O estado\u00a0<a href=\"https:\/\/www.sec.state.ma.us\/ele\/covid-19\/covid-19.htm\">ampliou sua janela para vota\u00e7\u00e3o antecipada<\/a>, \u00e9\u00a0<a href=\"https:\/\/malegislature.gov\/Laws\/SessionLaws\/Acts\/2020\/Chapter45\">permitindo que qualquer eleitor vote por correspond\u00eancia<\/a>\u00a0sem uma desculpa e enviou solicita\u00e7\u00f5es de c\u00e9dula de voto ausente para cada eleitor. Ent\u00e3o temos muito trabalho para expandi-la al\u00e9m disso\u201d, disse Wilmot.<\/p>\r\n\r\n<\/section><section class=\"article-section\">\r\n<h2 id=\"part-3\" class=\"article-section-heading\"><strong>DISPARIDADES LOCAIS<\/strong><\/h2>\r\nA desigualdade estrutural pode criar barreiras ao acesso ao voto para pessoas de cor em Massachusetts, mesmo que as autoridades estaduais facilitem o processo.\r\n\r\n<section class=\"article-section\">\r\n<p class=\"hang-punc-medium\">\u201cA falta de acesso a correio confi\u00e1vel significa que votar pelo correio n\u00e3o \u00e9 f\u00e1cil. A falta de um computador significa que o registro de eleitores online n\u00e3o \u00e9 facilmente acess\u00edvel\u201d, disse Wilmot. \u201cH\u00e1 desigualdade de acesso... por causa da desigualdade no resto do sistema.\u201d<\/p>\r\nMassachusetts n\u00e3o apresenta a inconsist\u00eancia no acesso aos locais de vota\u00e7\u00e3o que outros estados t\u00eam, e o estado exige que eles atendam a um n\u00famero aproximadamente igual de eleitores. Mesmo com essas regras em vigor, Wilmot disse que houve longas filas nos locais de vota\u00e7\u00e3o em comunidades predominantemente negras durante elei\u00e7\u00f5es gerais importantes. Ela espera que a expans\u00e3o da vota\u00e7\u00e3o antecipada e do voto por correspond\u00eancia neste ano alivie esse problema. O estado deixa a cargo das autoridades locais a determina\u00e7\u00e3o do n\u00famero e da localiza\u00e7\u00e3o dos locais de vota\u00e7\u00e3o antecipada (al\u00e9m de exigir pelo menos um em cada cidade). E a situa\u00e7\u00e3o \u00e9 semelhante com as urnas eletr\u00f4nicas seguras para votos por correspond\u00eancia que foram instaladas neste ano. Elas s\u00e3o permitidas por uma nova lei estadual, mas n\u00e3o obrigat\u00f3rias. N\u00e3o h\u00e1 exig\u00eancia de que sejam instaladas de forma equitativa de acordo com ra\u00e7a, etnia ou outros dados demogr\u00e1ficos da vizinhan\u00e7a.\r\n\r\n<\/section><section class=\"article-section\">\r\n<h2 id=\"part-4\" class=\"article-section-heading\"><strong>DESCONSIDERA\u00c7\u00c3O POR CRIME<\/strong><\/h2>\r\nMassachusetts tem uma das abordagens mais progressivas do pa\u00eds para priva\u00e7\u00e3o de direitos por crime. Os direitos de voto s\u00e3o retirados apenas enquanto algu\u00e9m est\u00e1 preso, e esses direitos s\u00e3o restaurados automaticamente ap\u00f3s a liberta\u00e7\u00e3o.\r\n\r\n<a href=\"https:\/\/www.nonprofitvote.org\/voting-in-your-state\/special-circumstances\/voting-as-an-ex-offender\/\">Alguns estados retiram esses direitos permanentemente<\/a>\u00a0para certas condena\u00e7\u00f5es por crimes graves. Outras mant\u00eam a proibi\u00e7\u00e3o de votar durante a liberdade condicional, e algumas exigem um processo caro e oneroso para a reintegra\u00e7\u00e3o. A segunda e a terceira op\u00e7\u00f5es dos eleitores seriam consideradas automaticamente caso nenhum candidato obtenha 50% dos votos. Em 2018, por exemplo, o democrata Jared Golden derrotou o congressista Bruce Poliquin, do 2\u00ba distrito do Maine, sob o sistema de vota\u00e7\u00e3o por ordem de prefer\u00eancia. Poliquin liderava por uma pequena margem ap\u00f3s a apura\u00e7\u00e3o dos votos de &quot;primeira op\u00e7\u00e3o&quot;, mas n\u00e3o atingiu os 50% necess\u00e1rios para atingir a maioria. Quando os votos de segunda op\u00e7\u00e3o, daqueles que haviam apoiado candidatos de terceiros partidos na disputa, foram alocados aos dois candidatos mais votados, Golden venceu.\r\n<p class=\"hang-punc-medium\">\u201cAcho que \u00e9 uma boa op\u00e7\u00e3o para reduzir a negatividade em campanhas pol\u00edticas e dar mais op\u00e7\u00f5es aos eleitores sem tornar estrat\u00e9gico o modo como eles devem pensar sobre um voto, permitindo que as pessoas escolham sua primeira escolha, segunda escolha, sem prejudicar algu\u00e9m de quem gostam em segundo lugar\u201d, disse Wilmot.<\/p>\r\nSe o sistema estivesse em vigor em 2000, o pa\u00eds poderia ter sido poupado de 20 anos de pessoas lamentando o papel de Ralph Nader como sabotador na elei\u00e7\u00e3o presidencial de Bush vs. Gore.\r\n<p class=\"hang-punc-medium\">\u201cPrecisamos de mais pessoas concorrendo a cargos p\u00fablicos, n\u00e3o menos, e ningu\u00e9m deve ser pressionado a n\u00e3o concorrer ou desistir porque est\u00e1 tirando votos de um candidato mais popular\u201d, disse Wilmot. \u201cA vota\u00e7\u00e3o por escolha classificada elimina tudo isso.\u201d<\/p>\r\n\r\n<\/section><\/section>"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":null,"component_wysiwyg":{"content":"<a class=\"button1\" role=\"button\" target=\"_blank\" href=\"\/massachusetts\/pt\/\u201cLack of access to reliable mail means voting by mail is not easy. Lack of a computer means online voter registration is not easily accessible,\u201d Wilmot said. \u201cThere is inequality of access \u2026 because of inequality in the rest of the system.\u201d  Massachusetts doesn\u2019t have the inconsistency in polling place location access that other states have, though, and the state requires that they serve roughly equal numbers of voters.   Even with those rules in place, Wilmot said there have been long lines at polls in predominantly Black communities when there is a big general election. She hopes that the expansion of early voting and absentee ballots this year will alleviate that problem.   The state leaves it up to local officials to determine the number and location of early voting locations (other than mandating at least one in each city and town). And it\u2019s a similar situation with the secure drop boxes for absentee ballots that have been deployed this year. They\u2019re allowed under a new state law but not required.  There\u2019s no requirement that either be equitably deployed according to race, ethnicity or other neighborhood demographics.  FELONY DISENFRANCHISEMENT Massachusetts has one of the most progressive approaches in the country to felony disenfranchisement. Voting rights are only taken away while someone is imprisoned, and those rights are restored automatically upon release.   Some states take away those rights permanently for certain felony convictions. Others maintain the ban on voting during parole, and some require an expensive and onerous process for reinstatement.  But voting rights advocates are pressing to reverse the constitutional amendment passed in 2000 that put the prison voting ban in place. If successful, Massachusetts would join Maine, Vermont and Washington, D.C., in having virtually no restrictions on voting based on criminal convictions or imprisonment.  Even without that change, advocates say the state needs to educate people so they understand their rights are automatically restored after release from prison. They also want to ensure that people held temporarily in county jails understand they have the right to vote and are given that opportunity by local officials.   RANKED-CHOICE VOTING If voters approve a statewide referendum this November, Massachusetts will join Maine in enacting a ranked-choice election system. Voters\u2019 second and third choices would be factored in automatically should no candidate win 50% of the vote.  In 2018, for example, Democrat Jared Golden unseated Maine 2nd District Congressman Bruce Poliquin under the ranked-choice system. Poliquin led narrowly after \u201cfirst choice\u201d votes were tallied but didn\u2019t reach 50%. When the second-choice votes of people who had backed third-party candidates in the race were then allocated to the two leading candidates, Golden won.  \u201cI think it\u2019s a good option for reducing the negativity in political campaigns and giving voters more choices without making it strategic in how they have to think about a vote, allowing people to pick their first choice, second choice, without hurting someone they like second best,\u201d Wilmot said.
