Januar hielt das Parlament von Illinois mitten in der Nacht, am Ende der Sitzungsperiode des scheidenden Abgeordneten, eine Anh\u00f6rung und Abstimmung \u00fcber einen 87-seitigen Ethikgesetzentwurf ab. Dieser Entwurf wurde in den letzten Stunden der 101. Generalversammlung ohne Benachrichtigung der Beteiligten und ohne den versprochenen \u00f6ffentlichen Bericht der Gemeinsamen Kommission f\u00fcr Ethik und Lobbyreform eingebracht. Obwohl die Sitzungsperiode vor der Verabschiedung des Gesetzes ablief, war das Verfahren f\u00fcr all jene, denen eine offene und ethische Regierung am Herzen liegt, zutiefst besorgniserregend. Es widersprach dem Prinzip der Transparenz, trug kaum dazu bei, Illinois&#039; Ruf als Hochburg von Hinterzimmerabsprachen und politischer Korruption zu verbessern, und untergrub das Vertrauen der \u00d6ffentlichkeit in die Landesregierung weiter. Die Ver\u00f6ffentlichung des Berichts der Gemeinsamen Kommission f\u00fcr Ethik und Lobbyreform verz\u00f6gerte sich im M\u00e4rz aufgrund der COVID-19-Pandemie. Mehr als sechs Monate sp\u00e4ter forderten wir die Kommission auf, endlich ihre Empfehlungen zu ver\u00f6ffentlichen. Zuletzt h\u00f6rten wir im Oktober von den Bem\u00fchungen der Kommission, als der Co-Vorsitzende Greg Harris gegen\u00fcber WTTW erkl\u00e4rte, er plane, die Empfehlungen vor der Wiederaufnahme der Sitzungen des Parlaments im Januar zu ver\u00f6ffentlichen. Das ist nie geschehen. Stattdessen wurde ein schwerwiegend mangelhafter Gesetzentwurf in einem intransparenten Verfahren vorgelegt, das jegliche R\u00fcckmeldung und Zusammenarbeit verhinderte. Der Entwurf ber\u00fchrte zwar einige Themen, die wir letztes Jahr der Kommission vorgelegt hatten, lie\u00df aber wichtige Punkte wie Interessenkonflikte und die Kontrolle von Abgeordneten au\u00dfer Acht. Dar\u00fcber hinaus enthielt er Bestimmungen, wie die Aufhebung der kommunalen Selbstverwaltung, die dramatische Auswirkungen auf Kommunen, Unternehmen, Interessenvertreter und andere Beteiligte gehabt h\u00e4tten. Dennoch wurde der Gesetzentwurf ohne ausreichende Pr\u00fcfung dieser schwerwiegenden Bedenken zur\u00fcckgezogen. Uns ist bewusst, dass viele Gesetzgebungsverfahren in Springfield so ablaufen. Doch der \u00d6ffentlichkeit wurde dieses Mal etwas anderes versprochen. So gut gemeint die Ma\u00dfnahmen auch sein m\u00f6gen, sie tragen kaum dazu bei, das Vertrauen in die Regierung wiederherzustellen \u2013 die eigentliche Triebfeder f\u00fcr eine Ethikreform. Mit Beginn der 102. Generalversammlung appellieren unsere Organisationen an die Mitglieder, sich f\u00fcr eine umfassende Ethikreform einzusetzen. Diese Reform soll in einem offenen, beratenden Prozess unter Einbeziehung wichtiger Interessenvertreter und Bef\u00fcrworter erfolgen und ein deutlich besseres Ergebnis f\u00fcr die Bev\u00f6lkerung von Illinois erzielen.
