Nicolas Heidorn is California Common Cause’s Policy and Legal Director, based in the Sacramento office.

Nicolas joined California Common Cause in 2015. He is responsible for developing and implementing Common Cause’s policy advocacy agenda around state issues, including legislative and campaign efforts, and promoting local ethics, transparency, and electoral reforms in the Northern California region. He is also an Adjunct Law Professor at the University of the Pacific, McGeorge School of Law, where he teaches Legislation and Statutory Interpretation.

Prior to joining Common Cause, Nicolas served as Assistant General Counsel at the California Environmental Protection Agency, a position he was appointed to by Governor Brown in 2013. Before that, Nicolas worked in the State Legislature for State Senator Mark Ridley-Thomas and on the Proposition 11 redistricting commission initiative for Common Cause. Nicolas has over a decade of experience advocating for voting and governance reforms, particularly in local government. He worked with California Common Cause on many campaigns including cofounding the successful 2006 campaign to change Oakland’s electoral system to Instant Runoff Voting and advocating for the creation of independent ethics commissions, and citizens redistricting commissions.

Nicolas has a bachelor’s degree in Government from Claremont McKenna College and a law degree from Harvard Law School. He is a 2005 Harry S. Truman Scholar.
