Getting the decennial count right means ensuring that communities across the country get the representation and resources that they deserve.\r\n\r\nBut in 2019, President Donald Trump and his administration sought to rig the 2020 Census for political gain by adding an untested, last-minute question about citizenship status.\r\n\r\nExperts warned that including this question would discourage countless individuals who felt intimidated by Trump\u2019s anti-immigrant rhetoric\u2014whether they were citizens or not\u2014from filling out the survey. \ud2b8\ub7fc\ud504\uac00 \uc774 \uc9c8\ubb38\uc744 \ub358\uc9c4 \uc774\uc720\ub294 \ubb34\uc5c7\uc778\uac00?<\/b><\/h3>\r\nThe citizenship question was part of a long-term strategy by some Republican leaders to permanently rig American democracy in their favor.\r\n\r\nBack in 2015, a Republican operative named Thomas Hofeller\u2014once called \u201cthe Michelangelo of the modern gerrymander\u201d\u2014was hired by a Republican mega-donor to answer the question: what if the rules of redistricting were changed to draw legislative districts based on the number of \ud22c\ud45c\ud558\ub294 \uc2dc\ubbfc<\/i> \uadf8\ub4e4 \uc548\uc5d0 \uc0b4\uace0 \uc788\ub294 \uac83\uc774 \uc544\ub2c8\ub77c \ucd1d<\/i> \ud55c \uc8fc\uc5d0 \uc0ac\ub294 \uc0ac\ub78c\uc758 \uc218\ub294?"}},{"acf_fc_layout":"layout_featured_resource","_acfe_flexible_toggle":"","component_featured_resource":{"manually_curate":false,"resource":["{\"site_id\":\"1\",\"post_type\":\"resource\",\"post_id\":19686}"],"brow_text":"","title":"","summary":"","button_text":"Read more","link":null,"image":null}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"Hofeller understood that this change would be a \u201cradical departure from the federal \u2018one person, one vote\u2019 rule presently used in the United State[s].\u201d He even recognized that it would be hard to convince the Supreme Court to mandate this change, unless\u2026 he could figure out how to add a citizenship question to the upcoming 2020 Census.\r\n\r\nThen, in the next round of redistricting, the plan was for Republicans to use that citizenship data to supercharge their partisan gerrymandering strategy. They would excise a large number of people out of redistricting altogether and pack the remaining Democrats and voters of color into as few districts as possible.\r\n

Who blocked the question?<\/b><\/h3>\r\nAfter hundreds of thousands of calls, emails, and petition signatures from Common Cause members, the Department of Justice confirmed that the 2020 Census questionnaire would be printed without a question on citizenship status. This decision came just a week after the Supreme Court rejected the administration\u2019s reason for including it as \u201ccontrived.\u201d\r\n

What happens next?<\/b><\/h3>\r\nCommon Cause and our 1.5 million members and supporters will fight any attempt to draw legislative districts that do not include all people\u2014because everyone in the U.S. deserves representation in our government.\r\n\r\nOne way to make sure this doesn\u2019t happen again is to pass the Census IDEA Act.
