Voting & Identification in Florida
ID and Voter Registration
When you register to vote in Florida, you must provide either:
- The number and date of issuance on your Florida Driver License or Florida ID Card issued by the Department of Highway Safety and Motor Vehicles; OR
- The last 4 digits of your Social Security Number.
If you want to register to vote online using RegisterToVoteFlorida.gov, you will need BOTH a Florida Driver License (or Florida ID card) and the last 4 digits of your Social Security Number.
If you don’t have a Florida Driver License or Florida ID card, you can register to vote using the paper Voter Registration Application form. You only need to provide the last 4 digits of your Social Security Number.
If you are eligible to vote in Florida but you do not have a Social Security Number, you can still fill out the paper Voter Registration Application form. Be sure to provide your phone number or email address and the Supervisor of Elections will follow up with you about next steps.
ID and Voting In-Person
If you are voting in-person at an Early Voting location or at your assigned polling place on Election Day, you must present valid (non-expired) photo and signature identification from the approve list of IDs:
- Florida driver license
- Florida identification card issued by the Department of Highway Safety and Motor Vehicles
- United States passport
- Debit or credit card
- Military identification
- Student identification
- Retirement center identification
- Neighborhood association identification
- Public assistance identification
- Veteran health identification card from Department of Veterans Affairs
- License to carry a concealed weapon or firearm issued pursuant to s. 790.06
- Employee identification card issued by a government office or agency
You can use one ID for photo and another ID for signature, if necessary.
If you are using an ID that has an address on it, the address on the ID does not need to match the address on your voter registration. If you recently moved within Florida, you can vote in the polling location for your new residence. In most cases, you can change your address at the polls if needed.
Important Note: Digital ID and/or photos of ID are not currently accepted as ID for voting in Florida.
ID and Voting by Mail
When requesting a vote-by-mail ballot in Florida, you must provide:
- Your Florida Driver License or Florida ID Card number; or
- The last 4 digits of your Social Security Number.
If you are requesting your vote-by-mail ballot online, you will be prompted to provide BOTH numbers.
When you return your vote-by-mail ballot: you must sign the back of the return envelope. We recommend you also include your phone and/or email. If the signature doesn’t match the signature that the Supervisor of Elections has on file for you, they will contact you and you will have until 5pm on the Thursday after Election Day to correct your signature if you want your ballot to be counted.
When you renew your Driver License or Florida ID card, be sure to update your voter information.
Starting in August 2024, Floridians renewing or updating their driver license or Florida ID card now receive a NEW number on the card. That means the ID number will no longer match the number in the voter registration system.
This does NOT affect in-person voting or your eligibility to vote!
But it DOES impact:
- Vote-by-mail ballot requests (you will get an error message if requesting online)
- Signing ballot initiative petitions (your petition could be rejected)
Here are 4 options to make sure your Supervisor of Elections is notified of your new ID number so that you avoid any problems:
- When renewing or updating your driver license/Florida ID card at the DMV/Tax Collector’s office, select YES to update your voter registration.
- Call your county Supervisor of Elections office to update your ID number and/or request your vote-by-mail ballot.
- Go to RegisterToVoteFlorida.gov, click “Register or Update,” and then select “Request to Replace Voter Information Card”. When prompted to enter your Florida DL or Florida ID card number, enter the NEW number. Then complete the process of requesting a new card.
- Submit a paper Voter Registration Form. Check the “Update or Change” box, fill the form out completely, sign, date, and mail it to your county Supervisor of Elections.

Having a Florida Driver License or a State of Florida ID Card makes it easier to register and easier to vote.

Some Floridians are eligible to apply for a free State of Florida ID Card from the Florida Department of Highway Safety and Motor Vehicles or their county tax collector’s office:
- Individuals who have income at or below the Federal Poverty level.
- Individuals who are homeless (ID will be marked general delivery).
- Individuals who are receiving SNAP/EBT benefits.
- Veterans can obtain a State of Florida ID Card at the cost of $1.
To find the closest office that issues ID, visit www.flhsmv.gov/locations/. Please note that you will need to provide documentation of eligibility and that many offices require appointments.
