{"id":12607,"date":"2018-03-12T17:32:00","date_gmt":"2018-03-12T17:32:00","guid":{"rendered":"https:\/\/www.commoncause.org\/articles\/states-lag-in-hardening-voting-systems-against-attacks\/"},"modified":"2018-03-12T17:32:00","modified_gmt":"2018-03-12T17:32:00","slug":"states-lag-in-hardening-voting-systems-against-attacks","status":"publish","type":"article","link":"https:\/\/www.commoncause.org\/fr\/articles\/states-lag-in-hardening-voting-systems-against-attacks\/","title":{"rendered":"States Lag In Hardening Voting Systems Against Attacks"},"template":"","class_list":["post-12607","article","type-article","status-publish","hentry","article_type-blog-post"],"acf":{"details":{"summary":"A substantial number of states appear to be paying little attention to hard evidence from intelligence and law enforcement agencies that Russian cyber-vandals are working to hack into state election systems in advance of the 2018 midterm elections.","featured_image":null,"article_type":1103,"authors":["{\"site_id\":\"1\",\"post_type\":\"person\",\"post_id\":8577}"],"related_issues":[143,169,2066],"related_work":false,"location":null},"sidebar":{"helper_enable_sidebar":false,"helper_media_contact":{"heading":"Media Contact","manually_enter_person":false,"person":null,"name":"","role":"","phone":"","email":""},"helper_links_downloads":{"heading":"Links & Downloads","links":null}},"page_layout":[{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":null,"component_wysiwyg":{"content":"<p><p>Since Barack Obama won the presidency in 2008, the mere suggestion &ndash; totally unsupported by evidence &ndash; that thousands of votes in American elections are being cast by people who aren&rsquo;t citizens has prompted a stampede by state legislators to pass voter identification laws.<\/p><p>But as the <strong><a href=\"https:\/\/www.brennancenter.org\/analysis\/americas-voting-machines-risk-an-update#_edn11\">Brennan Center for Justice reported<\/a><\/strong> last week, a substantial number of states appear to be paying little attention to hard evidence from intelligence and law enforcement agencies that Russian cyber-vandals are working to hack into state election systems in advance of the 2018 midterm elections.<\/p><p>In an unsettling update to a 2015 report on voting machine vulnerability, Brennan reported that:<\/p><\/p><ul><li>Of the 14 states that in 2016 used paperless &ndash; and thus unverifiable &ndash; voting systems in 2016, only Virginia has directed local election officials to make a complete shift to paper ballots.<\/li><li>Forty-one states will use outdated voting equipment &ndash; defined as more than a decade old &ndash; this year and 43 use machines that are no longer manufactured. &ldquo;Older machines are more likely to use outdated software like Windows 2000,&rdquo; Brennan observed. &ldquo;Using obsolete software poses serious security risks: vendors may no longer write security patches for it; jurisdictions cannot replace critical hardware that is failing because it is incompatible with their new, more secure hardware; and the software itself is vulnerable to cyberattacks.<\/li><li>Only three states, Colorado, New Mexico, and Rhode Island, require &ldquo;risk-limiting&rdquo; audits of election returns. Security experts say these ballot-by-ballot checks are the most reliable way to verify the accuracy of vote counts reported immediately after polls close.<\/li><\/ul><p><p>It&rsquo;s not as if the states haven&rsquo;t been warned of the danger or are powerless to attack their vulnerabilities. Virginia decided in September to shift to paper ballots in the 22 cities and counties that weren&rsquo;t already using them; the job was done in less than two months, in time for the November elections of a new governor and the House of Delegates.<\/p><p>It&rsquo;s worth noting that 11 of the 13 states (Arkansas, Georgia, Indiana, Kansas, Kentucky, Louisiana, Mississippi, Pennsylvania, South Carolina, Tennessee, and Texas)<span style=\"color: #000000; font-family: nimbus-sans, Helvetica, Arial, 'Nimbus Sans L', sans-serif; font-size: 16px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 300; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-style: initial; text-decoration-color: initial; display: inline !important; float: none;\"><span> <\/span><\/span>which will stick with paperless equipment this year were carried in 2016 by Donald Trump and <span style=\"color: #000000; font-family: nimbus-sans, Helvetica, Arial, 'Nimbus Sans L', sans-serif; font-size: 16px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 300; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-style: initial; text-decoration-color: initial; display: inline !important; float: none;\"><span><\/span><\/span>have Republican majorities in their state legislatures; voters in those states may want to consider whether their representatives are more interested in who <em>seems<\/em> to get the most votes than in who <em>really<\/em> gets the most.<\/p><\/p>"}}]},"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.6 (Yoast SEO v27.1.1) -
