A new map will be drawn after the census in 2030 and redistricting in 2031.<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The map is 12-3 (12 Republican leaning seats and 3 Democratic) but there are a couple of districts where Democratic incumbents might be able to best Republican challengers.<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Because this map was passed by the Commission and not the General Assembly, we cannot gather signatures to mount a referendum challenge against it.\u00a0<\/span><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">You can take a closer look at the map on <\/span><a href=\"https:\/\/davesredistricting.org\/maps#viewmap::970b6f7d-cbf1-44e6-8d94-24767a528132\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Dave\u2019s Redistricting app<\/span><\/a><span style=\"font-weight: 400;\">. Here are some quick notes about the map:<\/span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Congressional District 15 (Mike Carey\u2019s district) is sprawling and includes weirdly shaped parts of Franklin, Clark, and Miami Counties.\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Congressional District 13 is now solidly Democratic. On Nov. 2, Republican Kevin Coughlin withdrew from his race against Emilia Sykes.<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Congressional District 9 ( Marcy Kaptur\u2019s district) is more solidly Republican.\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The map divides smaller cities such as Mansfield and Wooster.\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Congressional District 1 (Greg Landsman\u2019s district) now scoops up sections of Hamilton County and adds Warren and Clinton Counties.\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The map scores so much lower on all the important measures such as compactness than maps created by citizen mapmakers<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It\u2019s a classic and egregious gerrymander that harms every Ohioan\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Remember, fair maps are easier to draw!<\/span><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">It is fascinating but stomach-churning to read <\/span><a href=\"https:\/\/centerforpolitics.org\/crystalball\/rating-the-new-ohio-house-map-democrats-get-a-better-map-than-expected\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">accounts<\/span><\/a><span style=\"font-weight: 400;\"> about what was behind the bipartisan agreement and which party gained or lost more than expected. <\/span><b>But no matter where you come down on whether or not this was a \u201cgood\u201d or \u201cbad\u201d deal for Rs or Ds \u2013 <\/b><b>the process used to create this map was totally unconstitutional<\/b><b>.\u00a0<\/b>\r\n\r\n<span style=\"font-weight: 400;\">The redistricting rules that became part of the Ohio Constitution after the successful 2018 ballot measure require <\/span><b>transparency, meaningful public participation, and maps that deliver representational fairness to Ohio voters.\u00a0<\/b>\r\n\r\n<span style=\"font-weight: 400;\">The map passed by the ORC last Friday didn\u2019t follow any of those rules \u2013 and on that basis alone should be declared illegal and invalid. We\u2019ll see what happens in the next few weeks. The make-up of the Ohio Supreme Court has shifted and cannot be counted upon to uphold the law when it comes to requiring fair maps.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">If all this sounds depressing, well, it is \u2013 at least for now. One thing you can say about redistricting advocates in Ohio: we don\u2019t give up easily! That spirit of fight was evident in Mike\u2019s t-shirt and the clipboards many were holding at the hearing. The Commissioners may have ignored you, but we felt the power and determination of Ohio\u2019s anti-gerrymandering advocates! An astonishing 185 pieces of testimony were submitted\/delivered Thursday and Friday \u2013 access them all at the ORC website, <\/span><a href=\"https:\/\/redistricting.ohio.gov\/meetings\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">HERE<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\">And in the run up to the final day, advocates in purple \u201cWhere\u2019s the Map?\u201d shirts flooded the Statehouse and packed the hearings. They also delivered Halloween candy labeled \u201cDon\u2019t be a trickster.
