There is no substitute for legislation, and the time to act is now. Recently, more than 150 democracy scholars wrote that “defenders of democracy in America still have a slim window of opportunity to act. But time is ticking away, and midnight is approaching.” If we are to lead by the “power of our example,” President Biden and senators must step up and do what it takes to pass these bills as quickly as possible. When our leaders embark on the year of action at the summit, this must be a top priority. Democracy is resilient, and they have the power to act. We cannot afford to wait.

Not all of those honored on this list are registered lobbyists. But they are all key players who the nation’s biggest companies, advocacy groups, labor unions and trade associations turn to when they want their voices heard in the nation’s capital. The ranks of policy experts, influencers and advocates run deep in Washington, but these are the people who stand out for delivering results for their clients in the halls of Congress and the administration. ... “We still have the Trump Big Lie that is metastasizing,” said Stephen Spaulding, senior counsel for public policy and government affairs at Common Cause. “Trust is the glue that really holds the system together. When it starts to erode, it really threatens the whole system.” Groups, such as Spaulding’s, are gearing up for big efforts ahead of the midterms to combat election disinformation. They plan to dispatch nonpartisan poll monitors and scrub social media of inaccurate information, especially about dates, places and ways of voting. 

“We have also seen and documented the social media companies’ failures in their public commitment to prevent the spread of disinformation about elections – failures echoed by Facebook whistleblower Frances Haugen,” said Jesse Littlewood, Common Cause Vice President for Campaigns and one of the authors of the report. “The current state of affairs is nothing short of dangerous and the time is now for comprehensive reforms.”

Jonathan Mehta Stein, executive director of California Common Cause, a nonpartisan, liberal-leaning political advocacy organization, told ABC News that such claims should be expected. "There will inevitably be claims that the election is rigged because the purveyors of the 'big lie' need these local and state elections in between the major national elections to keep up their momentum; but all of their allegations in the November 2020 election fell flat," Stein said. "There's nothing new under the sun here. And we assume that there will be lawsuits filed after the recall and they will be treated the same way as the lawsuits in the 2020 election." Stein said misinformation in the recall could also undermine and limit turnout among the voters that those who are sowing the misinformation are trying to reach. But such misinformation, he said, has "no basis in the realities of California's election administration, which has been stress-tested repeatedly and proven to be some of the most secure, most reliable elections in the nation."

As Democrats take power in Washington, if only tenuously, many democracy reform groups see a potential path toward making the American political system work better. In this installment, Karen Hobert Flynn, president of Common Cause, answers our questions about 2020 accomplishments and plans for the year ahead. Her organization has long been on the front lines of advocating for democracy reform. Hobert Flynn's responses have been edited for clarity and length.
