/viewerng\/viewer?url=http:\/\/www.supremecourt.ohio.gov\/rod\/docs\/pdf\/0\/2022\/2022-ohio-789.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">struck down<\/span><\/a><span style=\"font-weight: 400\"> by the Ohio Supreme Court 3\/16\/22.\u00a0 Read about the Ohio Supreme Court decision in this <\/span><a href=\"https:\/\/www.commoncause.org\/ohio\/democracy-wire\/as-per-my-two-previous-emails\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Common Cause Ohio Blog Post<\/span><\/a><span style=\"font-weight: 400\">. The Court instructed the Commission to use an independent map drawer and work in public. The Commission has until 3\/28 to complete a new set of state legislative maps. The hearings this week are an attempt to comply with the Court\u2019s order.\u00a0<\/span>\r\n\r\n<b>Congressional Map Update:<\/b>\r\n\r\n<span style=\"font-weight: 400\">On Friday, 3\/18, the Ohio Supreme Court <\/span><a href=\"https:\/\/www.supremecourt.ohio.gov\/pdf_viewer\/pdf_viewer.aspx?pdf=229386.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">issued a decision<\/span><\/a><span style=\"font-weight: 400\"> denying the petitioners' attempt to invalidate the second congressional redistricting plan as procedurally improper. The Court explained that after the first congressional map was struck down, it did not retain jurisdiction over the map-drawing process. Therefore, an entirely new and separate complaint would have to be submitted against the second map. On Monday evening, National Redistricting Action Fund filed <\/span><a href=\"https:\/\/www.supremecourt.ohio.gov\/pdf_viewer\/pdf_viewer.aspx?pdf=921050.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">a new lawsuit<\/span><\/a><span style=\"font-weight: 400\"> challenging the second congressional map. Then on 3\/22, the ACLU &amp; LWV filed an <a href=\"https:\/\/www.supremecourt.ohio.gov\/pdf_viewer\/pdf_viewer.aspx?pdf=921097.pdf\">additional lawsuit<\/a> asking for corrections to two specific districts, not for 2022, but for 2024.\u00a0<\/span>\r\n\r\n<b>Federal Lawsuit Update and Links:<\/b>\r\n\r\n<span style=\"font-weight: 400\">On Friday, 3\/18\/22, a <\/span><a href=\"https:\/\/www.13abc.com\/2022\/03\/18\/panel-federal-judges-appointed-weigh-ohio-redistricting\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">panel of three judges was appointed<\/span><\/a><span style=\"font-weight: 400\"> to proceed with the federal case that was originally filed 2\/18 looking into the process of how the General Assembly maps are being drawn. No hearing date has yet been set.\u00a0<\/span>\r\n\r\n<b>Ohio\u2019s Primary Election:<\/b>\r\n\r\n<span style=\"font-weight: 400\">After the Ohio Supreme Court struck down the 3rd set of legislative maps, Secretary of State Frank LaRose conceded that it was no longer possible to hold one unified primary on May 3. However, neither the General Assembly nor the Court has agreed to move the primary back in order avoid a split primary. At the moment, LaRose is proceeding on the assumption that there will be two primaries:<\/span>\r\n<ul>\r\n \t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">One on May 3 with Statewide, congressional and local races<\/span><\/li>\r\n \t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">One at an as-of-yet-undetermined date with Ohio House and Senate races<\/span><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400\">This is wasteful, confusing, and unnecessary. We are strongly against it! That is why we are asking you to ask your legislators to <\/span><a href=\"https:\/\/actionnetwork.org\/letters\/tell-your-ohio-legislators-to-move-the-primary\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">move the primary back<\/span><\/a><span style=\"font-weight: 400\">! The only reason they don\u2019t want to move the primary is so they can force the use of a bad congressional map and blame the court for the chaos, expense, and harm that they have caused by repeatedly drawing unconstitutional maps.\u00a0\u00a0<\/span>\r\n<ul>\r\n \t<li style=\"font-weight: 400\"><a href=\"https:\/\/drive.google.com\/file\/d\/1nJVBYAjM3n_fgJgeoMYQnwKaWqb0gkAe\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">LaRose\u2019s (problematic) Letter to Legislative Leaders<\/span><\/a><\/li>\r\n \t<li style=\"font-weight: 400\"><a href=\"https:\/\/www.ohiosos.gov\/globalassets\/elections\/may3primaryfaq.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">LaRose FAQs on the Primary<\/span><\/a><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400\">Meanwhile, Leader Russo and Senator Sykes <\/span><a href=\"https:\/\/www.supremecourt.ohio.gov\/pdf_viewer\/pdf_viewer.aspx?pdf=921022.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">appealed<\/span><\/a><span style=\"font-weight: 400\"> to the Ohio Supreme Court to push the primary back to June 28 or later. Surely the Ohio General Assembly can think of more productive ways to spend $25 million of Ohio taxpayer\u2019s money! Draw fair maps, then hold one primary. Ohio voters deserve no less.<\/span><\/i>\r\n\r\n<i><span style=\"font-weight: 400\">What a ridiculous way to waste $25 million Ohio taxpayer dollars! Holding two primaries will do nothing but confuse Ohio voters and undermine faith in our elections. Have some basic common sense. First draw fair maps, then hold a single primary when Boards of Elections, candidates and voters have had a chance to figure out the new districts.\u00a0<\/span><\/i>\r\n\r\n<i><span style=\"font-weight: 400\">Why are legislative leaders insisting on holding two primaries? Are they happy to flush away $25 million taxpayer dollars? Do they relish the fact that this will be monumentally confusing to Ohio voters?
