There is tremendous excitement building for citizen-funded elections at the local, state, and federal levels and Maryland is a leader in advancing these small donor funded election programs.\r\n\r\nCitizen-funded elections help break down barriers to participating in our democracy, creating a government that looks more like us and works better for us. What if people like us could get elected? Regular people\u2014and not just those connected to the wealthy donor class\u2014would have a chance to run and win. Reforms that provide public matching funds to amplify the role of ordinary Americans in financing elections, like the Montgomery County <em>Public Election Fund<\/em> and Howard County <em>Citizens\u2019 Election Fund<\/em>, have removed barriers for candidates from different backgrounds to run. <strong>Citizen-funded election systems mean:<\/strong>\r\n<ul>\r\n \t<li>More ordinary people are able to run for public office;<\/li>\r\n \t<li>Candidates spend more time listening to and meeting with their constituents, instead of consistently focusing on raising big money from just a handful of donors;<\/li>\r\n \t<li>Elected officeholders are reflective of the community at large and share similar values and experiences with everyday voters;\r\nElected officials are less indebted to a narrow set of big money funders, and are more accountable to all voters;<\/li>\r\n \t<li>Policies and laws are more responsive to public needs and less skewed by wealthy special interests.<\/li>\r\n<\/ul>"}},{"acf_fc_layout":"layout_video","_acfe_flexible_toggle":"","component_video":{"video":"https:\/\/youtu.be\/xcAgv-6WpA8","caption":""}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"In 2014, Montgomery County became the first county in the state to establish a small donor matching program for County Council and Executive elections. Since then - Howard, Prince George\u2019s, Baltimore, and Anne Arundel Counties as well as Baltimore City have established programs. By 2026, more than half of registered voters will live in a jurisdiction that has established and fully implemented programs.\r\n\r\nAt the gubernatorial level, we have modernized and funded the <em>Fair Campaign Financing Fund<\/em> (FCFF) making it similar to the small donor matching programs at the local level and ensuring adequate funding is available to support candidates using the program in future elections. Former Prince George\u2019s County Executive Rushern Baker opted to participate in the updated state program for his gubernatorial bid in 2022.
