La coalition \u00e9tait compos\u00e9e de la coalition MIRA, de Common Cause Massachusetts, de la League of Women Voters of Massachusetts, de MassVOTE, de Lawyers for Civil Rights et d&#039;ACLU-MA et a travaill\u00e9 sur l&#039;\u00e9ducation, la cartographie des communaut\u00e9s d&#039;int\u00e9r\u00eat et le plaidoyer pendant le processus de dessin des cartes. Les d\u00e9fenseurs de l&#039;\u00c9tat ont convenu que la forte coalition a contribu\u00e9 \u00e0 la r\u00e9ussite des cartes finales.\r\n\r\n<strong>Repr\u00e9sentation accrue :<\/strong> Le d\u00e9coupage des circonscriptions a augment\u00e9 le nombre de circonscriptions majoritairement minoritaires \u00e0 la Chambre des repr\u00e9sentants de 20 \u00e0 33 et a doubl\u00e9 le nombre de circonscriptions majoritairement minoritaires au S\u00e9nat. Malheureusement, cela n&#039;a pas \u00e9t\u00e9 possible avec la carte du Congr\u00e8s. Cependant, cela est encourageant car le pourcentage d&#039;\u00e9lecteurs issus de minorit\u00e9s a augment\u00e9 de plus de 40% dans certaines communaut\u00e9s.\r\n\r\n<strong>Grande accessibilit\u00e9 du public aux audiences l\u00e9gislatives :<\/strong> De nombreuses audiences ont \u00e9t\u00e9 organis\u00e9es \u00e0 des moments et \u00e0 des endroits vari\u00e9s et avec un soutien linguistique. Les pr\u00e9sidents ont tenu des audiences publiques une fois par mois pendant six mois, et l&#039;Assembl\u00e9e l\u00e9gislative \u00e9tait ouverte \u00e0 la carte d&#039;unit\u00e9 soumise et a int\u00e9gr\u00e9 certaines des suggestions. Le pouvoir l\u00e9gislatif est \u00e9galement charg\u00e9 d&#039;examiner et d&#039;approuver les limites des districts locaux. L&#039;\u00c9tat respecte les exigences d&#039;\u00e9galit\u00e9 de population et les cartes l\u00e9gislatives de l&#039;\u00c9tat doivent \u00eatre dessin\u00e9es de mani\u00e8re contigu\u00eb et doivent donner la priorit\u00e9 au maintien des comt\u00e9s, des villes et des cit\u00e9s intacts."}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h2 class=\"section\">Impact:<\/h2>\r\nLa Coalition pour la d\u00e9mocratie (DDC) a r\u00e9ussi \u00e0 cr\u00e9er environ 100 cartes de l&#039;\u00c9tat d&#039;Ind\u00e9pendance et a men\u00e9 des consultations pour \u00e9laborer une carte de l&#039;unit\u00e9 de l&#039;\u00c9tat sur laquelle tous les partenaires, \u00e0 l&#039;exception d&#039;une organisation, se sont mis d&#039;accord. La DDC a publi\u00e9 sa version des cartes de la Chambre, avant la publication officielle de la commission, qui a augment\u00e9 le nombre de districts \u00e0 majorit\u00e9 minoritaire de 20 \u00e0 29 et a inclus cinq districts \u00e0 majorit\u00e9 latino. En raison du calendrier de publication de la carte par la coalition, la Chambre a adopt\u00e9 la majorit\u00e9 de ses lignes de district dans la carte finale, ce qui indique clairement que les membres de la Chambre ont vu et incorpor\u00e9 les cartes de la Chambre de la DDC. En outre, la DDC a r\u00e9ussi \u00e0 d\u00e9fendre la cr\u00e9ation d&#039;un nouveau district s\u00e9natorial."}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h2>Le\u00e7ons apprises :<\/h2>\r\n<ul>\r\n \t<li><strong>Les ressources nationales ont un impact :<\/strong> Le DDC a trouv\u00e9 que les documents nationaux de red\u00e9coupage, notamment les documents Redistricting 101 cr\u00e9\u00e9s par State Voices et Common Cause et les webinaires du CHARGE Redistricting College, \u00e9taient des atouts pr\u00e9cieux pour cr\u00e9er des ressources pour leurs organisateurs dans l&#039;\u00c9tat. \u00c0 leur tour, plusieurs \u00c9tats ont cit\u00e9 le Massachusetts comme exemple de mat\u00e9riel et de ressources de campagne de grande qualit\u00e9.<\/li>\r\n \t<li><strong>Les m\u00e9thodes de soumission des cartes des communaut\u00e9s d\u2019int\u00e9r\u00eats devraient \u00eatre am\u00e9lior\u00e9es :<\/strong> Le DDC a partag\u00e9 l&#039;exemple d&#039;une organisation qui a expliqu\u00e9 de mani\u00e8re inexacte la carte de l&#039;unit\u00e9 lors d&#039;une audience et a fini par d\u00e9fendre un district qui n&#039;\u00e9tait pas une priorit\u00e9 du DDC. Pour les futurs d\u00e9coupages en districts, les organisations et les particuliers peuvent avoir besoin de plus d&#039;informations sur les cartes de l&#039;unit\u00e9 et sur les points de discussion de plaidoyer pour les soutenir lors des audiences.<\/li>\r\n \t<li><strong>Les divergences de cartographie et de donn\u00e9es doivent \u00eatre corrig\u00e9es\u00a0:<\/strong> La coalition a not\u00e9 que certaines diff\u00e9rences de donn\u00e9es raciales apparaissaient entre l&#039;application de red\u00e9coupage de Dave et le logiciel de cartographie de l&#039;\u00c9tat. Les pourcentages d\u00e9mographiques des populations noires qui existaient dans Maptitude n&#039;\u00e9taient pas les m\u00eames que dans Dave, ce qui laissait une petite diff\u00e9rence entre les cartes DDC et celles cr\u00e9\u00e9es par l&#039;\u00c9tat. La normalisation des cat\u00e9gories de recensement utilis\u00e9es dans tous les outils de cartographie de red\u00e9coupage \u00e9liminerait les divergences de donn\u00e9es.<\/li>\r\n \t<li><strong>Utiliser d\u2019abord les donn\u00e9es du bloc de recensement\u00a0:<\/strong> La possibilit\u00e9 pour le pouvoir l\u00e9gislatif de d\u00e9limiter les circonscriptions \u00e9lectorales \u00e0 l\u2019aide des donn\u00e9es des blocs de recensement avant la repr\u00e9sentativit\u00e9 municipale a contribu\u00e9 \u00e0 un nombre plus \u00e9lev\u00e9 de circonscriptions \u00e0 majorit\u00e9 minoritaire.
