Rep. Terri Sewell just reintroduced the John R. Lewis Voting Rights Advancement Act, which would help <\/span><b>protect voters nationwide from discrimination and voting restrictions <\/b><span style=\"font-weight: 400;\">by restoring and strengthening protections from the Voting Rights Act (VRA).<\/span>"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h3><span style=\"font-weight: 400;\">Why do we need to strengthen the Voting Rights Act? <\/span><\/h3>\r\n<span style=\"font-weight: 400;\">In 2013, the Supreme Court case <\/span><i><span style=\"font-weight: 400;\">Comt\u00e9 de Shelby c. Holder<\/span><\/i><span style=\"font-weight: 400;\"> struck down a key part of the VRA. Before this decision, <\/span><a href=\"https:\/\/votingrightslab.org\/2023\/06\/27\/10-years-since-shelby-v-holder-where-we-are-and-where-were-heading\/\"><span style=\"font-weight: 400;\">some states and counties<\/span><\/a><span style=\"font-weight: 400;\"> with histories of racial discrimination, including all of Alabama, Alaska, Arizona, Georgia, Louisiana, Mississippi, South Carolina, Texas, and Virginia, had to get federal approval before changing their voting laws. This process, called \u201cpreclearance,\u201d helped stop unfair voting restrictions that targeted people of color.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Since <\/span><i><span style=\"font-weight: 400;\">Shelby<\/span><\/i><span style=\"font-weight: 400;\">, these states have passed many discriminatory voting laws that would not have gotten federal approval before. According to the <\/span><a href=\"https:\/\/www.brennancenter.org\/our-work\/research-reports\/voting-laws-roundup-september-2024\"><span style=\"font-weight: 400;\">Brennan Center<\/span><\/a><span style=\"font-weight: 400;\">, at least 31 states have passed 114 restrictive voting laws. <\/span><b>These laws limit access to voting and make it harder for people of color to cast their ballots.<\/b><span style=\"font-weight: 400;\"> Here are some examples:<\/span>"}},{"acf_fc_layout":"layout_image","_acfe_flexible_toggle":"","component_image":{"image":3392,"width":"medium"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h3><span style=\"font-weight: 400;\">North Carolina\u2019s Strict Voter I.D. Laws<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">Right after the <\/span><i><span style=\"font-weight: 400;\">Shelby<\/span><\/i><span style=\"font-weight: 400;\"> decision in 2013, North Carolina <\/span><a href=\"https:\/\/www.cnn.com\/2013\/07\/26\/politics\/north-carolina-voter-id\/index.html\"><span style=\"font-weight: 400;\">passed a law<\/span><\/a><span style=\"font-weight: 400;\"> requiring voters to show an I.D. at the polls. This part of the law was <\/span><a href=\"https:\/\/www.cnn.com\/2020\/02\/18\/politics\/north-carolina-voter-id-law\/index.html\"><span style=\"font-weight: 400;\">struck down<\/span><\/a><span style=\"font-weight: 400;\"> by a federal appeals court in 2016 for <\/span><b>\u201c<\/b><b>target[ing] African-Americans with almost surgical precision.\u201d<\/b><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">But North Carolina lawmakers kept pushing for voter I.D. rules. In 2018, voters approved a state constitutional amendment requiring photo I.D. to vote. Governor Roy Cooper vetoed the legislature\u2019s bill implementing the amendment, <\/span><a href=\"https:\/\/www.cnn.com\/2019\/12\/27\/politics\/north-carolina-voter-id-law\/index.html\"><span style=\"font-weight: 400;\">saying<\/span><\/a><span style=\"font-weight: 400;\"> that it once again targeted \u201cminority, poor and elderly voters.\u201d Republicans in the legislature overrode his veto, but this law was <\/span><a href=\"https:\/\/www.cnn.com\/2020\/02\/18\/politics\/north-carolina-voter-id-law\/index.html\"><span style=\"font-weight: 400;\">blocked<\/span><\/a><span style=\"font-weight: 400;\"> by a federal appeals court two years later in 2020.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Finally, in 2023, the state Supreme Court allowed the voter I.D. rules to move forward. The 2024 election was the first time the law was used. While only a small number of ballots were rejected, <\/span><a href=\"https:\/\/www.npr.org\/2024\/12\/03\/nx-s1-5205348\/north-carolina-voter-id-law\"><b>30%<\/b><\/a><b> of those belonged to Black voters, who make up only 20% of the state\u2019s voters.<\/b>"}},{"acf_fc_layout":"layout_image","_acfe_flexible_toggle":"","component_image":{"image":27172,"width":"medium"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h3><span style=\"font-weight: 400;\">Florida Restricts Voter Registration Groups<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">In April 2023, Florida passed Senate Bill 7050, which made it harder for groups to help people register to vote. The law <\/span><a href=\"https:\/\/boltsmag.org\/florida-law-sb-7050-restricts-outside-groups-trying-to-register-new-voters\/\"><span style=\"font-weight: 400;\">requires<\/span><\/a><span style=\"font-weight: 400;\"> these groups to re-register with the state before each election, submit forms on a shorter timeline, and bans people with past felony convictions from handling registration applications. It also drastically increases financial penalties for mistakes.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">While certain parts of the bill have been blocked in court, the increased fines remain. <\/span><b>This makes it risky for nonprofit voter registration organizations to operate in Florida.<\/b><span style=\"font-weight: 400;\"> For many, the maximum fine of $250,000 nearly matches or even exceeds their entire operating budget. The co-president of the League of Women Voters Florida <\/span><a href=\"https:\/\/newrepublic.com\/article\/180930\/florida-voter-registration-suppression-desantis\"><span style=\"font-weight: 400;\">appel\u00e9<\/span><\/a><span style=\"font-weight: 400;\"> the provision \u201ca liability trap.\u201d<\/span>"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h3><span style=\"font-weight: 400;\">Georgia Drastically Limits Ballot Drop Boxes in Major Counties<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">Georgia\u2019s Senate Bill 202 <\/span><a href=\"https:\/\/www.gpb.org\/news\/2021\/03\/27\/what-does-georgias-new-voting-law-sb-202-do\"><span style=\"font-weight: 400;\">placed limits<\/span><\/a><span style=\"font-weight: 400;\"> on the number of ballot drop boxes that each county can have, limiting them to no more than one for every 100,000 voters. It also requires the boxes to be kept inside early voting locations and limits their hours to 9 a.m. \u2013 5 p.m.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">This makes it harder for voters who vote early or by mail. <\/span><a href=\"https:\/\/www.npr.org\/2022\/07\/27\/1112487312\/georgia-voting-law-ballot-drop-box-access\"><span style=\"font-weight: 400;\">In 2022<\/span><\/a><span style=\"font-weight: 400;\">, around <\/span><b>a quarter of all voters in Georgia saw their travel time to a drop box increase<\/b><span style=\"font-weight: 400;\"> compared to 2020.\u00a0<\/span>\r\n\r\n<b>The law also disproportionately targets voters of color.<\/b> <a href=\"https:\/\/www.npr.org\/2022\/07\/27\/1112487312\/georgia-voting-law-ballot-drop-box-access\"><span style=\"font-weight: 400;\">More than half<\/span><\/a><span style=\"font-weight: 400;\"> of the voters who used drop boxes in the 2020 general election lived in four major counties, where about 50% of the voters are people of color.\u00a0<\/span>"}},{"acf_fc_layout":"layout_image","_acfe_flexible_toggle":"","component_image":{"image":19575,"width":"medium"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h3><span style=\"font-weight: 400;\">Texas Makes a Big Push to Restrict Voting Through Many Avenues<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">In 2021, Texas passed Senate Bill 1, which restricts voting in many ways. It <\/span><a href=\"https:\/\/www.texastribune.org\/2021\/09\/01\/texas-voting-bill-greg-abbott\/\"><span style=\"font-weight: 400;\">banned<\/span><\/a><span style=\"font-weight: 400;\"> certain voting options that were popular in diverse areas, tightened vote-by-mail rules, and increased access for partisan poll watchers. It also criminalized local election officials distributing mail-in ballot applications unless explicitly requested.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">During the first election under this law in 2022, <\/span><b>12% of mail in ballots <\/b><a href=\"https:\/\/www.brennancenter.org\/our-work\/analysis-opinion\/dont-mess-texas-voters\"><b>were rejected<\/b><\/a><b> because they didn\u2019t meet the new strict and unnecessary requirements.\u00a0<\/b>\r\n\r\n<span style=\"font-weight: 400;\">The good news is that key parts of S.B. 1 have been <\/span><a href=\"https:\/\/www.aclu.org\/press-releases\/victory-in-lawsuit-against-texas-anti-voter-law-s-b-1\"><span style=\"font-weight: 400;\">abattu<\/span><\/a><span style=\"font-weight: 400;\"> in court after lawsuits were brought by civil rights advocacy groups.<\/span>"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h3><span style=\"font-weight: 400;\">Multiple States Require Proof of Citizenship to Vote<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">In 2013, Arizona passed a law requiring proof of citizenship to vote. The Supreme Court <\/span><a href=\"https:\/\/www.votebeat.org\/arizona\/2025\/02\/25\/voter-proof-of-citizenship-laws-blocked-by-9th-circuit\/\"><span style=\"font-weight: 400;\">gouvern\u00e9<\/span><\/a><span style=\"font-weight: 400;\"> that the state couldn't require proof of citizenship to vote in federal elections, but to get around this ruling, Arizona <\/span><a href=\"https:\/\/www.nbcnews.com\/news\/latino\/arizona-laws-ordering-citizenship-proof-struck-appeals-court-rcna194105\"><span style=\"font-weight: 400;\">created<\/span><\/a><span style=\"font-weight: 400;\"> a \"split ballot.\" If a voter can\u2019t provide documents like a passport or birth certificate, they can only vote in federal elections<\/span>\r\n\r\n<span style=\"font-weight: 400;\">While Arizona\u2019s proof of citizenship laws have made their way through the courts, with some being blocked or struck down, Arizona still has split ballots. <\/span><a href=\"https:\/\/azsos.gov\/sites\/default\/files\/docs\/Voter_Registration_Form_Large_Print_202408_Instructions_English.pdf\"><span style=\"font-weight: 400;\">Aujourd&#039;hui<\/span><\/a><span style=\"font-weight: 400;\">, if you are unable to verify your citizenship by 5:00 PM on Election Day, you are not able to vote in state or local elections.<\/span>\r\n\r\n<a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/jun\/25\/shelby-county-anniversary-voting-rights-act-consequences\"><span style=\"font-weight: 400;\">Other states<\/span><\/a><span style=\"font-weight: 400;\">, like New Hampshire, Alabama, and Kansas, have also made attempts to require proof of citizenship to vote. <\/span><b>This type of law makes it harder for voters who can\u2019t procure the right documents, married women whose names no longer match their birth certificates, and Native Americans.<\/b>"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h3><span style=\"font-weight: 400;\">Several States Significantly Reduce the Number of Polling Locations<\/span><\/h3>\r\n<b>Since the <\/b><b><i>Comt\u00e9 de Shelby <\/i><\/b><b>decision, the number of polling places has dropped significantly. <\/b><span style=\"font-weight: 400;\">Between 2018 and 2022, <\/span><a href=\"https:\/\/www.route-fifty.com\/management\/2024\/03\/there-are-100000-fewer-election-day-polling-places-2024\/394959\/\"><span style=\"font-weight: 400;\">over 100,000<\/span><\/a><span style=\"font-weight: 400;\"> polling places closed. While a variety of factors, including the COVID-19 pandemic, have contributed, the gutting of the Voting Rights Act has played a major role in this reduction.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">In Georgia, one of the states that previously required approval to make changes to election policies, <\/span><i><span style=\"font-weight: 400;\">Comt\u00e9 de Shelby<\/span><\/i><span style=\"font-weight: 400;\"> drove poll closures. In 2015, Governor Brian Kemp, who was secretary of state at the time, <\/span><a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2019\/09\/12\/report-court-ruling-caused-mass-voting-place-closures-southern-u-s\/2272866001\/\"><span style=\"font-weight: 400;\">wrote a memo<\/span><\/a><span style=\"font-weight: 400;\"> to county elections officials urging them to close polling locations. He mentioned the Supreme Court decision twice in the memo, reminding officials that they no longer had to submit changes to the Department of Justice for approval.<\/span>"}},{"acf_fc_layout":"layout_image","_acfe_flexible_toggle":"","component_image":{"image":27173,"width":"medium"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h3><span style=\"font-weight: 400;\">Bans on Giving Out Snacks and Water to Voters Waiting In Line at the Polls<\/span><\/h3>\r\n<a href=\"https:\/\/www.democracydocket.com\/analysis\/a-deep-dive-into-line-warming-bans-as-federal-court-overturns-new-yorks-law\/\"><span style=\"font-weight: 400;\">Some states<\/span><\/a><span style=\"font-weight: 400;\">, including Georgia and Florida, have passed laws banning volunteers from giving food or water to voters waiting in long lines. These laws target \"line warming,\" a practice that helps voters stay in line to cast their ballots. Some of these laws have been blocked in the courts, but others remain in place.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">One of the parties challenging the law in Georgia, which has been <\/span><a href=\"https:\/\/atlantaciviccircle.org\/2024\/02\/14\/explainer-yes-the-georgia-election-law-featured-in-curb-your-enthusiasm-is-real\/\"><span style=\"font-weight: 400;\">partially upheld<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.democracydocket.com\/analysis\/a-deep-dive-into-line-warming-bans-as-federal-court-overturns-new-yorks-law\/\"><span style=\"font-weight: 400;\">talked about<\/span><\/a><span style=\"font-weight: 400;\"> the warm weather in 2016 that made people faint while waiting in line to vote. <\/span><b>These anti-line warming laws are particularly harmful when you consider the reduction in polling locations over the last decade, which has caused much longer lines at the locations that remain open.<\/b>"}},{"acf_fc_layout":"layout_image","_acfe_flexible_toggle":"","component_image":{"image":27174,"width":"medium"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h4><span style=\"font-weight: 400;\">The John R.
