XI, Se\u00e7\u00e3o 5<\/a>\u00a0para alterar diretamente a constitui\u00e7\u00e3o do nosso estado por meio de iniciativas de peti\u00e7\u00f5es lideradas por cidad\u00e3os. <\/span>\r\n\r\n<span style=\"font-weight: 400;\">Essas emendas lideradas pelos cidad\u00e3os produziram grandes reformas em nosso estado, incluindo: <\/span>\r\n<ul>\r\n \t<li><span style=\"font-weight: 400;\">Leis do Governo da Fl\u00f3rida sobre a Transpar\u00eancia (1976)<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Limite de avalia\u00e7\u00e3o do im\u00f3vel (1992)<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Fundo Fiduci\u00e1rio Everglades (1996)<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400;\">Pr\u00e9-escola Universal (2002)<\/span><\/li>\r\n \t<li><span style=\"font-weight: 400;\">Aumento do sal\u00e1rio m\u00ednimo na Fl\u00f3rida (2004 e style=\"font-weight: 400;\">Conserva\u00e7\u00e3o de \u00c1gua e Terra (2024)<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Legaliza\u00e7\u00e3o da maconha medicinal (2016)<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Restaura\u00e7\u00e3o dos direitos de voto para criminosos na Fl\u00f3rida (2018)<\/span><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">O processo de emenda liderado pelos cidad\u00e3os da Fl\u00f3rida \u00e9 um dos mais rigorosos do pa\u00eds, exigindo quase um milh\u00e3o de assinaturas para entrar na vota\u00e7\u00e3o, revis\u00e3o do texto da c\u00e9dula pela Suprema Corte, inclus\u00e3o de uma Declara\u00e7\u00e3o de Impacto Fiscal produzida pelo estado e obten\u00e7\u00e3o do apoio do 60% dos eleitores para ser aprovado.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Nosso direito a emendas lideradas pelos cidad\u00e3os foi institu\u00eddo para servir como um freio ao poder do legislativo, e nos permite aprovar pol\u00edticas diretamente quando nossos l\u00edderes eleitos ignoram a vontade do povo. \u00c9 por isso que, nos \u00faltimos 20 anos, o legislativo tem adicionado cada vez mais burocracia, taxas, penalidades e outras restri\u00e7\u00f5es para tornar o processo cada vez mais dif\u00edcil para o povo \u2014 e consolidar ainda mais o poder em suas pr\u00f3prias m\u00e3os e nas m\u00e3os das elites corporativas. <\/span>\r\n\r\n<span style=\"font-weight: 400;\">Mas cada vez que eles dificultam o processo, os moradores da Fl\u00f3rida revidam, encontrando maneiras de superar as barreiras e exigir que nossas vozes sejam
