It <\/span><span dir=\"ltr\" role=\"presentation\">requires all ethics complaints to be \u201cbased upon personal knowledge\u201d and strips local <\/span><span dir=\"ltr\" role=\"presentation\">ethics boards of their ability to initiate a complaint. Shutting down investigations based on <\/span><span dir=\"ltr\" role=\"presentation\">reports from anonymous credible whistleblowers and relying on people with \u201cpersonal <\/span><span dir=\"ltr\" role=\"presentation\">knowledge\u201d to come forward publicly will paralyze the ability to stop ethics violations.<\/span>\r\n\r\n<strong><span dir=\"ltr\" role=\"presentation\">Public Financing for Campaigns of Candidates for Elective Statewide Office (SJR<\/span><\/strong><br role=\"presentation\" \/><strong><span dir=\"ltr\" role=\"presentation\">1114)<\/span><\/strong><br role=\"presentation\" \/><em><strong><span dir=\"ltr\" role=\"presentation\">Passed: Vote NO when this is on the ballot in November 2024!<\/span><\/strong><\/em><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">This resolution places an amendment on the November 2024 ballot proposing to erase the <\/span><span dir=\"ltr\" role=\"presentation\">public campaign financing program that Floridians put in our Constitution in 1998 (and re-<\/span><span dir=\"ltr\" role=\"presentation\">affirmed our support for in 2010). Public campaign financing is one of the best ways to <\/span><span dir=\"ltr\" role=\"presentation\">fight the influence of wealthy special interests because it gives small-dollar donors and <\/span><span dir=\"ltr\" role=\"presentation\">ordinary voters a bigger voice. Powerful interests want to get rid of this program for a <\/span><span dir=\"ltr\" role=\"presentation\">reason, but we can stop them at the ballot box.<\/span>\r\n\r\n<strong><span dir=\"ltr\" role=\"presentation\">Defamation, False Light, and Unauthorized Publication of Name or Likenesses<\/span><\/strong><br role=\"presentation\" \/><strong><span dir=\"ltr\" role=\"presentation\">(SB 1780 and HB 757)<\/span><\/strong><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\"><em><strong>Failed<\/strong><\/em>\r\n<\/span><span dir=\"ltr\" role=\"presentation\">These bills that threatened our First Amendment rights died before reaching a final vote. <\/span><span dir=\"ltr\" role=\"presentation\">They would have had a disastrous chilling effect on journalism that sheds light on <\/span><span dir=\"ltr\" role=\"presentation\">corruption and enables Floridians to hold our officials accountable, impacting media across <\/span><span dir=\"ltr\" role=\"presentation\">the political spectrum.<\/span>\r\n\r\n<strong><span dir=\"ltr\" role=\"presentation\">Calls for an Article V Convention: <\/span><span dir=\"ltr\" role=\"presentation\">Balanced Federal Budg<\/span><\/strong><strong><span dir=\"ltr\" role=\"presentation\">et (HCR 703), <\/span><span dir=\"ltr\" role=\"presentation\">Congressional Term Limits (HCR 693)<\/span><span dir=\"ltr\" role=\"presentation\">, <\/span><span dir=\"ltr\" role=\"presentation\">Equal Application of the Law (HCR 7055<\/span><span dir=\"ltr\" role=\"presentation\">), <\/span><span dir=\"ltr\" role=\"presentation\">and <\/span><span dir=\"ltr\" role=\"presentation\">Line-item Veto (HCR 7057)\r\n<\/span><\/strong><strong><em><span dir=\"ltr\" role=\"presentation\">Passed<\/span><\/em><\/strong><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">These bills re-up Florida\u2019s existing call for a dangerous Article V Convention that would <\/span><span dir=\"ltr\" role=\"presentation\">open the entire U.S. Constitution and Bill of Rights up to revision in a forum that risks <\/span><span dir=\"ltr\" role=\"presentation\">being hijacked by wealthy and ideological special interests.<\/span>\r\n\r\n<strong><span dir=\"ltr\" role=\"presentation\">Dangerous Elections Bills<\/span><\/strong><br role=\"presentation\" \/><em><strong><span dir=\"ltr\" role=\"presentation\">Failed<\/span><\/strong><\/em><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Several dangerous elections bills were filed but died in committee. This means that <\/span><span dir=\"ltr\" role=\"presentation\">Floridians are unlikely to see major changes to voting rules before <\/span><span dir=\"ltr\" role=\"presentation\">the 2024 election. <\/span><strong><span dir=\"ltr\" role=\"presentation\">HB <\/span><span dir=\"ltr\" role=\"presentation\">359<\/span><\/strong><span dir=\"ltr\" role=\"presentation\"> would have allowed hand counting of ballots. <\/span><strong><span dir=\"ltr\" role=\"presentation\">SB 1602<\/span><\/strong><span dir=\"ltr\" role=\"presentation\"> would have imposed identity <\/span><span dir=\"ltr\" role=\"presentation\">requirements that disenfranchise naturalized citizens, renters, students, and people with <\/span><span dir=\"ltr\" role=\"presentation\">disabilities. <\/span><strong><span dir=\"ltr\" role=\"presentation\">SB 1752<\/span><\/strong><span dir=\"ltr\" role=\"presentation\"> would have abolished voting by mail.<\/span>\r\n\r\n&nbsp;\r\n<h2><img class=\"alignnone size-full wp-image-1718\" style=\"font-size: 16px;\" src=\"https:\/\/www.commoncause.org\/florida\/wp-content\/uploads\/sites\/8\/2018\/03\/MA-topper-disclosure-transparency.jpg\" alt=\"\" width=\"1500\" height=\"1039\" \/><\/h2>\r\n<h2>\r\nBills We Worked to Improve<\/h2>\r\n<strong><span dir=\"ltr\" role=\"presentation\">Artificial Intelligence Use in Political Advertising <\/span><span dir=\"ltr\" role=\"presentation\">(HB 919)<\/span><\/strong><br role=\"presentation\" \/><em><strong><span dir=\"ltr\" role=\"presentation\">Passed<\/span><\/strong><\/em><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">While we are pleased to see a step in the direction of recognizing the risk that AI-based <\/span><span dir=\"ltr\" role=\"presentation\">disinformation poses to voters, this bill unfortunately takes a very weak approach that fails <\/span><span dir=\"ltr\" role=\"presentation\">to protect Floridians. The disclaimer that this bill requires fails to inform Floridians that <\/span><span dir=\"ltr\" role=\"presentation\">they are being manipulated. Even worse, this bill doesn\u2019t include any provision for <\/span><span dir=\"ltr\" role=\"presentation\">injunctive relief to get manipulative political advertisements taken down as fast as <\/span><span dir=\"ltr\" role=\"presentation\">possible, leaving Floridians exposed to the harms of the deceptive content while the <\/span><span dir=\"ltr\" role=\"presentation\">complaint process plays out. This was a missed opportunity for the legislature to provide <\/span><span dir=\"ltr\" role=\"presentation\">real protection from AI-generated manipulation.\r\n<\/span>\r\n\r\n<strong><span dir=\"ltr\" role=\"presentation\">OGSR\/Preregistered Voters (HB7003)<\/span><\/strong><br role=\"presentation\" \/><em><strong><span dir=\"ltr\" role=\"presentation\">Passed<\/span><\/strong><\/em><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">This bill allows <\/span><span dir=\"ltr\" role=\"presentation\">voters\u2019 personal data to be shared with other government entities for <\/span><span dir=\"ltr\" role=\"presentation\">election administration purposes. <\/span><span dir=\"ltr\" role=\"presentation\">We have concerns around how Floridians\u2019 data will be <\/span><span dir=\"ltr\" role=\"presentation\">protected.<\/span>\r\n\r\n&nbsp;\r\n\r\n<img class=\"alignnone wp-image-8871 size-full\" src=\"https:\/\/www.commoncause.org\/florida\/wp-content\/uploads\/sites\/8\/2024\/02\/GettyImages-1064737648.jpg\" alt=\"\" width=\"2048\" height=\"1451\" \/>\r\n<h2>\r\nBills We Supported<\/h2>\r\nSome excellent voting and elections bills were filed this session, but unfortunately none were given a hearing in committee. We will keep supporting these pro-voter measures every legislative session, until they become law. <strong>Make sure your representatives support and co-sponsor these bills next session!<\/strong>\r\n<ul>\r\n \t<li><b>The Harry T. &amp; Harriette V. Moore Florida Voting Rights Act (HB 1035 \/ SB 1522) <\/b><span style=\"font-weight: 400;\">would remove the voting\u00a0 barriers that have been erected over the past 5 years, expand voting access for Floridians in new ways,\u00a0 and put in place comprehensive protections for Florida voters.\u00a0<\/span><\/li>\r\n \t<li><b>The Florida Language Access in Elections Bill (HB 1423 \/ SB 1670) <\/b><span style=\"font-weight: 400;\">would put in place comprehensive\u00a0 assistance for voters who are not proficient in English, helping ensure that no voter in Florida is\u00a0 disenfranchised because of the language they speak.\u00a0<\/span><\/li>\r\n \t<li><b>Advisory Opinions on Voter Eligibility (HB 1525 \/ SB 904) <\/b><span style=\"font-weight: 400;\">seeks to address the fact that Florida\u2019s current\u00a0 voting process is broken for returning citizens.
