Bien qu&#039;il reste encore du chemin \u00e0 parcourir, Wilmot a d\u00e9crit les progr\u00e8s progressifs de l&#039;\u00c9tat en mati\u00e8re d&#039;acc\u00e8s au vote comme relevant d&#039;une \u00ab inertie, et non d&#039;une volont\u00e9 d\u00e9lib\u00e9r\u00e9e \u00bb.\r\n<p class=\"hang-punc-medium\">\u00ab Ce n\u2019est pas comme si le bureau essayait d\u00e9lib\u00e9r\u00e9ment de priver les \u00e9lecteurs de leur droit de vote ou de les rayer des listes \u00e9lectorales \u00bb, comme cela s\u2019est produit dans d\u2019autres \u00c9tats, a-t-elle d\u00e9clar\u00e9. \u00ab Ils sont vraiment engag\u00e9s dans un mod\u00e8le de participation \u00e9lectorale. \u00bb<\/p>\r\nVoici un aper\u00e7u de certains des obstacles les plus importants au droit de vote et \u00e0 l&#039;acc\u00e8s au vote dans le Massachusetts et de la mani\u00e8re dont les responsables de l&#039;\u00c9tat les affrontent :\r\n\r\n<\/section><section class=\"article-section\">\r\n<h2 id=\"part-2\" class=\"article-section-heading\"><strong>VOTE PAR CORRESPONDANCE<\/strong><\/h2>\r\nLe Massachusetts a adopt\u00e9 cet \u00e9t\u00e9 une s\u00e9rie de mesures temporaires en raison de la pand\u00e9mie de COVID-19, que les d\u00e9fenseurs des droits de vote esp\u00e8rent p\u00e9renniser.\u00a0<a href=\"https:\/\/www.sec.state.ma.us\/ele\/covid-19\/covid-19.htm\">a \u00e9largi sa fen\u00eatre de vote anticip\u00e9<\/a>, est\u00a0<a href=\"https:\/\/malegislature.gov\/Laws\/SessionLaws\/Acts\/2020\/Chapter45\">permettre \u00e0 tout \u00e9lecteur de voter par correspondance<\/a>\u00a0Les \u00e9lecteurs ont envoy\u00e9 des bulletins de vote par correspondance sans excuse \u00e0 chaque \u00e9lecteur. Nous avons donc beaucoup de travail pour l&#039;\u00e9tendre au-del\u00e0 \u00bb, a d\u00e9clar\u00e9 M. Wilmot.<\/p>\r\n\r\n<\/section><section class=\"article-section\">\r\n<h2 id=\"part-3\" class=\"article-section-heading\"><strong>DISPARIT\u00c9S LOCALES<\/strong><\/h2>\r\nLes in\u00e9galit\u00e9s structurelles peuvent constituer des obstacles \u00e0 l\u2019acc\u00e8s au vote pour les personnes de couleur dans le Massachusetts, m\u00eame si les autorit\u00e9s de l\u2019\u00c9tat facilitent le processus.\r\n\r\n<section class=\"article-section\">\r\n<p class=\"hang-punc-medium\">\u00ab Le manque d\u2019acc\u00e8s \u00e0 un courrier fiable rend le vote par correspondance difficile. L\u2019absence d\u2019ordinateur rend l\u2019inscription des \u00e9lecteurs difficile en ligne \u00bb, a d\u00e9clar\u00e9 M. Wilmot. \u00ab Il existe une in\u00e9galit\u00e9 d\u2019acc\u00e8s\u2026 en raison de l\u2019in\u00e9galit\u00e9 dans le reste du syst\u00e8me. \u00bb<\/p>\r\nLe Massachusetts ne conna\u00eet pas les m\u00eames in\u00e9galit\u00e9s d&#039;acc\u00e8s aux bureaux de vote que d&#039;autres \u00c9tats, et exige qu&#039;ils desservent un nombre \u00e0 peu pr\u00e8s \u00e9gal d&#039;\u00e9lecteurs. Malgr\u00e9 ces r\u00e8gles, Wilmot a constat\u00e9 de longues files d&#039;attente devant les bureaux de vote dans les quartiers majoritairement noirs lors des \u00e9lections g\u00e9n\u00e9rales importantes. Elle esp\u00e8re que l&#039;\u00e9largissement du vote anticip\u00e9 et du vote par correspondance cette ann\u00e9e permettra d&#039;att\u00e9nuer ce probl\u00e8me. L&#039;\u00c9tat laisse aux autorit\u00e9s locales le soin de d\u00e9terminer le nombre et l&#039;emplacement des bureaux de vote anticip\u00e9 (\u00e0 l&#039;exception de l&#039;obligation d&#039;en avoir au moins un dans chaque ville). La situation est similaire pour les urnes s\u00e9curis\u00e9es de d\u00e9p\u00f4t des bulletins de vote par correspondance install\u00e9es cette ann\u00e9e. Elles sont autoris\u00e9es par une nouvelle loi de l&#039;\u00c9tat, mais non obligatoires. Rien n&#039;exige que leur d\u00e9ploiement soit \u00e9quitable en fonction de l&#039;origine ethnique, de la race ou d&#039;autres caract\u00e9ristiques d\u00e9mographiques du quartier.\r\n\r\n<\/section><section class=\"article-section\">\r\n<h2 id=\"part-4\" class=\"article-section-heading\"><strong>D\u00c9PRIMATION DU DROIT DE VOTE POUR CRIME<\/strong><\/h2>\r\nLe Massachusetts est l&#039;un des \u00c9tats les plus progressistes du pays en mati\u00e8re de privation du droit de vote pour les personnes condamn\u00e9es pour des crimes graves. Le droit de vote n&#039;est retir\u00e9 qu&#039;au cours de la d\u00e9tention, et il est r\u00e9tabli automatiquement \u00e0 la lib\u00e9ration.\r\n\r\n<a href=\"https:\/\/www.nonprofitvote.org\/voting-in-your-state\/special-circumstances\/voting-as-an-ex-offender\/\">Certains \u00c9tats suppriment ces droits de mani\u00e8re permanente<\/a>\u00a0pour certaines condamnations pour crime. D&#039;autres maintiennent l&#039;interdiction de voter pendant la p\u00e9riode de lib\u00e9ration conditionnelle, et certaines exigent une proc\u00e9dure de r\u00e9int\u00e9gration co\u00fbteuse et complexe. Mais\u00a0<a href=\"https:\/\/www.masspowervote.org\/\">d\u00e9fenseurs du droit de vote<\/a>\u00a0font pression pour\u00a0<a href=\"https:\/\/www.wgbh.org\/news\/local-news\/2019\/05\/29\/how-massachusetts-prisoners-lost-the-right-to-vote\">annuler l&#039;amendement constitutionnel adopt\u00e9 en 2000<\/a>\u00a0qui a mis en place l&#039;interdiction de vote en prison. En cas de succ\u00e8s, le Massachusetts rejoindrait le Maine, le Vermont et Washington, DC, en ayant\u00a0<a href=\"https:\/\/theappeal.org\/politicalreport\/massachusetts-lawmakers-consider-restoring-voting-rights-but-organizers-are-not-waiting\/\">pratiquement aucune restriction au vote fond\u00e9e sur des condamnations p\u00e9nales ou une peine d&#039;emprisonnement<\/a>M\u00eame sans ce changement, les d\u00e9fenseurs des droits civiques affirment que l&#039;\u00c9tat doit informer la population afin qu&#039;elle comprenne que ses droits sont automatiquement r\u00e9tablis apr\u00e8s sa lib\u00e9ration de prison. Ils souhaitent \u00e9galement s&#039;assurer que les personnes d\u00e9tenues temporairement dans les prisons de comt\u00e9 comprennent qu&#039;elles ont le droit de vote et sont\u2026\u00a0<a href=\"https:\/\/emancipationinitiative.org\/ballots-over-bars\/returning-the-right-to-vote\/\">\u00e9tant donn\u00e9 cette opportunit\u00e9 par les responsables locaux<\/a>.\r\n\r\n<\/section><section class=\"article-section\">\r\n<h2 id=\"part-5\" class=\"article-section-heading\"><strong>VOTE PAR ORDRE DE CLASSEMENT<\/strong><\/h2>\r\nSi les \u00e9lecteurs approuvent un r\u00e9f\u00e9rendum \u00e0 l&#039;\u00e9chelle de l&#039;\u00c9tat en novembre prochain, le Massachusetts embo\u00eetera le pas au Maine en adoptant un syst\u00e8me de vote pr\u00e9f\u00e9rentiel. Les deuxi\u00e8me et troisi\u00e8me choix des \u00e9lecteurs seront automatiquement pris en compte si aucun candidat n&#039;obtient la majorit\u00e9 absolue des suffrages (50%). En 2018, par exemple, le d\u00e9mocrate Jared Golden a battu le repr\u00e9sentant du 2e district du Maine, Bruce Poliquin, gr\u00e2ce \u00e0 ce syst\u00e8me. Poliquin \u00e9tait l\u00e9g\u00e8rement en t\u00eate apr\u00e8s le d\u00e9pouillement des votes de premier choix, mais n&#039;avait pas atteint la majorit\u00e9 absolue. Lorsque les votes de second choix des \u00e9lecteurs ayant soutenu des candidats de partis tiers ont \u00e9t\u00e9 r\u00e9partis entre les deux candidats arriv\u00e9s en t\u00eate, Golden a remport\u00e9 l&#039;\u00e9lection.\r\n<p class=\"hang-punc-medium\">\u00ab Je pense que c&#039;est une bonne option pour r\u00e9duire la n\u00e9gativit\u00e9 dans les campagnes politiques et donner aux \u00e9lecteurs plus de choix sans rendre strat\u00e9gique la fa\u00e7on dont ils doivent penser \u00e0 un vote, permettant aux gens de choisir leur premier choix, leur deuxi\u00e8me choix, sans blesser quelqu&#039;un qu&#039;ils pr\u00e9f\u00e8rent en deuxi\u00e8me position \u00bb, a d\u00e9clar\u00e9 Wilmot.<\/p>\r\nSi le syst\u00e8me avait \u00e9t\u00e9 en place en 2000, le pays aurait pu s&#039;\u00e9pargner 20 ans de d\u00e9plorations sur le r\u00f4le de Ralph Nader dans l&#039;\u00e9lection pr\u00e9sidentielle Bush-Gore.\r\n<p class=\"hang-punc-medium\">\u00ab Il faut que davantage de candidats se pr\u00e9sentent aux \u00e9lections, pas moins, et personne ne devrait \u00eatre contraint de ne pas se pr\u00e9senter ou d&#039;abandonner ses \u00e9lections parce qu&#039;il prend des voix \u00e0 un candidat plus populaire \u00bb, a d\u00e9clar\u00e9 M. Wilmot. \u00ab Le vote pr\u00e9f\u00e9rentiel \u00e9limine tout cela. \u00bb<\/p>\r\n\r\n<\/section><\/section>"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":null,"component_wysiwyg":{"content":"<a class=\"button1\" role=\"button\" target=\"_blank\" href=\"\/massachusetts\/fr\/\u201cLack of access to reliable mail means voting by mail is not easy. Lack of a computer means online voter registration is not easily accessible,\u201d Wilmot said. \u201cThere is inequality of access \u2026 because of inequality in the rest of the system.\u201d  Massachusetts doesn\u2019t have the inconsistency in polling place location access that other states have, though, and the state requires that they serve roughly equal numbers of voters.   Even with those rules in place, Wilmot said there have been long lines at polls in predominantly Black communities when there is a big general election. She hopes that the expansion of early voting and absentee ballots this year will alleviate that problem.   The state leaves it up to local officials to determine the number and location of early voting locations (other than mandating at least one in each city and town). And it\u2019s a similar situation with the secure drop boxes for absentee ballots that have been deployed this year. They\u2019re allowed under a new state law but not required.  There\u2019s no requirement that either be equitably deployed according to race, ethnicity or other neighborhood demographics.  FELONY DISENFRANCHISEMENT Massachusetts has one of the most progressive approaches in the country to felony disenfranchisement. Voting rights are only taken away while someone is imprisoned, and those rights are restored automatically upon release.   Some states take away those rights permanently for certain felony convictions. Others maintain the ban on voting during parole, and some require an expensive and onerous process for reinstatement.  But voting rights advocates are pressing to reverse the constitutional amendment passed in 2000 that put the prison voting ban in place. If successful, Massachusetts would join Maine, Vermont and Washington, D.C., in having virtually no restrictions on voting based on criminal convictions or imprisonment.  Even without that change, advocates say the state needs to educate people so they understand their rights are automatically restored after release from prison. They also want to ensure that people held temporarily in county jails understand they have the right to vote and are given that opportunity by local officials.   RANKED-CHOICE VOTING If voters approve a statewide referendum this November, Massachusetts will join Maine in enacting a ranked-choice election system. Voters\u2019 second and third choices would be factored in automatically should no candidate win 50% of the vote.  In 2018, for example, Democrat Jared Golden unseated Maine 2nd District Congressman Bruce Poliquin under the ranked-choice system. Poliquin led narrowly after \u201cfirst choice\u201d votes were tallied but didn\u2019t reach 50%. When the second-choice votes of people who had backed third-party candidates in the race were then allocated to the two leading candidates, Golden won.  \u201cI think it\u2019s a good option for reducing the negativity in political campaigns and giving voters more choices without making it strategic in how they have to think about a vote, allowing people to pick their first choice, second choice, without hurting someone they like second best,\u201d Wilmot said.   If the system had been in place in 2000, the country could have been spared 20 years of people lamenting Ralph Nader\u2019s role as a spoiler in the Bush vs. Gore presidential election.  \u201cWe need more people running for office, not less, and no one should be pressured to not run or drop out because they\u2019re taking votes away from a more popular candidate,\u201d Wilmot said. \u201cRanked choice voting gets rid of all of that.\u201d\/\">Lire l&#039;article<\/a>"}}]},"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.6 (Yoast SEO v27.1.1) -
