California Common Cause applauds the City Council for advancing this meaningful redistricting reform to ensure that Los Angeles\u2019 redistricting process is fair and worthy of the public\u2019s trust.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">This move follows the 2022 redistricting <\/span><a href=\"https:\/\/www.commoncause.org\/california\/press-release\/horrific-comments-of-la-leaders-must-be-condemned-shows-what-redistricting-looks-like-behind-closed-doors\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">scandal that shocked the nation<\/span><\/a><span style=\"font-weight: 400;\"> and months of hearings, recommendations, and advocacy from community organizations, <\/span><a href=\"https:\/\/www.commoncause.org\/california\/press-release\/new-anti-gerrymandering-advocates-release-roadmap-for-independent-l-a-redistricting\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">including California Common Cause<\/span><\/a><span style=\"font-weight: 400;\">, residents, community leaders, and academics. The proposal has been informed by the California Citizens Redistricting Commission\u2019s best practices, evidence-based research, and lessons learned from around the country.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">\u201cWe\u2019re thrilled to see independent redistricting for the City of Los Angeles move closer to getting on the ballot,\u201d said <\/span><b>Russia Chavis Cardenas, California Common Cause\u2019s voting rights &amp; redistricting program manager<\/b><span style=\"font-weight: 400;\">. \u201cIf passed by voters, independent redistricting \u2013 free from the political gamesmanship that leads to gerrymandering \u2013 will help restore trust in our government and will build a City Council that is truly reflective of and prioritizes the needs of Angelenos.\u201d<\/span>\r\n\r\n<span style=\"font-weight: 400;\">While today\u2019s action toward an IRC is the first step <\/span><span style=\"font-weight: 400;\">in the right direction of reform<\/span><span style=\"font-weight: 400;\">, loopholes must be closed to ensure that the commission will be truly independent. Along with their vote of support, the City Council quietly added an amendment that would allow individuals with ties to City Hall to serve on the commission within two years of their separation from the city. A more extended ban on employment is necessary to prevent a revolving door of special interests from serving on an independent redistricting commission.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The widely acclaimed IRC model has proven to lead the most fair, transparent, and inclusive redistricting processes at the local, state, and congressional levels, as demonstrated at the state level by the California Citizens Redistricting Commission. Key local jurisdictions have also successfully utilized the IRC model, with a <\/span><a href=\"https:\/\/www.commoncause.org\/california\/the-promise-of-fair-maps-2\/\"><span style=\"font-weight: 400;\">major report<\/span><\/a><span style=\"font-weight: 400;\"> finding that <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201520160SB958\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Los Angeles County<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201720180AB801\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">San Diego County<\/span><\/a><span style=\"font-weight: 400;\">, the <\/span><a href=\"https:\/\/docs.sandiego.gov\/municode\/MuniCodeChapter02\/Ch02Art07Division14.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">City of San Diego<\/span><\/a><span style=\"font-weight: 400;\">, the <\/span><a href=\"https:\/\/www.commoncause.org\/california\/our-work\/ensure-fair-districts-reflective-democracy\/local-redistricting\/long-beach-redistricting-amendment\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">City of Long Beach<\/span><\/a><span style=\"font-weight: 400;\">, and the <\/span><a href=\"https:\/\/www.commoncause.org\/california\/our-work\/ensure-fair-districts-reflective-democracy\/local-redistricting\/sacramento-fair-redistricting\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">City of Sacramento<\/span><\/a><span style=\"font-weight: 400;\"> led the most fair and participatory processes in the state in 2020 over redistricting processes run by incumbents.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">\u201cEstablishing an independent redistricting commission will help ensure the redistricting process works for all Angelenos,\u201d said <\/span><b>Alton Wang, Equal Justice Works Fellow at Common Cause<\/b><span style=\"font-weight: 400;\">. \u201cBut an independent redistricting commission alone is not enough. The City must move to implement ethics reforms and reduce the size of Council Districts to ensure that all residents of Los Angeles have fair representation and that our leaders remain accountable to our communities.\u201d<\/span>\r\n\r\n<span style=\"font-weight: 400;\">As one of the architects of California\u2019s statewide Citizens Redistricting Commission, <\/span><span style=\"font-weight: 400;\">California Common Cause has led the charge for independent redistricting in local communities for decades. The organization's advocacy and recommendations have been informed by <\/span><a href=\"https:\/\/www.commoncause.org\/california\/press-release\/statewide-investigation-of-californias-2020-local-redistricting-cycle-finds-widespread-gerrymandering-to-protect-incumbents-underscores-benefits-of-independent-commissions\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">watchdogging<\/span><\/a><span style=\"font-weight: 400;\"> over 60 local jurisdictions during the most recent redistricting cycle, on top of 20 years of experience monitoring and working with the state\u2019s Citizens Redistricting Commission.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Independent redistricting is the first step toward building a representative City Council that serves all Angelenos equally.
