Urges Rules Committee to Provide Additional Opportunities for Public Comment Before Voting on New Districts"},"template":"","class_list":["post-188","press","type-press","status-publish","hentry","press_type-press-release"],"acf":{"details":{"summary":"Today, Common Cause Indiana released a draft map of new Indianapolis Marion County City County Council districts drawn by its multi-partisan Indianapolis Citizens Redistricting Commission (ICRC) and urged the Council to provide additional opportunity for public comment before finalizing the new map.\u00a0 The ICRC consists of nine Indianapolis voters:\u00a0 three Republicans, three Democrats and three individuals who are neither Republican nor Democrat.\u00a0 Last week, the ICRC spent Tuesday and Wednesday evening online with a mapping expert working to develop a draft map.\u00a0 It was sent to members of the City Council\u2019s Rules and Public Policy Committee today with the request that it be considered along with the redistricting proposal developed by an outside law firm at the behest of the Council majority.\u00a0","featured_image":"","press_type":146,"authors":["{\"site_id\":\"1\",\"post_type\":\"person\",\"post_id\":7883}"],"related_issues":[62,395],"related_work":false,"location":17},"sidebar":{"helper_enable_sidebar":false,"helper_media_contact":{"heading":"Media Contact","manually_enter_person":false,"person":null,"name":"","role":"","phone":"","email":""},"helper_links_downloads":{"heading":"Links & Downloads","links":null}},"page_layout":[{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":null,"component_wysiwyg":{"content":"Today, Common Cause Indiana released a <a href=\"https:\/\/districtr.org\/plan\/123980\">draft map<\/a> of new Indianapolis Marion County City County Council districts drawn by its multi-partisan Indianapolis Citizens Redistricting Commission (ICRC) and urged the Council to provide additional opportunity for public comment before finalizing the new map.\u00a0 The ICRC consists of nine Indianapolis voters:\u00a0 three Republicans, three Democrats and three individuals who are neither Republican nor Democrat.\u00a0 Last week, the ICRC spent Tuesday and Wednesday evening online with a mapping expert working to develop a draft map.\u00a0 It was sent to members of the City Council\u2019s Rules and Public Policy Committee today with the request that it be considered along with the redistricting proposal developed by an outside law firm at the behest of the Council majority.\r\n\r\nThe ICRC\u2019s map-drawing goals were to protect communities of interest throughout Marion County by keeping them contained in one Council district whenever possible.\u00a0 To identify communities of interest, the ICRC relied on the YourVoice 2022 report published by the consulting firm hired by the Council, as well as two virtual meetings sponsored by Common Cause Indiana.\u00a0 As a secondary goal, the ICRC\u2019s draft map seeks to create districts that are politically competitive, so election data was considered as the maps were being developed.\u00a0 The maps were drawn using Districtr open source mapping software.\u00a0 A copy of the draft map and complete information about its vital statistics can be viewed <a href=\"https:\/\/districtr.org\/plan\/123980\">here<\/a>.\r\n\r\nThe Council\u2019s proposed map can be viewed <a href=\"https:\/\/districtr.org\/plan\/124140\">here<\/a>.\r\n\r\nCommon Cause Indiana Executive Director Julia Vaughn said, \u201cThere is no perfect district map \u2013 by its very nature redistricting involves a system of trade-offs and difficult decisions involving competing priorities.\u00a0 But the best possible maps are drawn by those without conflicts of interest, with plenty of public input and an emphasis on the needs of communities, not incumbent politicians.\u201d\r\n\r\nVaughn concluded, \u201cA constant request heard at all the redistricting meetings was the need for additional meetings out in the townships once draft maps are released.\u00a0 I urge the Council to take this step and to consider the input of independent groups like the Indianapolis Citizens Redistricting Commission.\u00a0\u00a0 Voters in Marion County don\u2019t need Democrat maps, we don\u2019t need Republican maps \u2013 we need maps that focus on ensuring that everyone in our increasingly diverse community has an equal say in our elections.\u201d\r\n\r\nOne of the ICRC\u2019s guiding criteria was that the map be drawn without regard for the home addresses of current Council members.\u00a0 In following this guideline, the draft map creates six districts that have no current Councilor;
