But thanks to people speaking out across the country, <\/span><b>we stopped it.<\/b>\r\n<h3><span style=\"font-weight: 400;\">States Are Leading the Way, and the House Tried To Stop It<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">From protecting voters to keeping kids safe, states have been on the frontlines of AI regulation:<\/span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Elections:<\/b> <a href=\"https:\/\/www.techpolicy.press\/buried-in-congresss-budget-is-a-push-to-halt-ai-oversight\/\"><span style=\"font-weight: 400;\">Half of U.S. states<\/span><\/a><span style=\"font-weight: 400;\"> have passed laws banning deceptive AI-generated content being used in our elections.<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Exploitation:<\/b> <a href=\"https:\/\/www.wired.com\/story\/deepfake-ai-porn-laws\/\"><span style=\"font-weight: 400;\">Two-thirds of states have outlawed AI-generated \u201cdeepfake\u201d pornography.<\/span><\/a><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Civil rights:<\/b><span style=\"font-weight: 400;\"> Some states have passed laws to protect people against algorithmic discrimination. Illinois, for example, has <\/span><a href=\"https:\/\/www.vktr.com\/ai-ethics-law-risk\/ai-regulation-in-the-us-a-state-by-state-guide\/\"><span style=\"font-weight: 400;\">amended the Illinois Human Rights Act<\/span><\/a><span style=\"font-weight: 400;\"> to prohibit employers from using AI in ways that result in discrimination, and in New York, New York City has implemented <\/span><a href=\"https:\/\/www.littler.com\/news-analysis\/asap\/new-york-city-adopts-final-regulations-use-ai-hiring-and-promotion-extends\"><span style=\"font-weight: 400;\">Local Law 144<\/span><\/a><span style=\"font-weight: 400;\">, which requires AI hiring tools to be audited annually for bias.<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Health insurance:<\/b> <a href=\"https:\/\/stateline.org\/2025\/03\/25\/states-try-to-rein-in-health-insurers-claim-denials-with-mixed-results\/\"><span style=\"font-weight: 400;\">Over a dozen states are considering limits on AI use by health insurers.<\/span><\/a><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Child safety:<\/b><span style=\"font-weight: 400;\"> Parents and children\u2019s advocates have sounded alarms about <\/span><a href=\"https:\/\/www.commonsensemedia.org\/ai-ratings\/social-ai-companions?gate=riskassessment\"><span style=\"font-weight: 400;\">predatory AI chatbot services that target kids and teens<\/span><\/a><span style=\"font-weight: 400;\">, Und <\/span><a href=\"https:\/\/statescoop.com\/california-sb243-harmful-ai-companion-chatbots\/\"><span style=\"font-weight: 400;\">California is currently advancing legislation that would regulate chatbots to protect kids.<\/span><\/a><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">Congress\u2019s moratorium would have slammed the brakes on these efforts and blocked states from responding to new threats.<\/span>\r\n<h3><span style=\"font-weight: 400;\">We Fought Back \u2013 And Won<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">Common Cause immediately mobilized, alongside countless other advocacy organizations and concerned citizens across the nation.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">We launched a letter writing campaign so that our members could urge the Senate to strike the provision.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Our members knew that we don\u2019t have ten years to wait to regulate AI, that we can\u2019t afford to roll back hard-won protections, and that we couldn\u2019t sit by while Congress blatantly attacked states\u2019 rights.<\/span>\r\n<h3><span style=\"font-weight: 400;\">The Pressure Worked<\/span><\/h3>\r\n<a href=\"https:\/\/www.pbs.org\/newshour\/politics\/senate-pulls-ai-regulatory-ban-from-gop-bill-after-complaints-from-states\"><span style=\"font-weight: 400;\">The Senate voted <\/span><b>99-to-1<\/b><span style=\"font-weight: 400;\"> to strike the provision from the bill.<\/span><\/a>\r\n\r\n<span style=\"font-weight: 400;\">This victory means states can keep doing what Congress has neglected to do: protecting people from deepfakes, scammers, predatory chatbot services, digital discrimination, and corporate greed.<\/span>\r\n<h3><span style=\"font-weight: 400;\">People Power Wins<\/span><\/h3>\r\n<span style=\"font-weight: 400;\">This fight was about more than AI regulation. It was about <\/span><b>reminding Congress who they work for<\/b><span style=\"font-weight: 400;\">.
