\r\n\r\nAs the next presidential election draws nearer, we have every reason to believe that our foes will ramp up their efforts to covertly influence American voters.\r\n\r\n<\/div>\r\n
\r\n\r\nFor years now, the federal Cybersecurity and Infrastructure Security Agency has\u00a0warned<\/a>\u00a0top state election and cybersecurity officials about threats posed by Russia and other foreign adversaries ahead of the 2024 elections. We know that\u00a0Russia, Iran, and China<\/a>\u00a0have meddled in previous elections, targeting specific audiences and sowing disinformation online in an attempt to undermine confidence in our democratic institutions.\r\n\r\n<\/div>\r\n
\r\n\r\nWill Connecticut become one of the next fronts in the disinformation war being waged by America\u2019s foreign adversaries?\r\n\r\n<\/div>\r\n
\r\n\r\nAs it stands today, Connecticut\u2019s campaign finance law contains a vulnerable loophole that allows foreign individuals and entities to spend foreign funds\u00a0without limit<\/i>\u00a0to influence the outcome of our state and local ballot referenda. Our state\u2019s current law limits a political committee formed solely to aid or promote the success or defeat of a\u00a0 referendum question from receiving contributions from a national committee or from a committee of a candidate for federal or out-of-state office but this provision is totally silent on funds from foreign sources.\r\n\r\nContinued here.\u00a0<\/a><\/em>\r\n\r\n<\/div>\r\nAlex Knopp served as mayor and state representative from Norwalk and taught the Legislative Advocacy Clinic at Yale Law School.
