This comes on the heels of Trump\u2019s proposal to fold the USPS (an independent agency) into the Commerce Department, which houses the Census Bureau. Both proposals are being presented under the guise of promoting efficiency and saving money.<\/span><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span>\r\n<h3><b><span data-contrast=\"auto\">INCREASING COSTS AND INEFFICIENCY<\/span><\/b><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span><\/h3>\r\n<span data-contrast=\"auto\">The proposal to shift the responsibility of conducting the Census to Postal Workers has been floated numerous times over the years and has been found by several studies to be costly, <\/span><a href=\"https:\/\/www2.census.gov\/programs-surveys\/decennial\/2020\/program-management\/final-analysis-reports\/2020-report-postal-carriers-census-enumerators-pilot.pdf\"><span data-contrast=\"none\">logistically challenging<\/span><\/a><span data-contrast=\"auto\">, and a likely violation of The Postal Reorganization Act.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">The U.S. Government Accountability Office (GAO), an independent, non-partisan agency that works for Congress, found that, due to the difference in pay rates it would actually <\/span><a href=\"https:\/\/www.gao.gov\/products\/gao-11-874\"><span data-contrast=\"none\">cost more<\/span><\/a><span data-contrast=\"auto\"> for Postal Service workers to conduct the census. Entry-level <\/span><a href=\"https:\/\/www.bls.gov\/oes\/current\/oes435052.htm#nat\"><span data-contrast=\"none\">postal workers<\/span><\/a><span data-contrast=\"auto\"> make about double the salary of entry-level census <\/span><a href=\"https:\/\/www.census.gov\/about\/census-careers\/resources\/field-rep-faq.html\"><span data-contrast=\"none\">field representatives<\/span><\/a><span data-contrast=\"auto\">. Further, it would likely disrupt regular USPS mail service and overwhelm rural mail carriers according to a recent <\/span><a href=\"https:\/\/www.npr.org\/2025\/03\/10\/nx-s1-5311969\/usps-privatization-trump-commerce-lutnick\"><span data-contrast=\"none\">statement<\/span><\/a><span data-contrast=\"auto\"> by Don Maston, president of the National Rural Letter Carriers' Association. This has been supported by a <\/span><a href=\"https:\/\/www.npr.org\/2025\/03\/10\/nx-s1-5311969\/usps-privatization-trump-commerce-lutnick\"><span data-contrast=\"none\">recent study<\/span><\/a><span data-contrast=\"auto\"> which also found that privatization will lead to higher shipping costs for USPS customers.<\/span><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Privatization will have a devastating impact on public trust. The USPS is <\/span><a href=\"https:\/\/news.gallup.com\/poll\/257510\/postal-service-americans-favorite-federal-agency.aspx\"><span data-contrast=\"none\">consistently ranked<\/span><\/a><span data-contrast=\"auto\"> as one of the most trusted public agencies across party lines. In a recent <\/span><a href=\"https:\/\/www.pewresearch.org\/short-reads\/2024\/08\/12\/americans-see-many-federal-agencies-favorably-but-republicans-grow-more-critical-of-justice-department\/\"><span data-contrast=\"none\">Pew survey<\/span><\/a><span data-contrast=\"auto\">, over 75% of Democrats and over 65% of Republicans viewed the agency as \u201cfavorable.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n<h3><b><span data-contrast=\"auto\">LEGALITY<\/span><\/b><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span><\/h3>\r\n<span data-contrast=\"auto\">The USPS, older than the United States itself, was founded in 1775 and became a self-sustaining agency in 1970 after the passage of The Postal Reorganization Act. An independent agency, it cannot be folded into the Commerce Department without the approval of Congress.\u00a0<\/span><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Furthermore, the USPS is bound by its <\/span><a href=\"https:\/\/about.usps.com\/publications\/annual-report-comprehensive-statement-2013\/annualreport2013_082.htm\"><span data-contrast=\"none\">universal service obligation<\/span><\/a><span data-contrast=\"auto\"> to \"provide prompt, reliable and efficient services to patrons in all areas,\u201d an obligation which is likely to be threatened by burdening Postal Service workers with additional responsibilities.\u00a0<\/span><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span>\r\n<h3><b><span data-contrast=\"auto\">IMPACT TO CENSUS<\/span><\/b><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span><\/h3>\r\n<span data-contrast=\"auto\">Census data is key in determining funding for critical public services and infrastructure, such as support for veterans, schools, hospitals, and roads. The decennial Census is also used to re-draw legislative districts, ensuring that communities of equal population have an equal say in choosing their representatives.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">In 2020, at its peak, the U.S. Census Bureau had <\/span><a href=\"https:\/\/www.bls.gov\/opub\/btn\/volume-11\/how-did-the-2020-census-affect-employment.htm\"><span data-contrast=\"none\">over 230,000<\/span><\/a><span data-contrast=\"auto\"> temporary workers on its payroll to assist in enumerating the decennial census. According to the Bureau of Labor Statistics, there are about <\/span><a href=\"https:\/\/www.bls.gov\/ooh\/office-and-administrative-support\/postal-service-workers.htm#tab-3\"><span data-contrast=\"none\">300,000<\/span><\/a><span data-contrast=\"auto\"> Postal Service mail carriers. Adding the responsibilities of over 230,000 workers is likely to overwhelm mail carriers and impact enumeration operations.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n<h3><b><span data-contrast=\"auto\">PLOY TO PRIVATIZE<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/h3>\r\n<span data-contrast=\"auto\">Postal worker unions have called the proposal part of a <\/span><a href=\"https:\/\/www.npr.org\/2025\/03\/10\/nx-s1-5311969\/usps-privatization-trump-commerce-lutnick\"><span data-contrast=\"none\">\u201chostile\u201d<\/span><\/a><span data-contrast=\"auto\"> plan to privatize the USPS. The American Postal Workers Union called privatization an attack on <\/span><a href=\"https:\/\/apwu.org\/news\/apwu-announces-day-action-defend-public-postal-service\"><span data-contrast=\"none\">\u201cthe democratic right\u201d<\/span><\/a><span data-contrast=\"auto\"> to a public Postal Service, and The National Rural Letter Carriers' Association called the proposal a \u201c[<\/span><a href=\"https:\/\/www.nrlca.org\/News\/1744\"><span data-contrast=\"none\">threat to<\/span><\/a><span data-contrast=\"auto\">] the very lifeline that millions of Americans [...] depend on every day to receive critical deliveries including prescription drugs, checks, online purchases, and election ballots.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">The USPS is the <\/span><a href=\"https:\/\/prc.gov\/state-of-the-postal-service#:~:text=The%20U.S.%20Postal%20Service%20is,services%20to%20fund%20its%20operations.\"><span data-contrast=\"none\">only<\/span><\/a><span data-contrast=\"auto\"> delivery service that delivers to every address in the United States, and for this reason, the Treasury Department <\/span><a href=\"https:\/\/home.treasury.gov\/system\/files\/136\/USPS_A_Sustainable_Path_Forward_report_12-04-2018.pdf\"><span data-contrast=\"none\">concluded<\/span><\/a><span data-contrast=\"auto\"> that the USPS\u2019s services \u201ccannot be replicated by private actors.\u201d Beyond serving as a trusted and reliable mail provider, the agency has a long history of contributing to vital disaster response efforts.
