The House added the language to \u2018elections omnibus\u2019 <\/span><a href=\"https:\/\/www.legis.ga.gov\/legislation\/62422\"><span style=\"font-weight: 400\">HB 1464<\/span><\/a><span style=\"font-weight: 400\">, but it was stripped out by the Senate Ethics Committee.<\/span>\r\n\r\n<span style=\"font-weight: 400\">Yesterday, as the clock ticked down on the legislative session, the House added \u2018Election Police\u2019 provisions to <\/span><i><span style=\"font-weight: 400\">both<\/span><\/i> <a href=\"https:\/\/www.commoncause.org\/georgia\/wp-content\/uploads\/sites\/9\/2022\/04\/SB_89-_LC_47_1869S-1.pdf\"><span style=\"font-weight: 400\">SB 89<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/www.commoncause.org\/georgia\/wp-content\/uploads\/sites\/9\/2022\/04\/LC-47-1862S.pdf\"><span style=\"font-weight: 400\">SB 441<\/span><\/a><span style=\"font-weight: 400\"> \u2013 and SB 441 passed in the Senate.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">The language added to legislation yesterday gave the new investigative service jurisdiction that is broader than originally proposed: the bill authorizes the investigation of any violation of the Elections Code \u201cwhich if established are sufficient to change or place in doubt the results of an election.\u201d Among other violations, the Elections Code prohibits <\/span><a href=\"https:\/\/codes.findlaw.com\/ga\/title-21-elections\/ga-code-sect-21-2-567.html\"><span style=\"font-weight: 400\">voter intimidation<\/span><\/a><span style=\"font-weight: 400\"> and making <\/span><a href=\"https:\/\/codes.findlaw.com\/ga\/title-21-elections\/ga-code-sect-21-2-560.html\"><span style=\"font-weight: 400\">false sworn statements<\/span><\/a><span style=\"font-weight: 400\"> about elections.<\/span>\r\n\r\n<span style=\"font-weight: 400\">The House and Senate also yesterday approved a version of the 2023 state budget appropriating $579,936 for the new investigative service. (Line 2815 of <\/span><a href=\"https:\/\/www.legis.ga.gov\/api\/document\/docs\/default-source\/house-budget-and-research-office-document-library\/2023_fiscal_year\/fy_2023_bill_conf_cmte_hb_911.pdf?sfvrsn=e05d7fb_2\"><span style=\"font-weight: 400\">the budget<\/span><\/a><span style=\"font-weight: 400\">)<\/span>\r\n\r\n<span style=\"font-weight: 400\">The Florida Legislature recently created a <\/span><a href=\"https:\/\/www.cnn.com\/2022\/03\/09\/politics\/florida-bill-election-police-force\/index.html\"><span style=\"font-weight: 400\">$3.7 million-a-year<\/span><\/a><span style=\"font-weight: 400\"> \u2018Election Police\u2019 force.<\/span>\r\n\r\n&nbsp;\r\n<h3 style=\"text-align: center\"><b><i>Statement of Common Cause Georgia Executive Director Aunna Denni<\/i><\/b><span style=\"font-weight: 400\">s<\/span><\/h3>\r\n<span style=\"font-weight: 400\">This is not how a \u2018government of the people\u2019 should be doing business. And these are not \u2018the people\u2019s priorities\u2019 that are being served.<\/span>\r\n\r\n<span style=\"font-weight: 400\">During yesterday\u2019s chaos, it was very clear that some special or partisan interest wanted Georgia to have its own \u2018Election Police\u2019 force, just like Florida. So, now we have one \u2013 to the tune of almost $580,000 a year. That\u2019s money that could <\/span><i><span style=\"font-weight: 400\">and should<\/span><\/i><span style=\"font-weight: 400\"> be spent, instead, on things that would improve Georgians\u2019 lives, like <\/span><a href=\"https:\/\/washingtonmonthly.com\/2022\/03\/14\/once-a-pandemic-lifeline-universal-access-to-free-school-lunch-to-end\/\"><span style=\"font-weight: 400\">school lunches<\/span><\/a><span style=\"font-weight: 400\">, housing assistance, and economic development programs that create good jobs.<\/span>\r\n\r\n<span style=\"font-weight: 400\">As the Sine Die confetti settles, we urge the Georgia Bureau of Investigation to quickly adopt regulations making it clear that its investigators may not obstruct elections officials in their duties, particularly before elections are certified. The Bureau must make it clear to voters that the hypothetical situations suggested on the House floor last night will not happen.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">And if the Bureau is now entrusted with investigating anything that could create doubt about our elections \u2013 we suggest they start, first, by investigating those who have been profiting by creating such doubt.\u00a0<\/span>\r\n\r\n<a href=\"https:\/\/www.sos.ga.gov\/news\/kraken-cracks-under-pressure-sidney-powell-claims-no-reasonable-person-would-conclude-her\"><span style=\"font-weight: 400\">Sidney Powell<\/span><\/a><span style=\"font-weight: 400\">, for example, reportedly <\/span><a href=\"https:\/\/www.businessinsider.com\/sidney-powell-defending-the-republic-fund-january-6-capitol-riot-criminal-defense-2022-3\"><span style=\"font-weight: 400\">raised almost $15 million \u2018from election conspiracy theories<\/span><\/a><span style=\"font-weight: 400\">\u2019 \u2013 including <\/span><a href=\"https:\/\/sos.ga.gov\/news\/secretary-state-certifies-election-kraken-case-dismissed\"><span style=\"font-weight: 400\">discredited theories<\/span><\/a><span style=\"font-weight: 400\"> here in Georgia.<\/span>\r\n\r\n<span style=\"font-weight: 400\">Dinesh D\u2019Souza and True the Vote have apparently teamed up to <\/span><a href=\"https:\/\/www.newsweek.com\/film-claims-it-has-video-mules-stuffing-ballot-boxes-2020-election-1679583\"><span style=\"font-weight: 400\">produce a movie<\/span><\/a><span style=\"font-weight: 400\"> with allegations about the 2020 election \u2013 and D\u2019Souza is expected to release a book about the claims that will retail for <\/span><a href=\"https:\/\/www.amazon.com\/Civil-War-2-0-Dinesh-DSouza\/dp\/168451083X\"><span style=\"font-weight: 400\">$26.99 a copy<\/span><\/a><span style=\"font-weight: 400\">. The GBI has already said there\u2019s <\/span><a href=\"https:\/\/www.ajc.com\/politics\/gbi-chief-not-enough-evidence-to-pursue-gops-ballot-fraud-claim\/YLBIKVC6OZFG7D3QIXR54UFPWU\/\"><span style=\"font-weight: 400\">not enough evidence<\/span><\/a><span style=\"font-weight: 400\"> to investigate their claims. But perhaps the GBI could investigate whether True the Vote has been giving false sworn statements about Georgia\u2019s elections while appearing before legislative committees <\/span><a href=\"https:\/\/madison.com\/news\/local\/govt-and-politics\/conservative-group-claims-ballot-trafficking-in-2020-wisconsin-election-but-wont-share-evidence\/article_4bef68b4-4b7f-5095-9647-10bec896bfb9.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">in other states<\/span><\/a><span style=\"font-weight: 400\">, or whether they\u2019ve just been able to <\/span><a href=\"https:\/\/www.penncapital-star.com\/government-politics\/senate-committee-investigating-pa-elections-holds-hearing-on-ballot-drop-boxes-dems-walk-out\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">avoid testifying under oath<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400\">The GBI could also investigate those who have been creating doubt about our elections to justify legislation making it harder for Georgia voters to cast our ballots \u2013 and then raising money off <\/span><i><span style=\"font-weight: 400\">that<\/span><\/i><span style=\"font-weight: 400\">. For example, as one <\/span><a href=\"https:\/\/www.motherjones.com\/politics\/2021\/05\/heritage-foundation-dark-money-voter-suppression-laws\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">reporter<\/span><\/a><span style=\"font-weight: 400\"> phrased it, \u201cHeritage [Action] has been at the forefront of weaponizing Trump\u2019s Big Lie of widespread voter fraud in order to build support for policies that restrict access to the ballot\u201d \u2013 and then <\/span><a href=\"https:\/\/www.motherjones.com\/politics\/2021\/05\/heritage-foundation-dark-money-voter-suppression-laws\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">bragged to donors<\/span><\/a><span style=\"font-weight: 400\"> that they \u2018had crafted\u2019 last year\u2019s SB 202.\u00a0\u00a0\u00a0\u00a0\u00a0<\/span>\r\n\r\n<i><span style=\"font-weight: 400\">So<\/span><\/i><span style=\"font-weight: 400\"> many different groups and partisan extremists have been working to undermine confidence in Georgia\u2019s elections.
