A new set of legislative maps were passed by the Ohio Redistricting Commission, and they aim to pass a congressional map next week. Whether those maps will meet the muster of the Ohio Supreme Court is another question.<\/span>\r\n\r\n<span style=\"font-weight: 400\">Below please find some updates and links in our continuing saga.\u00a0<\/span>\r\n\r\n<b>Ohio House and Senate Maps<\/b>\r\n<ul>\r\n \t<li><span style=\"font-weight: 400\">On Thursday evening, 2\/24\/22, the Ohio Redistricting Commission passed new <\/span><a href=\"https:\/\/davesredistricting.org\/maps#viewmap::5d953ef5-46b0-443a-a05d-fa78568afe4d\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Ohio House<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/davesredistricting.org\/maps#viewmap::969eede9-efb5-42ee-9595-da0ee95ba963\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Ohio Senate<\/span><\/a><span style=\"font-weight: 400\"> maps in a 4\/3 vote, with Auditor Faber joining Senator Sykes and Leader Russo to vote no.\u00a0<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\">Because both members of the minority party voted no, the maps would be in effect for<\/span><b> four as opposed to ten years<\/b><span style=\"font-weight: 400\">.<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\">The maps have the same \u201casymmetry\u201d problem as with the previous ones adopted by the Commission and struck down by the Ohio Supreme Court: a disproportionate number of \u201cD\u201d seats have narrow \u201ctossup\u201d margins while \u201cR\u201d seats are safe and secure.\u00a0<\/span>\r\n<ul>\r\n \t<li><span style=\"font-weight: 400\">House: R-51, D-20, tossups that lean D-28<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\">Senate: R-16, D-5, tossups that lean D-12<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li>ON Monday morning, 2\/28\/22, all three of the groups suing the Commission issued their objections: <a href=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/sites\/23\/2022\/02\/objections-3.pdf\" target=\"_blank\" rel=\"noopener\">LWV <em>et al<\/em><\/a>; <a href=\"https:\/\/www.supremecourt.ohio.gov\/pdf_viewer\/pdf_viewer.aspx?pdf=920068.pdf\" target=\"_blank\" rel=\"noopener\">Bennett <em>et al<\/em><\/a>; <a href=\"https:\/\/www.supremecourt.ohio.gov\/pdf_viewer\/pdf_viewer.aspx?pdf=920069.pdf\" target=\"_blank\" rel=\"noopener\">OOC <em>et al<\/em><\/a>.<\/li>\r\n \t<li>The Commission has until Thursday, 3\/3\/22, to respond to the objections.<\/li>\r\n \t<li><span style=\"font-weight: 400\">We shall see if the court\u2014which spoke explicitly about the asymmetry ruse in its last opinion\u2014upholds or strikes down this latest effort.<\/span><\/li>\r\n<\/ul>\r\n<b>Congressional Map<\/b>\r\n<ul>\r\n \t<li><span style=\"font-weight: 400\">The Commission has also turned its attention to a congressional map. In their <\/span><a href=\"https:\/\/redistricting.ohio.gov\/meetings\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">2\/23 and 2\/24 meetings<\/span><\/a><span style=\"font-weight: 400\"> they heard testimony from individuals and group representatives who had submitted complete congressional plans to the Commission.\u00a0<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\">Catherine Turcer presented <\/span><a href=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/sites\/23\/2022\/02\/Turcer-Testimony-2.23.2022.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">testimony<\/span><\/a><span style=\"font-weight: 400\"> supporting the <\/span><a href=\"https:\/\/docs.google.com\/document\/d\/12vvRvGz7xfTgH8MdTnegLleBuqqOkBchbAS8rOLoB44\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Fair Districts Model Map<\/span><\/a><span style=\"font-weight: 400\"> and Trevor Martin offered <\/span><a href=\"https:\/\/docs.google.com\/document\/d\/1u7OPG-ok0K82N-un7guA-yZm-qZMukMZOkXZgGmeFt8\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">testimony<\/span><\/a><span style=\"font-weight: 400\"> refuting claims that had been made about our model map in other testimony.<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\">The next Ohio Redistricting Commission hearing on the congressional map is set for Tuesday, March 1, at 2pm. Attend in person in room 313 at the Ohio Statehouse, or join our watch party. <\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\"><a href=\"https:\/\/us02web.zoom.us\/meeting\/register\/tZYtd-mrrjosGdCnIK3TktHYEYCYfbPmhCc9\" target=\"_blank\" rel=\"noopener\">REGISTER HERE<\/a> for the 3\/1\/22 2pm watch party!<\/span><\/li>\r\n<\/ul>\r\n<b>Ohio Supreme Court\u00a0<\/b>\r\n<ul>\r\n \t<li><span style=\"font-weight: 400\">On Friday, 2\/18\/22, the Ohio Supreme Court issued an <\/span><a href=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/sites\/23\/2022\/02\/pdf_viewer-1-page-001.jpg\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">order<\/span><\/a><span style=\"font-weight: 400\"> requiring the members of the Ohio Redistricting Commission to appear before them at 10am on Tuesday, 3\/2\/22, to explain why they should not be held in contempt of court for not completing state legislative maps by the deadline set by the court.<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\">Later, <\/span><a href=\"https:\/\/www.cleveland.com\/news\/2022\/02\/ohio-supreme-court-justice-pat-dewine-recuses-himself-after-father-gov-mike-dewine-ordered-to-court-on-redistricting-failures.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Justice Pat DeWine<\/span><\/a><span style=\"font-weight: 400\"> announced he would recuse himself from this hearing. He will be replaced by Judge W. Scott Gwin.<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\">\u200b\u200bWhen <\/span><span style=\"font-weight: 400\">the Commission filed the third set of state legislative maps with the Court, Attorney General Yost included a<\/span> <a href=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/sites\/23\/2022\/02\/pdf_viewer-2.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">request<\/span><\/a><span style=\"font-weight: 400\">\u200b <\/span><span style=\"font-weight: 400\">that the contempt of court hearing be postponed.<\/span><\/li>\r\n \t<li>Late Friday afternoon the court issued an <a href=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/sites\/23\/2022\/02\/continued.pdf\" target=\"_blank\" rel=\"noopener\">order<\/a> saying the hearing on the question of contempt of court was postponed.<\/li>\r\n<\/ul>\r\n<b>Federal Lawsuit<\/b>\r\n<ul>\r\n \t<li><span style=\"font-weight: 400\">There was a hearing Friday afternoon 2\/25\/2022 in the <\/span><a href=\"https:\/\/s3.documentcloud.org\/documents\/21255134\/gonidakis-lawsuit.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">lawsuit<\/span><\/a><span style=\"font-weight: 400\"> brought by a group of Republican activists seeking to have struck down maps reinstated by federal courts. For a preliminary take on what happened, take a look at <a href=\"https:\/\/twitter.com\/joingles\/status\/1497310709990014986\" target=\"_blank\" rel=\"noopener\">this Twitter thread<\/a> from Ohio Public Radio reporter Jo Ingles.\u00a0<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400\">On Thursday, 2\/24\/2022, the ACLU filed a motion asking for a stay in the case.
