That\u2019s how much dark money poured into the 2024 Ohio Supreme Court race on ads for and against candidates for justices. There were three seats open in 2024. All three Republican candidates for the Ohio Supreme Court won, increasing the GOP majority to 6-1. Newcomers Megan Shanahan and Dan Hawkins joined incumbent Justice Joe Deters on the state\u2019s highest court.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">This was just the second election (and the first during a presidential election year), in which candidates for the Ohio Supreme Court appeared on the general election ballot with partisan labels. In 2021, the state legislature passed\u00a0<\/span><a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/134\/sb80\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a law<\/span><\/a><span style=\"font-weight: 400;\"> requiring the partisan affiliations of the candidates for the Ohio Supreme Court and the Appeals Court on the November ballot for the first time in more than 100 years. Since partisan labels were added to these races, only Republicans have won.<\/span>\r\n\r\n<img class=\"aligncenter wp-image-27123 size-full\" src=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/2025\/03\/OH_OFCA.jpg\" alt=\"\" width=\"948\" height=\"550\" \/>\r\n\r\n<b>Why Should We Vote for Judges?<\/b>\r\n\r\n<span style=\"font-weight: 400;\">Decisions by the Ohio Supreme Court impact Ohioans' daily lives. The state\u2019s highest court determines whether utility companies can raise their rates and by how much, and how insurance laws are interpreted. The Ohio Supreme Court has determined and will continue to decide which government records are available to the public and the constitutionality of voting districts. When a defendant is sentenced to death, the case is appealed directly to the Ohio Supreme Court.\u00a0<\/span>\r\n\r\n<b>Judging the Ads &amp; Following the Money<\/b>\r\n\r\n<span style=\"font-weight: 400;\">While it wasn\u2019t hard to find the contributors to the candidates\u2019 campaigns on the Ohio Secretary of State\u2019s website, it was more challenging to \u201cfollow the money\u201d spent by groups not directly associated with the candidates\u2019 campaigns as they took great pains to make it hard to see who was really paying for ads. The well-known Ohio Chamber of Commerce created an obstacle to easy transparency by running ads via their affiliate <\/span><a href=\"https:\/\/ohioansforahealthyeconomyactionfund.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ohioans for Healthy Economy<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span>\r\n\r\n<img class=\"aligncenter wp-image-27128 size-full\" src=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/2025\/03\/OH_OFCA2.jpg\" alt=\"\" width=\"946\" height=\"441\" \/>\r\n\r\n<span style=\"font-weight: 400;\">Ohioans for a Healthy Economy and the <\/span><a href=\"https:\/\/www.rslc.gop\/what-we-do\/state-courts\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Republican State Leadership Committee\u2019s Judicial Fairness Initiative<\/span><\/a><span style=\"font-weight: 400;\"> (RSLC-JFI) invested heavily in the 2022 Ohio Supreme Court races and did so again in 2024. Both organizations\u2019 ads focused on the familiar \u201ctough on crime\u201d and safety\/danger tactics with ads like <\/span>\u00a0<a href=\"https:\/\/judgetheads.org\/material\/we-arent-safe\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u201cWe\u2019re Not Safe\u201d<\/span><\/a><span style=\"font-weight: 400;\"> from Ohioans for a Healthy Economy and <\/span><a href=\"https:\/\/judgetheads.org\/material\/strong-judges\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\"Strong Judges\u201d<\/span><\/a><span style=\"font-weight: 400;\"> from the RSLC-JFI \u2013 this despite the fact that the Ohio Supreme Court rarely deals directly with law and order issues. Those are routinely dealt with at the lower court level.\u00a0<\/span>\r\n\r\n<img class=\"aligncenter wp-image-27132 size-full\" src=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/2025\/03\/OH_OFCA3.jpg\" alt=\"\" width=\"934\" height=\"496\" \/>\r\n\r\n<span style=\"font-weight: 400;\">Ohioans for a Healthy Economy Action\u00a0<\/span><a href=\"https:\/\/www6.ohiosos.gov\/ords\/f?p=CFDISCLOSURE:47:9404812656601::NO::P47_ENTITY_ID:15098\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reported spending<\/span><\/a><span style=\"font-weight: 400;\"> over $2.3 million backing the Republicans in the race. The Chamber affiliate\u00a0<\/span><a href=\"https:\/\/www.opensecrets.org\/outside-spending\/detail\/2024?cmte=C00683243&amp;tab=donors\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">received<\/span><\/a><span style=\"font-weight: 400;\"> $1 million from Richard Uihlein\u2019s Fair Courts America, and had some other large backers including the Haslam family (which owns the Cleveland Browns) and billionaire politician\u00a0<\/span><a href=\"https:\/\/docquery.fec.gov\/pdf\/564\/202410249710209564\/202410249710209564.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Vivek Ramaswamy<\/span><\/a><span style=\"font-weight: 400;\">.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">On November 5, 2024, in celebrating the Republican victories,\u00a0<\/span><a href=\"https:\/\/www.rslc.gop\/press-releases\/rslc-jfi-statement-conservatives-joseph-deters-dan-hawkins-and-megan-shanahan-elected-to-ohio-supreme-court\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">RSLC released a statement<\/span><\/a><span style=\"font-weight: 400;\"> describing nearly $1 million in spending in the race, \u201cThe Republican State Leadership Committee\u2019s Judicial Fairness Initiative launched a nearly one-million-dollar independent expenditure campaign in support of Deters, Hawkins and Shanahan in the final days of the cycle that included a $600,000 investment on television advertising alone.\u201d<\/span>\r\n\r\n<span style=\"font-weight: 400;\">New \u201cdark money\u201d organizations came on the scene this election: the <\/span><a href=\"https:\/\/docquery.fec.gov\/pdf\/520\/202408199666435520\/202408199666435520.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Frecka PAC<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ohioansunitedforpubliceducation.org\/#about-us\"><span style=\"font-weight: 400;\">Ohioans United for Public Education<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.opensecrets.org\/outside-spending\/detail\/2024?cmte=C00886028&amp;tab=donors_all\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ohioans for Judicial Integrity<\/span><\/a><span style=\"font-weight: 400;\">. The Frecka PAC spent $1.3 million supporting the GOP candidates and leaned into crime fighters on the state\u2019s highest court with an ad literally titled\u00a0<\/span><a href=\"https:\/\/judgetheads.org\/material\/law-and-order\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u201cLaw and Order<\/span><span style=\"font-weight: 400;\">.\u201d<\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Ohioans United for Public Education attacked Deters\u2019 record as state treasurer with\u00a0<\/span><a href=\"https:\/\/judgetheads.org\/material\/joe-deters-corrupt\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u201cJoe Deters is Corrupt<\/span><span style=\"font-weight: 400;\">.\u201d<\/span><\/a><span style=\"font-weight: 400;\">\u00a0\u00a0<\/span>\r\n\r\n<img class=\"aligncenter wp-image-27133 size-full\" src=\"https:\/\/www.commoncause.org\/ohio\/wp-content\/uploads\/2025\/03\/OH_OFCA4.jpg\" alt=\"\" width=\"924\" height=\"478\" \/>\r\n\r\n<span style=\"font-weight: 400;\">Ohioans for Judicial Integrity, funded by Michael Bloomberg and other liberal-aligned groups, spent nearly $2 million in Ohio backing the Democratic candidates, ran four attack ads against the Republican candidates, focusing on\u00a0<\/span><a href=\"https:\/\/judgetheads.org\/material\/what-do-you-call-joe-deters\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">corruption<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"https:\/\/judgetheads.org\/material\/time-to-choose\/\"> <span style=\"font-weight: 400;\">voting rights<\/span><\/a><span style=\"font-weight: 400;\">, and Ohio\u2019s\u00a0<\/span><a href=\"https:\/\/judgetheads.org\/material\/read-the-fine-print\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reproductive rights amendment<\/span><\/a><span style=\"font-weight: 400;\"> approved by voters in 2023.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">For a deeper dive into the money spent to influence the Ohio Supreme Court races in 2024,<\/span> <span style=\"font-weight: 400;\">check out Judge the Ads\u2019<\/span><a href=\"https:\/\/judgetheads.org\/follow-the-money\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Follow the Money<\/span><\/a><span style=\"font-weight: 400;\">. We aim to root out misinformation about the judicial system and empower voters to identify ads funded with secret money.\u00a0\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Unfortunately, it is often difficult to tell who is behind political ads, including those for judges and justices. That is not an accident. Individuals and groups take pains to make it hard to see who is paying for ads by using \u201cdark money\u201d groups set up specifically to hide the source of funding.
