Sheldon Whitehouse (D-RI), Gov. Larry Hogan (R-MD), Rep. Alan Lowenthal (D-CA), Rep. Tom Reed (R-NY), Rep. Alma Adams (D-NC), Rep. Andy Harris (R-MD), and Rep. Don Beyer (D-VA), along with representatives from Common Cause, the League of Women Voters, the Southern Coalition for Social Justice, the Arab American Institute, Greenpeace USA, and the Campaign Legal Center. In\u00a0<strong>Virginia<\/strong>, the legislature recently<a href=\"https:\/\/www.richmond.com\/opinion\/our-opinion\/editorial-why-we-need-a-redistricting-commission\/article_f139471c-0090-5df7-afe7-f4bef219258f.html\" target=\"_blank\" rel=\"noopener\">\u00a0took the first step<\/a>\u00a0in creating a bipartisan redistricting commission ahead of 2021. All three bills have now been signed into law, meaning we are just 81 electoral votes away from enacting the compact and electing the next president by the national popular vote. NPV has also passed in the\u00a0<strong>Oregon<\/strong>\u00a0Senate and\u00a0<strong>Nevada<\/strong>\u00a0Assembly this year, and is expected to move in the other chambers in those states. Other active NPV campaigns continue in\u00a0<strong>Maine\u00a0<\/strong>Und\u00a0<strong>New Hampshire<\/strong>.\u00a0<a href=\"https:\/\/www.commoncause.org\/de\/our-work\/voting-and-elections\/nationale-volksabstimmung\/\">Read more about the National Popular Vote compact<\/a>.<\/p>\r\n<img class=\"aligncenter wp-image-10696 size-large\" src=\"https:\/\/www.commoncause.org\/wp-content\/uploads\/2019\/04\/Copy-of-NPV-Map-1024x698.png\" alt=\"\" width=\"1024\" height=\"698\" \/>\r\n\r\n&nbsp;\r\n<h3><span style=\"color: #4598cc;\"><strong>States advance voting rights reform<\/strong><\/span><\/h3>\r\n<p style=\"font-weight: 400;\">States across the country are moving commonsense election reforms aimed at expanding and protecting voting rights, including in:<\/p>\r\n\r\n<ul style=\"font-weight: 400;\">\r\n \t<li><strong>New York:\u00a0<\/strong>In the first item of legislative business in 2019, the New York legislature passed a series of voting reforms to greatly improve elections in New York. The push was a result of the multi-year campaign and organizing effort of the\u00a0<a href=\"https:\/\/letnyvote.org\/\">Let NY Vote coalition<\/a>, led by Common Cause New York. The voting reforms already passed this session include establishing early voting opportunities, consolidating New York\u2019s federal and state primary dates, pre-registration for 16 and 17 year olds, portable voter registration, and proposed constitutional amendments establishing same day voter registration and no excuse absentee voting. Plus, the 2019 New York state budget includes $14.7 million for electronic poll-books and $10 million for counties to implement early voting; almost exactly the combined $25 million the Let NY Vote coalition had requested. Work continues for other important election reform priorities, including automatic voter registration and voting rights for people on parole.<\/li>\r\n \t<li><strong>New Mexiko:<\/strong>\u00a0In addition to passing the National Popular Vote compact and a series of money in politics and ethics reforms (see below), the New Mexico legislature ended their 2019 session by passing a voting rights reform package that includes automatic voter registration and same day registration.\u00a0<a href=\"https:\/\/www.commoncause.org\/de\/new-mexico\/democracy-wire\/all-six-of-ccnms-priority-bills-were-signed-into-law\/\">Read more about the New Mexico victories here<\/a>.<\/li>\r\n \t<li><strong>Delaware:\u00a0<\/strong>The legislature has already sent a bill to Gov. Carney\u2019s desk to finally establish early voting in Delaware. Additionally, legislation to establish same day voter registration is\u00a0<a href=\"https:\/\/www.delawareonline.com\/story\/opinion\/contributors\/2019\/04\/02\/same-day-voter-registration-smart-election-reform-delaware\/3341248002\/\">also moving<\/a>.<\/li>\r\n \t<li><strong>Hawaii:\u00a0<\/strong>A number of different voting bills are moving in the Hawaii legislature, including pre-registration for 16 and 17 year olds, automatic voter registration, vote by mail, ranked choice voting, and automatic recounts.<\/li>\r\n \t<li><strong>Colorado:\u00a0<\/strong>The legislature is\u00a0<a href=\"https:\/\/leg.colorado.gov\/bills\/sb19-235\">considering a bill<\/a>\u00a0to expand automatic voter registration in the state beyond the DMV to include those registering for Medicaid.<\/li>\r\n \t<li><strong>Connecticut:\u00a0<\/strong>Advocates including Common Cause Connecticut and the Connecticut Citizen Action Group are\u00a0<a href=\"https:\/\/www.ctnewsjunkie.com\/archives\/entry\/20190325_advocates_push_automatic_voter_registration\/\">pushing the legislature<\/a>\u00a0to adopt and expand automatic voter registration.<\/li>\r\n \t<li><strong>Washington:<\/strong>\u00a0Gov. Jay Inslee\u00a0<a href=\"https:\/\/www.bellevuereporter.com\/northwest\/native-american-voting-rights-act-signed-into-law\/\">recently signed<\/a>\u00a0the\u00a0Native American Voting Rights Act into law, allowing the residential address portion of a voter registration form to be filled out with a nontraditional address.<\/li>\r\n \t<li><strong>Nevada:\u00a0<\/strong>After voters approved an automatic voter registration ballot measure in the 2018 elections, the legislature is\u00a0<a href=\"https:\/\/knpr.org\/headline\/2019-04\/same-day-voter-registration-passes-senate-panel\">now considering<\/a>\u00a0a same day voter registration bill.<\/li>\r\n \t<li><strong>Kansas:\u00a0<\/strong>Gov. Laura Kelly\u00a0<a href=\"https:\/\/www.kansas.com\/news\/politics-government\/article229313664.html\">recently signed<\/a>\u00a0a bipartisan bill into law that gives counties the option to let voters cast ballots at any polling place in the county. It also requires election officials to try to contact voters if there's a problem with their mail ballot signature and give them a chance to\u00a0fix it.<\/li>\r\n \t<li><strong>North Carolina:<\/strong>\u00a0The House\u00a0<a href=\"https:\/\/carolinapublicpress.org\/28852\/house-passes-fix-for-student-voter-id-issues\/\">passed a bipartisan bill<\/a>\u00a0to increase voting access for college students and extend the deadline for universities to comply with the state's new strict voter ID bill. The Senate is also expected to move the legislation.<\/li>\r\n<\/ul>\r\n<p style=\"font-weight: 400;\">But it hasn\u2019t been all good news. In\u00a0<strong>Texas<\/strong>, Republican legislators are\u00a0<a href=\"https:\/\/www.texasobserver.org\/civil-rights-groups-call-election-integrity-bill-a-dangerous-new-assault-on-voting-rights-in-texas\/\">advancing a bill<\/a>that puts new unnecessary\u00a0and harmful burdens on voters. In\u00a0<strong>Florida<\/strong>, the legislature is\u00a0<a href=\"https:\/\/www.vox.com\/policy-and-politics\/2019\/3\/25\/18277470\/amendment-4-florida-felon-voting-rights-fees-legislation\">moving a proposal<\/a>\u00a0that will weaken the implementation of a voter-approved ballot measure that returns the right to vote to people with felony convictions. In\u00a0<strong>Iowa<\/strong>, Republican legislators\u00a0<a href=\"https:\/\/www.iowapublicradio.org\/post\/republican-senators-block-iowa-governors-proposal-restore-felon-voting-rights#stream\/0\">blocked a constitutional amendment<\/a>\u00a0proposed by GOP Gov. Kim Reynolds to automatically restore felon voting rights. In\u00a0<strong>Tennessee<\/strong>, the legislature is\u00a0<a href=\"https:\/\/www.huffpost.com\/entry\/tennessee-voter-registration-applications_n_5cafa525e4b098b9a2d0f707\">considering a bill\u00a0<\/a>that would chill grassroots voter registration drives. In\u00a0<strong>Arizona<\/strong>, a bill to\u00a0<a href=\"https:\/\/www.azcentral.com\/story\/opinion\/op-ed\/ej-montini\/2019\/03\/27\/voter-suppression-early-voting-arizona-legislature\/3290811002\/\">permanently purge<\/a>\u00a0some voters from the early voting list has passed the Senate and is pending in the House.<\/p>\r\n&nbsp;\r\n<h3 class=\"null\"><span style=\"color: #4598cc;\"><strong>Multiple states attack the citizen initiative process<\/strong><\/span><\/h3>\r\n<p dir=\"ltr\">Karen Hobert Flynn, president of Common Cause, and Chris Melody Fields Figueredo, executive director of the Ballot Initiative Strategy Center, recently laid out the numerous attacks on the citizen initiative process in states across the country, including in\u00a0<strong>Ohio<\/strong>,\u00a0<strong>Florida<\/strong>,\u00a0<strong>Missouri<\/strong>,\u00a0<strong>Norddakota<\/strong>,\u00a0<strong>Idaho<\/strong>, Und\u00a0<strong>Michigan<\/strong>.\u00a0<a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2019\/04\/16\/protect-direct-democracy-expand-strengthen-ballot-initiatives-column\/3468059002\/\" target=\"_blank\" rel=\"noopener\">Read the new op-ed in USA Today here<\/a>.<\/p>\r\n\r\n\r\n<hr \/>\r\n<p dir=\"ltr\"><\/p>"}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":null,"component_wysiwyg":{"content":"<h1><img class=\"alignleft wp-image-10837 size-thumbnail\" src=\"https:\/\/www.commoncause.org\/wp-content\/uploads\/2019\/04\/icon_money-150x150.png\" alt=\"\" width=\"150\" height=\"150\" \/><span style=\"color: #47ba6e;\">Trends in Money &amp; Influence<\/span><\/h1>\r\n<h1><\/h1>\r\n&nbsp;\r\n<h3><\/h3>\r\n<h3 class=\"null\" style=\"text-align: left;\"><span style=\"color: #4598cc;\"><strong>States split on campaign finance disclosure<\/strong><\/span><\/h3>\r\n<span style=\"color: #47ba6e;\"><span style=\"color: #000000;\">Der<strong>\u00a0New-Mexiko<\/strong>\u00a0legislature passed and Governor\u00a0Michelle Lujan Grisham signed a\u00a0<a href=\"http:\/\/nmpoliticalreport.com\/2019\/03\/19\/how-bills-related-to-elections-and-voting-fared-in-the-2019-legislative-session\/\" target=\"_blank\" rel=\"noopener\">money in politics disclosure reform bill\u00a0<\/a>that will require organizations that spend more than $1,000 in non-statewide elections or $3,000 for statewide elections file reports, including donor information, with the Secretary of State. In neighboring\u00a0<strong>Colorado<\/strong>, the legislature passed and Governor Jared Polis\u00a0<a href=\"https:\/\/twitter.com\/CommonCauseCO\/status\/1112818993700659201\" target=\"_blank\" rel=\"noopener\">unterzeichnet<\/a>\u00a0a similar law that expands disclosure requirements for groups that spend money between the end of a primary and the 60 days prior to the general election.
