Informationsfreiheit ist das Lebenselixier einer gesunden Demokratie. Sie belebt und st\u00e4rkt die Beziehung zwischen unserer Regierung und ihren B\u00fcrgern. Je besser wir die Funktionsweise unserer Regierung verstehen, desto mehr k\u00f6nnen wir am \u00f6ffentlichen Leben teilnehmen, Priorit\u00e4ten setzen und unsere Regierung f\u00fcr ihr Handeln zur Rechenschaft ziehen.<\/p>

Wir haben das Gl\u00fcck, in einem Land zu leben, das nach Offenheit und Transparenz strebt, wie unvollkommen die Realit\u00e4t auch sein mag. Und wir haben noch mehr Gl\u00fcck, in einem Commonwealth zu leben, das bereit ist, diese Offenheit und Transparenz noch weiter zu perfektionieren. Letzte Woche hat der state Legislature's Committee on State Administration and Regulatory Oversight advanced a bill<\/a> um unser Gesetz \u00fcber \u00f6ffentliche Aufzeichnungen zu reformieren und zu st\u00e4rken.<\/p>

Today, unfortunately, even when information is supposed to be public, members of the public often face major obstacles to obtaining it. Agencies don't always treat records requests seriously, knowing they will likely face no consequences for withholding information. And when they do respond, the law allows them to charge an arm and a leg for copies and basic information.<\/p>

We've made great strides with the online open checkbook system that gives engaged Massachusetts residents a window into state spending, but there's more to government than the budget. The public records law is meant to enable people to learn how executive agencies and municipalities spend their time and energy, not just their money.<\/p>

Der Der Gesetzgeber erw\u00e4gt einen umfassenden Vorschlag<\/a> that would streamline interactions between record-keepers and people making requests, rationalize and reduce the cost of accessing public information, promote the sharing of information in electronic rather than paper form, and incentivize government agencies to embrace the presumption of openness at the heart of a law that hasn't been meaningfully updated since the mid-1970s. It would put teeth into the law by directing courts to award attorney's fees to those who have been wrongly denied public records. This has worked well in more than 40 other states and also under the federal Freedom of Information Act and will help ensure compliance here in Massachusetts too.<\/p>

Wir m\u00f6chten, dass die gesetzgebende K\u00f6rperschaft \u00f6ffentliche Anh\u00f6rungen fr\u00fcher ank\u00fcndigt, die Verfahren der gesetzgebenden Aussch\u00fcsse online zug\u00e4nglich macht, sachdienliche Ausschussberichte erstellt und es einfach macht, herauszufinden, wie die Gesetzgeber im Plenum und auf Ausschussebene zu Fragen von \u00f6ffentlichem Interesse abstimmen.<\/p>

Der Gesetzgeber sollte diese Gelegenheit nutzen, um die Informationsfreiheit im 21. Jahrhundert zu f\u00f6rdern, indem er dieses Gesetz verabschiedet, das von dem Abgeordneten Peter Kocot (D-Florence) unterst\u00fctzt wird. Jetzt ist es an der Zeit, unser Gesetz \u00fcber \u00f6ffentliche Aufzeichnungen zu aktualisieren und uns erneut der Offenheit und Transparenz auf allen Regierungsebenen zu verschreiben.<\/p>

Massachusetts hat dieses demokratische Experiment begonnen und unser Erbe fordert uns auf, es heute zu erneuern und mit neuem Leben zu erf\u00fcllen.<\/p>
