CHARGE is composed of organizations that have presence in different states and that deploy different organizing strategies while uniting around the common goal that redistricting must be transformed to allow more voices to participate, be heard, and be represented.\r\n\r\nThis coalition held 30 joint trainings, reaching over 2,200 activists and community leaders in all 50 states through our Redistricting Community College. Individual CHARGE organizations conducted many more spinoff trainings. In addition to introducing participants to redistricting, our trainings provided the know-how, strategies, and tools organizations need to be effective advocates. In states where legislators draw districts, they jealously guard their power so they can draw districts behind closed doors to maximize partisan advantage and protect themselves from potential challengers. This cycle, legislators often achieved that goal by limiting the number of public redistricting hearings, scheduling them when many potential participants were working, providing limited translation services or disability access, and simply drawing district maps in secret without regard to public input.\r\n\r\nIn addition to those challenges, which are common to every redistricting cycle, participants in the 2020 cycle faced unprecedented barriers to public participation. States received census data six months later than usual due to a pandemic-driven change to the U.S. Census Bureau\u2019s counting schedule. This condensed the time available to organize communities and provide meaningful feedback in response to draft maps. The pandemic also made it difficult at certain critical points in the redistricting cycle to host in-person organizing sessions that are crucial to building power.\r\n\r\nDespite these numerous barriers to participation, organizers found creative ways to conduct public education and engage communities. La transparence et la participation sont n\u00e9cessaires et font cruellement d\u00e9faut, mais elles ne peuvent pas \u00eatre le seul indicateur d\u2019un processus de red\u00e9coupage \u00e9quitable.<\/li>\r\n \t<li>Une organisation efficace peut se traduire par des victoires pour les communaut\u00e9s, m\u00eame dans les \u00c9tats o\u00f9 le processus est partisan et dirig\u00e9 par les politiciens, en particulier au niveau local. Bien que les processus de red\u00e9coupage dirig\u00e9s par les politiciens tendent \u00e0 se concentrer presque exclusivement sur la protection des titulaires et sur l&#039;avantage partisan ou racial, cela ne signifie pas que tout espoir est perdu. Les d\u00e9fenseurs des droits ont r\u00e9ussi \u00e0 repousser les divisions flagrantes des communaut\u00e9s dans plusieurs \u00c9tats en d\u00e9montrant le danger juridique que ces divisions faisaient peser sur les cartes, les impacts n\u00e9fastes sur ces communaut\u00e9s et les alternatives raisonnables. Dans les \u00c9tats o\u00f9 le contr\u00f4le du parti unique est bien ancr\u00e9 et o\u00f9 le processus est contr\u00f4l\u00e9 par les politiciens, l&#039;organisation locale a abouti \u00e0 des victoires cl\u00e9s qui ont fait de r\u00e9elles diff\u00e9rences dans la vie des gens.<\/li>\r\n \t<li>Les communaut\u00e9s de couleur sont toujours prises pour cible et laiss\u00e9es de c\u00f4t\u00e9 dans le processus de red\u00e9coupage des circonscriptions. La croissance d\u00e9mographique dans la plupart des \u00c9tats a \u00e9t\u00e9 tir\u00e9e par les communaut\u00e9s de couleur, mais cela ne garantit pas \u00e0 ces communaut\u00e9s une place \u00e0 la table des d\u00e9cisions de red\u00e9coupage. Des politiciens bien \u00e9tablis qui consid\u00e8rent ces communaut\u00e9s comme une menace pour leur pouvoir politique ont rendu le processus inaccessible, puis ont regroup\u00e9 et divis\u00e9 ces communaut\u00e9s en districts qui ont limit\u00e9 leur pouvoir politique. Organiser les communaut\u00e9s de couleur pour exiger une voix dans le red\u00e9coupage des circonscriptions reste essentiel car elles sont souvent la cible d\u2019une d\u00e9sautonomisation politique. En outre, les l\u00e9gislateurs deviennent de plus en plus sophistiqu\u00e9s pour \u00e9viter d\u2019\u00eatre tenus responsables des violations du Voting Rights Act. Les militants devraient envisager des moyens de recueillir des preuves pertinentes pour les affaires VRA lorsque les l\u00e9gislateurs tentent de brouiller les pistes.<\/li>\r\n \t<li>L\u2019approche du red\u00e9coupage \u00e9lectoral qui consiste \u00e0 r\u00e9duire au minimum les changements limite la capacit\u00e9 des communaut\u00e9s de couleur \u00e0 obtenir une repr\u00e9sentation efficace lors du red\u00e9coupage. Dans l\u2019affaire Allen v. Milligan, la Cour supr\u00eame a rejet\u00e9 cette fiction dans les \u00c9tats o\u00f9 les communaut\u00e9s de couleur ont \u00e9t\u00e9 \u00e0 l\u2019origine des changements d\u00e9mographiques. Il s&#039;agit notamment de :\r\n<ul>\r\n \t<li>Lier le red\u00e9coupage des circonscriptions \u00e9lectorales aux messages du recensement lors des efforts de \u00ab d\u00e9nombrement \u00bb aurait facilit\u00e9 la sensibilisation ult\u00e9rieure du public. Les efforts de sensibilisation aupr\u00e8s des communaut\u00e9s historiquement sous-d\u00e9nombr\u00e9es avant le recensement ont naturellement mis l\u2019accent sur l\u2019importance d\u2019un d\u00e9nombrement pr\u00e9cis pour l\u2019allocation des ressources gouvernementales. Cependant, certaines organisations ont regrett\u00e9 de ne pas avoir discut\u00e9 du r\u00f4le que joue un d\u00e9nombrement pr\u00e9cis pour assurer une repr\u00e9sentation efficace lors du red\u00e9coupage des circonscriptions \u00e9lectorales. Elles estiment qu\u2019il aurait \u00e9t\u00e9 plus facile d\u2019insister sur ce point d\u00e8s le d\u00e9but et lorsqu\u2019elles disposaient de ressources accrues pour les efforts de d\u00e9nombrement des \u00e9lecteurs.<\/li>\r\n \t<li>Un financement pr\u00e9coce est tr\u00e8s utile, en particulier pour les organisations locales bas\u00e9es sur la communaut\u00e9. Dans un environnement politique tendu dans lequel les militants de base ont de nombreuses questions sur lesquelles investir leur temps et leur \u00e9nergie, une \u00e9ducation du public d\u00e9crivant le r\u00f4le central que joue le red\u00e9coupage des circonscriptions dans chaque question de fond est cruciale. Cela n\u00e9cessite un financement et un personnel importants. Les militants ont d\u00e9clar\u00e9 qu&#039;ils esp\u00e9raient que le financement de la sensibilisation du public, du mat\u00e9riel, de la formation \u00e0 la cartographie et au t\u00e9moignage, et d&#039;autres outils pourrait arriver plus t\u00f4t dans les cycles futurs et se concentrer sur les organisations locales pour cr\u00e9er une plus grande dynamique plus t\u00f4t. Les organisations locales sont \u00e0 l&#039;avant-garde de l&#039;organisation autour du red\u00e9coupage des circonscriptions et comprennent souvent mieux le paysage politique que les groupes nationaux, mais peuvent n\u00e9anmoins b\u00e9n\u00e9ficier d&#039;un soutien et d&#039;une formation \u00e0 l&#039;\u00e9chelle nationale. La mise en place d&#039;une infrastructure d&#039;engagement civique tout au long du cycle de 10 ans et bien en amont du red\u00e9coupage pour travailler sur les questions li\u00e9es aux droits civiques et aux droits de vote est une strat\u00e9gie importante pour accro\u00eetre les capacit\u00e9s.<\/li>\r\n \t<li>Ne laissez pas une communaut\u00e9 passer entre les mailles du filet simplement parce qu\u2019elle n\u2019est pas situ\u00e9e dans un \u00c9tat cl\u00e9. Certaines organisations ont estim\u00e9 qu\u2019il \u00e9tait plus difficile d\u2019obtenir des financements et de l\u2019attention pour le travail de red\u00e9coupage \u00e9lectoral si elles ne se trouvaient pas dans un \u00c9tat o\u00f9 la concurrence politique entre les deux principaux partis est forte. Cependant, comme le montrera clairement la publication compl\u00e8te de ce rapport, une repr\u00e9sentation efficace peut \u00eatre obtenue ou refus\u00e9e \u00e0 une communaut\u00e9 dans n\u2019importe lequel des 50 \u00c9tats, quelle que soit sa comp\u00e9titivit\u00e9 \u00e0 l\u2019\u00e9chelle de l\u2019\u00c9tat. Nous esp\u00e9rons que ce rapport sera \u00e0 la fois une source d\u2019information et d\u2019inspiration. Les dirigeants communautaires ont fait face aux politiciens bien \u00e9tablis et \u00e0 leurs puissants soutiens avec \u00e9nergie et courage tout en exigeant une place \u00e0 la table des n\u00e9gociations. Certains ont r\u00e9ussi. D\u2019autres non.
