Nj\u00eb tjet\u00ebr marrje e pamatur e pushtetit nga Kryetari i Bashkis\u00eb Adams, ky propozim \u00ebsht\u00eb i dyfisht\u00eb. Nj\u00eb k\u00ebrkes\u00eb p\u00ebr nj\u00eb deklarat\u00eb t\u00eb ndikimit fiskal ekziston tashm\u00eb n\u00eb Kart\u00eb. N\u00ebse miratohet, Propozimi 3 do ta b\u00ebnte m\u00eb t\u00eb v\u00ebshtir\u00eb p\u00ebr qeverin\u00eb t\u00eb jap\u00eb rezultate p\u00ebr njujorkez\u00ebt duke ngadal\u00ebsuar shqyrtimin e legjislacionit urgjent, duke pritur q\u00eb dy agjenci t\u00eb ndryshme t\u00eb japin deklarata t\u00eb ndikimit fiskal. \u00cbsht\u00eb hartuar p\u00ebr t&#039;u dh\u00ebn\u00eb kryetar\u00ebve t\u00eb bashkive edhe nj\u00eb mjet p\u00ebr t\u00eb provuar t\u00eb pengojn\u00eb K\u00ebshillin e Qytetit p\u00ebr t\u00eb prishur legjislacionin q\u00eb nj\u00eb kryetar bashkie mund t\u00eb mos e p\u00eblqej\u00eb. Ky propozim \u00ebsht\u00eb hartuar p\u00ebr t\u00eb dob\u00ebsuar kontrollet dhe balancat midis kryetar\u00ebve t\u00eb bashkive dhe k\u00ebshillit t\u00eb qytetit, n\u00eb nj\u00eb sistem tashm\u00eb t\u00eb fort\u00eb t\u00eb kryetar\u00ebve t\u00eb bashkive. Ai e b\u00ebn procesin e buxhetit t\u00eb qytetit m\u00eb pak transparent dhe vonon afatet e buxhetit p\u00ebr kryetarin e bashkis\u00eb, duke i dh\u00ebn\u00eb publikut dhe organeve mbik\u00ebqyr\u00ebse m\u00eb pak koh\u00eb p\u00ebr t\u00eb analizuar dhe p\u00ebr t&#039;iu p\u00ebrgjigjur propozimeve t\u00eb buxhetit t\u00eb kryetarit t\u00eb bashkis\u00eb. Vendosja e k\u00ebtyre dy temave t\u00eb ndara - analiza fiskale dhe afatet e buxhetit - n\u00eb t\u00eb nj\u00ebjtin propozim e b\u00ebn t\u00eb qart\u00eb se ai nuk \u00ebsht\u00eb hartuar p\u00ebr p\u00ebrgjegj\u00ebsi fiskale, por p\u00ebr t\u00eb rritur pushtetin e kryetarit t\u00eb bashkis\u00eb.<\/p>\r\n\r\n<ul>\r\n \t<li><strong>Nj\u00eb vot\u00eb po do t\u00eb thot\u00eb se buxheti i qytetit do t\u00eb ishte m\u00eb pak transparent dhe kryetari i bashkis\u00eb \u00ebsht\u00eb n\u00eb gjendje t\u00eb bllokoj\u00eb m\u00eb leht\u00eb legjislacionin sepse nuk e p\u00eblqen at\u00eb.<\/strong><\/li>\r\n \t<li><strong>Nj\u00eb vot\u00eb jo do t\u00eb thot\u00eb se qeveria e qytetit do t\u00eb jet\u00eb m\u00eb e aft\u00eb p\u00ebr t\u00eb ofruar p\u00ebr njujorkez\u00ebt pa vonesa artificiale t\u00eb imponuara nga kryebashkiaku Adams.<\/strong><\/li>\r\n<\/ul>\r\n<h2><\/h2>\r\n<h3>Common Cause kund\u00ebrshton propozimin 4 t\u00eb NYC<\/h3>\r\n<p style=\"font-weight: 400;\">Propozimi 4 propozon ngritjen e nj\u00eb procedure unike legjislative p\u00ebr faturat q\u00eb ndikojn\u00eb n\u00eb &quot;sigurin\u00eb publike&quot;, duke k\u00ebrkuar t\u00eb pengojn\u00eb ose prishin faturat q\u00eb p\u00ebrpiqen t\u00eb ofrojn\u00eb mbik\u00ebqyrje dhe llogaridh\u00ebnie t\u00eb NYPD dhe agjencive t\u00eb tjera t\u00eb zbatimit t\u00eb ligjit. Ai ndryshon rr\u00ebnj\u00ebsisht m\u00ebnyr\u00ebn se si ligjet q\u00eb rregullojn\u00eb Departamentin e Policis\u00eb, Departamentin e Korrigjimeve dhe Departamentin e Zjarrfik\u00ebsve \u2013 dhe VET\u00cbM ato agjenci \u2013 miratohen nga K\u00ebshilli Bashkiak. Ne n\u00eb Common Cause NY p\u00ebrgjith\u00ebsisht kund\u00ebrshtojm\u00eb masat q\u00eb krijojn\u00eb nj\u00eb procedur\u00eb legjislative q\u00eb trajton nj\u00eb fush\u00eb t\u00eb caktuar mbik\u00ebqyrjeje ndryshe nga t\u00eb gjitha t\u00eb tjerat.  Kjo p\u00ebrpjekje \u00ebsht\u00eb ve\u00e7an\u00ebrisht problematike sepse synon t\u00eb mbroj\u00eb NYPD-n\u00eb nga reforma dhe do ta b\u00ebnte m\u00eb t\u00eb v\u00ebshtir\u00eb mbajtjen p\u00ebrgjegj\u00ebse t\u00eb policis\u00eb dhe oficer\u00ebve korrektues.<\/p>\r\n<p style=\"font-weight: 400;\">Propozimi 4 zvog\u00eblon ndarjen e pushteteve, duke lejuar ekzekutivin t\u00eb cenoj\u00eb funksionin legjislativ dhe duke lejuar agjencit\u00eb jo-legjislative t\u00eb mbajn\u00eb seanca d\u00ebgjimore mbi legjislacionin e siguris\u00eb publike n\u00eb vend q\u00eb t\u00eb marrin pjes\u00eb n\u00eb seancat d\u00ebgjimore publike t\u00eb kryera si\u00e7 duhet nga K\u00ebshilli Bashkiak.  N\u00ebse miratohet, ai do t\u00eb p\u00ebrfshij\u00eb n\u00eb Kart\u00ebn e Qytetit t\u00eb Nju Jorkut t\u00eb drejta t\u00eb ve\u00e7anta p\u00ebr NYPD dhe Departamentin e Korrigjimeve p\u00ebr t\u00eb shmangur transparenc\u00ebn dhe llogaridh\u00ebnien. N\u00eb k\u00ebt\u00eb koh\u00eb t\u00eb munges\u00ebs s\u00eb llogaridh\u00ebnies dhe llogaridh\u00ebnies n\u00eb qeveri, nj\u00eb rezultat i till\u00eb \u00ebsht\u00eb i papranuesh\u00ebm.<\/p>\r\n\r\n<ul>\r\n \t<li><strong>Nj\u00eb vot\u00eb po do t\u00eb thot\u00eb se NYPD dhe Departamenti i Korrigjimeve do t\u00eb kishin t\u00eb drejta t\u00eb ve\u00e7anta p\u00ebr t\u00eb shmangur transparenc\u00ebn dhe llogaridh\u00ebnien.<\/strong><\/li>\r\n \t<li><strong>Nj\u00eb vot\u00eb jo do t\u00eb thot\u00eb q\u00eb K\u00ebshilli Bashkiak mund t\u00eb vazhdoj\u00eb t\u00eb punoj\u00eb p\u00ebr t\u00eb reformuar NYPD-n\u00eb dhe p\u00ebr t\u00eb mbajtur p\u00ebrgjegj\u00ebs policin\u00eb dhe oficer\u00ebt e korrigjimit.<\/strong><\/li>\r\n<\/ul>\r\n<h2><\/h2>\r\n<h3>Common Cause kund\u00ebrshton propozimin 5 t\u00eb NYC<\/h3>\r\n<p style=\"font-weight: 400;\">Ky propozim \u00ebsht\u00eb edhe mashtrues dhe i paraqitur me keqbesim. Komisioni i rishikimit t\u00eb statutit pretendoi se ai bazohet n\u00eb nj\u00eb rekomandim t\u00eb menduar dhe t\u00eb detajuar nga Kontrollori i Qytetit. Megjithat\u00eb, Kontrollori i Qytetit ka th\u00ebn\u00eb se Propozimi 5 \u201c\u00ebsht\u00eb i pakuptimt\u00eb\u2026dhe nuk arrin t\u00eb p\u00ebrmir\u00ebsoj\u00eb procesin e planifikimit kapital t\u00eb qytetit n\u00eb asnj\u00eb m\u00ebnyr\u00eb\u201d. P\u00ebrs\u00ebri, nuk ka asnj\u00eb arsye t\u00eb vlefshme p\u00ebr ta vendosur k\u00ebt\u00eb propozim n\u00eb Kart\u00ebn e Qytetit. N\u00ebse do t\u00eb ishte fare e dobishme, mund t\u00eb realizohej p\u00ebrmes masave administrative.<\/p>\r\n\r\n<ul>\r\n \t<li><strong>Nj\u00eb vot\u00eb po paraqet nj\u00eb k\u00ebrkes\u00eb t\u00eb pakuptimt\u00eb n\u00eb Kart\u00ebn e Qytetit.<\/strong><\/li>\r\n \t<li><strong>Nj\u00eb vot\u00eb jo shmang tepricat e panevojshme n\u00eb statutin ton\u00eb.<\/strong><\/li>\r\n<\/ul>\r\n<h2><\/h2>\r\n<h3>Common Cause kund\u00ebrshton propozimin 6 t\u00eb NYC<\/h3>\r\n<p style=\"font-weight: 400;\">Propozimi i fundit, Propozimi 6, grumbullon tre tema t\u00eb palidhura n\u00eb nj\u00eb amendament t\u00eb panevojsh\u00ebm t\u00eb statutit. Duket se \u00ebsht\u00eb hartuar p\u00ebr t\u00eb treguar mb\u00ebshtetje p\u00ebr bizneset n\u00eb pron\u00ebsi t\u00eb pakicave dhe grave, por n\u00eb realitet nuk ndikon n\u00eb ndonj\u00eb ndryshim t\u00eb v\u00ebrtet\u00eb, thjesht riem\u00ebrton nj\u00eb pozicion ekzistues t\u00eb kryetarit t\u00eb bashkis\u00eb dhe e vendos at\u00eb n\u00eb statut pa zgjeruar p\u00ebrgjegj\u00ebsit\u00eb e tij ose pa i dh\u00ebn\u00eb zyr\u00ebs fonde ose kompetenca shtes\u00eb.
