Common Cause provided technical assistance to the City on redistricting and ethics best practices during the drafting of Measures CCC and DDD.","featured_image":"","press_type":157,"authors":["{\"site_id\":\"1\",\"post_type\":\"person\",\"post_id\":8799}"],"related_issues":[77,116,120,429,431],"related_work":false,"location":3},"sidebar":{"helper_enable_sidebar":false,"helper_media_contact":{"heading":"Media Contact","manually_enter_person":false,"person":null,"name":"","role":"","phone":"","email":""},"helper_links_downloads":{"heading":"Links & Downloads","links":null}},"page_layout":[{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":null,"component_wysiwyg":{"content":"LOS ANGELES, Monday, September 24, 2018 -- Today California Common Cause, a good government nonprofit, endorsed the four governance reform measures -- Measures AAA, BBB, CCC, and DDD -- appearing on the Long Beach ballot this November.\u00a0Common Cause provided technical assistance to\u00a0the City on redistricting and ethics\u00a0best practices\u00a0during the\u00a0drafting of\u00a0Measures CCC and DDD.\r\n\r\n\"This is one of the most comprehensive reform packages we've seen at the local level,\" said Nicolas Heidorn, Policy Director of California Common Cause. \"These proposals represent a step forward towards stronger\u00a0good governance in\u00a0the City of Long Beach.\"\r\n\r\n<strong>Measure AAA<\/strong> will\u00a0strengthen the City Auditor's ability\u00a0to ensure city\u00a0government programs\u00a0are effective and efficient\u00a0by expressly authorizing the Auditor to conduct performance audits.\r\n\r\n\"This Measure will strengthen the City Auditor's powers as\u00a0a watchdog for the public good,\" Heidorn said. \"The Auditor plays a vital accountability\u00a0role by ensuring that city programs are efficient and effective.\"\r\n\r\n<strong>Measure BBB<\/strong> will\u00a0revise Long Beach\u00a0term limits from 8\u00a0to 12 years and eliminate a loophole that has allowed\u00a0incumbents to circumvent existing\u00a0limits by\u00a0running as a write-in candidate.\r\n\r\n\"Measure BBB establishes reasonable term limits and eliminates an irrational loophole that could allow incumbents to serve indefinitely,\" said Heidorn. \"The twelve-year limit\u00a0proposed by this Measure matches state term limits.\"\r\n\r\n<strong>Measure CCC<\/strong> will establish an Ethics Commission to provide oversight over Long Beach campaign finance and ethics laws.\r\n\r\n\"Measure CCC will strengthen public trust in government by creating an Ethics Commission to ensure that Long Beach's campaign finance and anti-corruption laws are respected,\" said Heidorn. \"Ethics commissions are a municipal best practice.\u00a0Most large cities -- including Los Angeles, Oakland, Sacramento, San Jose,\u00a0and San Diego --\u00a0have an\u00a0ethics commission to protect the public interest.\"\r\n\r\n<strong>Measure DDD<\/strong>\u00a0will establish an independent citizens commission to redraw\u00a0city council districts after each census\u00a0using a transparent process and\u00a0criteria that prioritize keeping neighborhoods and\u00a0communities intact.\r\n\r\n\"Measure DDD will establish one of strongest independent local\u00a0redistricting commissions in the nation,\" said Heidorn. \"Redistricting should be in the hands of the citizens, not \u00a0elected officials. Our\u00a0State Redistricting Commission has proven that, when the people draw the lines, communities are better represented and political\u00a0gerrymandering can be stopped.\"\r\n\r\n\"More than a dozen California local governments have established independent redistricting commissions to promote better and fairer redistricting, including Oakland, Sacramento, San Diego, and Los Angeles County.
