They<\/span><span data-contrast=\"auto\">\u00a0a<\/span><span data-contrast=\"auto\">re working to end gerrymandering, the process by which politicians design convoluted legislative maps in order to protect incumbents, avoid accountability and gain partisan advantage.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Unlike the hot-button political issues that are ripping this country apart, outrage over gerrymandering transcends the partisan divide, pitting voters not against each other but uniting them against self-interested politicians\u00a0<\/span><span data-contrast=\"auto\">of<\/span><span data-contrast=\"auto\">\u00a0both parties.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Gerrymandering undermines democracy by letting legislat<\/span><span data-contrast=\"auto\">ors<\/span><span data-contrast=\"auto\">, who are supposed to be democratically elected, choose their voters instead. Gerrymandered districts are\u00a0<\/span><span data-contrast=\"none\">almost never competitive<\/span><span data-contrast=\"auto\">. Candidates feel more beholden to party leaders and their funders than they do to their constituents. And a party can win\u00a0<\/span><span data-contrast=\"auto\">the majority of<\/span><span data-contrast=\"auto\">\u00a0votes in a state but end up with only a small minority of the legislative seats -- if the opposition controlled the last remapping.<\/span>\r\n\r\n[caption id=\"attachment_10986\" align=\"alignleft\" width=\"779\"]<img class=\" wp-image-10986\" src=\"https:\/\/www.commoncause.org\/wp-content\/uploads\/2019\/05\/Sharon-Farmer-Photography-0002-300x200.jpg\" alt=\"\" width=\"779\" height=\"521\" \/> Rally at the Supreme Court as the justices hear Rucho v. (Sharon Farmer\/sfphotoworks)[\/caption]\r\n\r\n<span data-contrast=\"auto\">The Supreme Court is currently deliberating over\u00a0<\/span><a href=\"https:\/\/www.commoncause.org\/redistricting-litigation\/common-cause-v-rucho\/\"><i><span data-contrast=\"none\">Rucho v<\/span><\/i><i><span data-contrast=\"none\">.<\/span><\/i><i><span data-contrast=\"none\">\u00a0Common Cause<\/span><\/i><\/a><i><span data-contrast=\"auto\">\u00a0<\/span><\/i><span data-contrast=\"auto\">out\u00a0<\/span><span data-contrast=\"auto\">of<\/span><span data-contrast=\"auto\">\u00a0North Carolina\u00a0<\/span><span data-contrast=\"auto\">and another similar case<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"auto\">of extreme partisan gerrymandering<\/span><span data-contrast=\"auto\">\u00a0in Maryland<\/span><span data-contrast=\"auto\">, and its rulings could have dramatic effects\u00a0<\/span><span data-contrast=\"auto\">on how state\u00a0<\/span><span data-contrast=\"auto\">politicians<\/span><span data-contrast=\"auto\">\u00a0draw maps<\/span><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Meanwhile, however, grassroots campaigns to end gerrymandering are plowing ahead \u2013 most successfully in states where voters can gather signatures to get redistricting\u00a0<\/span><span data-contrast=\"auto\">reform\u00a0<\/span><span data-contrast=\"auto\">on the ballot.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cWe\u2019re witnessing a civic awakening,\u201d said\u00a0<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=52kJycYe2N4\"><b><span data-contrast=\"none\">Karen Hobert Flynn<\/span><\/b><\/a><b><span data-contrast=\"auto\">, president of Common Cause<\/span><\/b><span data-contrast=\"auto\">. \u201cWe\u2019ve taken the ultimate insider issue and turned it into a popular cause that people are protesting in the streets about. Voters are activated, and they want politicians to know their little insider game has to end.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Trump is undeniably a factor. His election and his approach to governing have left many Americans<\/span><span data-contrast=\"auto\">\u00a0concerned about the fragility of our democratic system. Some see fighting\u00a0<\/span><span data-contrast=\"auto\">for<\/span><span data-contrast=\"auto\">\u00a0fair elections\u00a0<\/span><span data-contrast=\"auto\">as a way to<\/span><span data-contrast=\"auto\">\u00a0channel their frustration.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">And to the extent that Trump supporters were responding to his campaign against establishment politics, entrenched interests and the need to \u201cdrain the swamp,\u201d the fight to end gerrymandering works for them as well.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">The movement also benefits from simple and effective messaging. Gerrymandering itself may be complicated\u00a0<\/span><span data-contrast=\"auto\">to<\/span><span data-contrast=\"auto\">\u00a0explain, but the notion that voters should be picking their politicians -- not the other way around \u2013 is an easy sell.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cThat is a message that has really resonated,\u201d said\u00a0<\/span><b><span data-contrast=\"auto\">Yurij<\/span><\/b><b><span data-contrast=\"auto\">\u00a0<\/span><\/b><b><span data-contrast=\"auto\">Rudensky<\/span><\/b><b><span data-contrast=\"auto\">, a lawyer who focuses on redistricting issues at the Brennan Center for Justice<\/span><\/b><span data-contrast=\"auto\">. \u201cAnd I think that people viscerally understand the inherent conflict of interest that exists when politicians are able to draw their own districts.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Talk to grassroots supporters of ending gerrymandering, and you hear that word \u2013 resonate \u2013 a lot.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cIt resonated because I\u2019ve been \u2013 as most of us are \u2013 very concerned with the dysfunction in our national political system,\u201d said\u00a0<\/span><b><span data-contrast=\"auto\">Brian Miller<\/span><\/b><b><span data-contrast=\"auto\">,<\/span><\/b><b><span data-contrast=\"auto\">\u00a0of Gambier, Ohio<\/span><\/b><span data-contrast=\"auto\">, who was attending a rally outside the Supreme Court while attorneys inside argued\u00a0<\/span><i><span data-contrast=\"auto\">Rucho\u00a0v Common Cause<\/span><\/i><span data-contrast=\"auto\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.commoncause.org\/democracy-wire\/lamone-v-benisek-a-frustration-with-gerrymandering-led-one-man-to-the-supreme-court\/\"><i><span data-contrast=\"none\">Lamone v Benisek<\/span><\/i><\/a><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">in<\/span><span data-contrast=\"auto\">\u00a0March. \u201cGerrymandering is really the heart of it all.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Grassroots volunteers who go door to door to talk and hand out literature about redistricting report back that the response is overwhelmingly positive. \u201cIt appeals to people,\u201d said\u00a0<\/span><b><span data-contrast=\"auto\">Keith Oberg, of Arlington, Va.<\/span><\/b><span data-contrast=\"auto\">, who recently canvassed on behalf of a bill that would put a redistricting initiative on the ballot in his state. Unlike when he canvasses\u00a0<\/span><span data-contrast=\"auto\">for<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">particular politicians<\/span><span data-contrast=\"auto\">, he said, \u201cnobody yells at me.\u201d\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cI\u2019m really very nonpolitical, but it seems like our democratic process is being attacked on a number of fronts,\u201d said campaign volunteer\u00a0<\/span><b><span data-contrast=\"auto\">Seth Craig, of Fredericksburg, Va.<\/span><\/b><span data-contrast=\"auto\">, also rallying against gerrymandering outside the Supreme Court. \u201cThis is something that\u2019s kind of fixed\u00a0<\/span><span data-contrast=\"auto\">in<\/span><span data-contrast=\"auto\">\u00a0the background, that kind of eliminates people\u2019s choices,\u201d he said. \u201cThis is one we can work on today.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Representatives of the grassroots organizations that won redistricting-reform ballot measures\u00a0<\/span><span data-contrast=\"auto\">in<\/span><span data-contrast=\"auto\">\u00a0Michigan, Colorado, Utah, and Missouri\u00a0<\/span><a href=\"https:\/\/www.youtube.com\/watch?time_continue=1500&amp;v=vWUXpMO3-88\"><span data-contrast=\"none\">spoke earlier this year<\/span><\/a><span data-contrast=\"auto\">\u00a0at a \u201c<\/span><span data-contrast=\"none\">Terminate Gerrymandering Summit\u201d\u00a0<\/span><span data-contrast=\"auto\">hosted by former California governor Arnold Schwarzenegger at the USC Schwarzenegger Institute for State and Global Policy.<\/span>\r\n\r\n<img class=\" wp-image-10994\" src=\"https:\/\/www.commoncause.org\/wp-content\/uploads\/2019\/05\/Sharon-Farmer-Photography-0018-1-300x200.jpg\" alt=\"\" width=\"905\" height=\"603\" \/>\r\n\r\n<b><span data-contrast=\"none\">Michigan\u2019s Katie Fahey<\/span><\/b><span data-contrast=\"none\">, who\u00a0<\/span><a href=\"https:\/\/www.nytimes.com\/2018\/01\/23\/opinion\/michigan-gerrymandering-fair-voting.html\"><span data-contrast=\"none\">famously launched<\/span><\/a><span data-contrast=\"auto\">\u00a0what became a successful ballot initiative in Michigan with\u00a0<\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\">\u00a0<\/span><a href=\"https:\/\/www.facebook.com\/katie.rogala.3\/posts\/10153917724442633\"><span data-contrast=\"none\">single Facebook post<\/span><\/a><span data-contrast=\"auto\">, described the gerrymandering opponents\u2019 secret weapon.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cNobody is happy with the state of politics. Nobody!\u201d she said. She and other volunteers with the\u00a0<\/span><span data-contrast=\"none\">Voters Not Politicians group often began their conversations with voters<\/span><span data-contrast=\"auto\">\u00a0by asking: \u201cAre you happy with the state of politics?\u201d\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cAnd, big shocker, nobody is,\u201d Fahey said. Urban, rural, it didn\u2019t make a difference. \u201cEven extremely apathetic voters\u201d respond emotionally.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cFairness, transparency, wanting a better world, a better state -- that is something that a lot of us have in common,\u201d she said. And people recognize that \u201cpoliticians are not going to give themselves less power,\u201d she said. \u201cSo, it\u2019s up to us. It\u2019s up to people \u2026 We the people are the only ones who can fix it.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<b><span data-contrast=\"auto\">Catherine Kanter, the campaign manager for Better Boundaries Utah<\/span><\/b><span data-contrast=\"auto\">, explained\u00a0<\/span><span data-contrast=\"auto\">how<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">voters<\/span><span data-contrast=\"auto\">\u00a0in deep-red<\/span><span data-contrast=\"auto\">\u00a0Utah ended up backing a citizen commission\u00a0<\/span><span data-contrast=\"auto\">in<\/span><span data-contrast=\"auto\">\u00a0November. Volunteers made a conscious effort not to get sucked into discussions about which party stood to gain, but instead focused on \u201cincumbent retention,\u201d she said.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cThose are the things we found that people were really bothered by: This notion that you have conflicted individuals drawing their own maps and considering them \u2018their\u2019 districts -- not the people\u2019s districts -- and this idea that communities were getting sliced and diced for reasons that were benefitting politicians, not individuals.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Kanter said that\u2019s \u201c<\/span><span data-contrast=\"none\">an important piece of the Utah story, to understand that redistricting reform can happen even in a place where it looks like it\u2019s unlikely.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cWe were people who came together even though we were divided in other ways, came together because we were unified over this simple idea \u2026 that politicians have to be accountable to their voters and that they\u2019re not when egregious gerrymandering comes into play.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<b><span data-contrast=\"auto\">Clean Missouri campaign director Sean\u00a0<\/span><\/b><b><span data-contrast=\"auto\">Soendker<\/span><\/b><b><span data-contrast=\"auto\">\u00a0Nicholson<\/span><\/b><span data-contrast=\"auto\">\u00a0said his successful campaign began soon after the 2016 election, upon the realization that the same people kept getting elected to the state legislature with no competition.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cWe had no idea that anyone else cared or anyone else thought about gerrymandering. We just knew that Jefferson City was messed up,\u201d he said. \u201cThere\u00a0<\/span><span data-contrast=\"auto\">was<\/span><span data-contrast=\"auto\">\u00a0just no competition and people got reelected over and over again. It was a cesspool ...<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cSo, we were trying to figure out how can we get our state legislature back on track, make it more accountable, back to the people.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<b><span data-contrast=\"auto\">Kent Thiry, a healthcare company CEO<\/span><\/b><span data-contrast=\"auto\">\u00a0who\u00a0<\/span><span data-contrast=\"auto\">supported<\/span><span data-contrast=\"auto\">\u00a0the Colorado measure noted how much has changed since he was working on the issue in California, where ballot initiatives passed in 2008 and 2010.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">\u201cIt\u2019s one thing to have an idea that\u2019s the right idea. It\u2019s another thing for it to be the right time,<\/span><span data-contrast=\"auto\">\u201d<\/span><span data-contrast=\"auto\">\u00a0he said. (Sharon Farmer\/sfphotoworks)[\/caption]\r\n\r\n<span data-contrast=\"auto\">\u201cThe fear among our populace is almost palpable,\u201d he said. \u201cThe number of partisan Ds on the far left, partisan Rs on the far right -- and everything in between -- that are worried about our democracy is much higher than I\u2019ve ever experienced it<\/span><span data-contrast=\"auto\">.<\/span><span data-contrast=\"auto\">\u201d\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">With more people understanding gerrymandering and its significance, he said, \u201cthe woods are filled with kindling; it\u2019s just so important that some of us light the match.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Some observers think gerrymandering is \u201csuddenly\u201d an issue. \u201cWhat is truly remarkable is, on one hand we\u2019ve come so far, so fast,\u201d said\u00a0<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=_pJhl87We4c\"><b><span data-contrast=\"none\">Ka<\/span><\/b><b><span data-contrast=\"none\">thay Feng<\/span><\/b><\/a><b><span data-contrast=\"auto\">, national redistricting director for Common Cause<\/span><\/b><span data-contrast=\"auto\">. \u201cOn the other hand, we\u2019re an overnight sensation 50 years in the making.\u201d\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">Feng explained: \u201cCommon Cause has been wrestling gerrymandering for 40 of our nearly 50 years. In Arkansas,\u00a0<\/span><a href=\"https:\/\/www.arktimes.com\/ArkansasBlog\/archives\/2019\/02\/28\/dueling-redistricting-proposals-in-the-mill-for-2020-one-heavily-gop-flavored\"><span data-contrast=\"none\">two groups<\/span><\/a><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"none\">are pushing for ballot measures in 2020 to establish redistricting commissions \u2013 but only one of them is acting\u00a0<\/span><span data-contrast=\"none\">in<\/span><span data-contrast=\"none\">\u00a0good faith.
