Les d\u00e9penses du secteur priv\u00e9 sur les questions de sant\u00e9 \u00e0 l&#039;\u00e9chelle de l&#039;\u00c9tat ont diminu\u00e9, ce qui pourrait indiquer un recentrage des efforts sur les enjeux de sant\u00e9 nationaux apr\u00e8s une ann\u00e9e \u00e9lectorale mouvement\u00e9e. Les citoyens ordinaires ne peuvent rivaliser avec de tels moyens et risquent de voir leur voix \u00e9touff\u00e9e.\u00a0\u00bb\r\n<blockquote>\u00ab Pourtant, m\u00eame si les entreprises ont encore une fois d\u00e9pens\u00e9 des sommes consid\u00e9rables en efforts de lobbying, il est rassurant de constater que ces d\u00e9penses importantes ne se sont pas toujours traduites par de grandes victoires pour ces employeurs. \u00bb<\/blockquote>\r\nCommon Cause Maryland synth\u00e9tise les donn\u00e9es sur le lobbying fournies deux fois par an par la Commission d&#039;\u00e9thique de l&#039;\u00c9tat, en examinant les d\u00e9penses totales et les probl\u00e8mes cibl\u00e9s des principaux employeurs. Le rapport d&#039;\u00e9thique r\u00e9pertorie les employeurs qui ont d\u00e9clar\u00e9 au moins $50 000 de d\u00e9penses de lobbying, ainsi que les lobbyistes qui ont d\u00e9clar\u00e9 au moins $50 000 de revenus de lobbying, du 1er novembre 2016 au 30 avril 2017. Dans ce rapport de 2017, le CCMD a analys\u00e9 la liste et class\u00e9 200 employeurs en 29 grandes cat\u00e9gories sectorielles.\r\n<blockquote>\u00ab Dans l\u2019ensemble, les activit\u00e9s de lobbying sont rest\u00e9es assez constantes. Mais il est int\u00e9ressant de voir de nouveaux acteurs et de nouvelles tactiques appara\u00eetre cette ann\u00e9e \u00e0 Annapolis. \u00bb<\/blockquote>\r\nEnseignements tir\u00e9s des dix principaux employeurs et lobbyistes\r\n<ul>\r\n \t<li>L&#039;American Petroleum Institute (API) a remplac\u00e9 la Maryland Hospital Association comme l&#039;employeur le mieux r\u00e9mun\u00e9r\u00e9 de 2017, marquant un changement radical par rapport \u00e0 l&#039;ann\u00e9e derni\u00e8re, o\u00f9 l&#039;API n&#039;avait m\u00eame pas pay\u00e9 pour jouer ;<\/li>\r\n \t<li>En raison des publicit\u00e9s cibl\u00e9es \u00e0 la radio et dans la presse de l&#039;API en opposition au projet de loi interdisant la fracturation hydraulique, les d\u00e9penses au sein de l&#039;industrie environnementale sont pass\u00e9es de la 19e \u00e0 la 2e place des d\u00e9penses industrielles\u00a0;<\/li>\r\n \t<li>Les d\u00e9penses de lobbying de plusieurs employeurs ont diminu\u00e9, les enjeux \u00e9tant pass\u00e9s au second plan cette session. Les anciens grands contributeurs, comme les t\u00e9l\u00e9communications et les transports, ont chut\u00e9 dans le classement, et certaines entreprises, comme Expedia, n&#039;ont m\u00eame pas figur\u00e9 sur la liste cette ann\u00e9e ;<\/li>\r\n \t<li>Le secteur de l\u2019\u00e9ducation est devenu le sixi\u00e8me secteur le mieux r\u00e9mun\u00e9r\u00e9, soulignant les frictions politiques persistantes entre l\u2019administration et les syndicats de l\u2019\u00e9ducation de l\u2019\u00c9tat\u00a0;<\/li>\r\n \t<li>La Lexington National Insurance Corporation, qui s&#039;occupe du secteur des cautions, a d\u00e9pens\u00e9 1 301 TP3T de plus que l&#039;ann\u00e9e derni\u00e8re.
