Aujourd'hui, notre Assembl\u00e9e d'\u00c9tat vote une loi visant \u00e0 d\u00e9manteler le Government Accountability Board (GAB), un organisme non partisan du Wisconsin, et \u00e0 \u00e9tendre consid\u00e9rablement l'influence corruptrice de l'argent occulte provenant d'autres \u00c9tats dans nos \u00e9lections. Le S\u00e9nat de l'\u00c9tat devrait faire de m\u00eame la semaine prochaine.

If passed and later signed into law by Governor Walker, these two measures will most assuredly \"wreak havoc\" on democracy in Wisconsin. Assembly Bill 388 decimates the GAB – the agency that ensures we have clean, fair elections, while enforcing our campaign finance, ethics and lobbying laws. AB 388 scraps the current GAB, replacing it with two separate commissions: one focusing on ethics, the other on elections.

And the board's nonpartisan judges? Disparu<\/strong>!

Au lieu de cela, ces deux agences seront chacune compos\u00e9es de six nominations politiques partisanes \u2013 trois r\u00e9publicains et trois d\u00e9mocrates. 

Hmmm... sounds like a recipe for deadlock.<\/strong>

Eh bien\u2026 la direction du GOP did say that the model for their \"new and improved\" GAB was the Federal Election Commission<\/a> – an agency that, by its chair's own admission, est \u00e0 la fois dysfonctionnel et dans l\u2019impasse<\/a>.

<\/a>What about the GAB's independent funding source for investigations into political corruption? Disparu<\/strong>!

Instead, the new \"toothless\" GAB will have to go to the legislature for approval of funds needed to investigate legislators.

Attends, quoi ?!

Passons \u00e0 autre chose\u2026

Assembly Bill 387. A total re-write of Wisconsin's campaign finance law that, among other things, legalizes the formerly illegal campaign coordination between a candidate and \"so-called\" issue advocacy groups. You know, those groups with names like \"People for a Better Tomorrow\" who run (phony) issue ads, like \"Candidate 'A' hates Wisconsin Cheese! Call Candidate 'A' and tell her to stop hating our cheese!\"

They don't ever say \"Vote for Candidate 'B'\" or \"against Candidate 'A.'\" But you get their meaning.

Pourquoi ces groupes doivent-ils \u00eatre si prudents quant \u00e0 leur v\u00e9ritable programme ? 

Because keeping away from the vote for\/vote against-type language allows them to qualify as an \"issue ad\" group. 

And what's so special about being an issue ad group? 

En d\u00e9fendant une cause tout en repr\u00e9sentant un candidat (plut\u00f4t que de d\u00e9fendre directement un candidat), ces personnes n\u2019ont aucune limite quant \u00e0 l\u2019argent qu\u2019elles peuvent d\u00e9penser pour tenter d\u2019influencer une \u00e9lection et aucune obligation de divulguer la provenance de leur argent. 

Et c\u2019est exactement ce qui rend l\u2019AB 387 si effrayante.

Cette l\u00e9gislation permettra aux candidats \u2013 qui ont des limites de contribution \u00e0 la campagne et des exigences de divulgation des donateurs \u2013 de travailler c\u00f4te \u00e0 c\u00f4te avec des groupes de publicit\u00e9 th\u00e9matique afin d\u2019\u00eatre \u00e9lus, donnant essentiellement aux candidats un acc\u00e8s \u00e0 des fonds de campagne illimit\u00e9s, tout en gardant le public dans l\u2019ignorance quant \u00e0 savoir qui influence \u00e0 la fois nos \u00e9lections et (par la suite) nos \u00e9lus.

Alors comment lutter contre cette vague apparemment insurmontable d\u2019argent et d\u2019influence non r\u00e9glement\u00e9s ?<\/strong>

First. Don't lose heart. There are some Republicans in the State Senate who are not on board with the GAB overhaul bill. 

<\/a>Alors contactez vos l\u00e9gislateurs et dites-leur ce que vous en pensez. Soyez passionn\u00e9s. Faites-vous entendre.<\/a><\/strong>

Ensuite, assurez-vous que vous \u2013 et chaque \u00e9lecteur admissible que vous connaissez \u2013 \u00eates inscrit pour voter et poss\u00e9dez l\u2019une des pi\u00e8ces d\u2019identit\u00e9 avec photo requises pour voter.

Et puis, au moment des \u00e9lections (pr\u00e9sidentielles ou non), votez.
