Indiana Coalition for Independent Redistricting – We are All IN for Democracy

In 2014, Common Cause Indiana and the League of Women Voters of Indiana co-founded the Indiana Coalition for Independent Redistricting. Over five years we’ve grown to a coalition of twenty-five organizations working for a fair and bipartisan redistricting process that ends the conflict of interest when legislators draw the maps.

This year, every voting district at every level of government will be redrawn for the entire decade. Through our coalition’s creation of the Indiana Citizens Redistricting Commission, we are modeling a process that allows citizens to choose their politicians, not one where the politicians get to choose their voters and skew the districts to favor one party over the other. Coalition members include environmental organizations, consumer groups, organizations representing minority voters, women’s advocacy groups and more. The Indiana Citizens Redistricting Commission

We’ve always understood how hard it will be to convince the legislature to reform redistricting. Without a U.S. Supreme Court ruling that makes partisan gerrymandering unconstitutional, the supermajority at the General Assembly has no motivation to change a process that has given them tremendous power. If we want something different, we are going to have to build it ourselves.

Here’s the good news. We’ve got a plan. Working with the All IN for Democracy coalition, we created our own citizens redistricting commission and will produce a public mapping website so that Hoosiers across the state can be fully engaged in redistricting. The new Indiana Citizens Redistricting Commission is composed of a diverse team of Republicans, Democrats, and those unaffiliated with either major party who want new districts that serve the needs of the people, not partisan politicians.

Redistricting Reform Legislation

Common Cause Indiana has been working with a bipartisan team of legislators in the Indiana House and Senate to pass legislation to reform redistricting in Indiana before 2021, when new maps for the state legislature and Congress will be drawn.

We’ve worked with Senator John Ruckelshaus (R) Indianapolis on legislation to create a bipartisan citizens redistricting commission that would control the redistricting process and produce Congressional and state legislative maps that the General Assembly would vote up or down to adopt. Unfortunately, this bill, SB105  did not receive a hearing again this year.

We also worked with Senator Ruckelshaus on legislation to make the redistricting process next year more transparent and open to public participation. This bill, SB293, would require the General Assembly to create a public mapping website and give the public access to the same data and software lawmakers will use to draw new districts. The public would be invited to submit their maps for consideration by the General Assembly. SB293 also called for public meetings in each Congressional district both before draft maps are formulated and after, so that voters can give their input at each point in the process.

Unfortunately, even this attempt to reform redistricting by making the process more open and transparent went no where at the State House. SB293 died when it failed to get a committee hearing.
