La SB 2880 permet aux gouvernements locaux de conclure des contrats avec le FPPC pour le financement des campagnes locales et l&#039;application des r\u00e8gles d&#039;\u00e9thique, un mod\u00e8le que le comt\u00e9 de San Bernardino a utilis\u00e9 tr\u00e8s efficacement dans le cadre d&#039;un programme pilote. Au cours du cycle \u00e9lectoral de 2014 dans le comt\u00e9 de San Bernardino, le FPPC a sensibilis\u00e9 plus de 50 campagnes aux exigences des ordonnances, a audit\u00e9 22 campagnes et a enqu\u00eat\u00e9 sur 24 campagnes pour des violations pr\u00e9sum\u00e9es, ce qui a donn\u00e9 lieu \u00e0 9 amendes. La SB 2880 permettrait \u00e0 toutes les villes et \u00e0 tous les comt\u00e9s de moins de 3 000 000 d&#039;habitants de conclure des contrats avec le FPPC pour l&#039;application des ordonnances locales de campagne et d&#039;\u00e9thique.<\/p>\r\n\r\n<h4 style=\"text-align: left;\"><span style=\"color: #000080;\"><strong>Interdiction du n\u00e9potisme dans les campagnes \u00e9lectorales<\/strong><\/span><\/h4>\r\n<h5 style=\"text-align: left;\">AB 664 (Steinorth - Rancho Cucamonga)<\/h5>\r\n<p style=\"text-align: left;\"><strong><em>R\u00e9sum\u00e9:<\/em><\/strong> La loi actuelle interdit aux \u00e9lus et aux candidats \u00e0 des fonctions \u00e9lectives, ainsi qu&#039;\u00e0 leurs conjoints, de percevoir une r\u00e9mun\u00e9ration de la part des comit\u00e9s de campagne contr\u00f4l\u00e9s par lesdits \u00e9lus ou candidats. L&#039;AB 664 \u00e9tend cette interdiction en interdisant \u00e9galement aux parents, grands-parents, fr\u00e8res et s\u0153urs, enfants et petits-enfants des \u00e9lus et des candidats de percevoir une r\u00e9mun\u00e9ration sup\u00e9rieure \u00e0 la juste valeur marchande pour les biens et services rendus au comit\u00e9 de campagne de leur proche. Cette r\u00e9forme permettra de lutter contre la corruption et le n\u00e9potisme dans la politique californienne.<\/p>\r\n\r\n<h4 style=\"text-align: left;\"><span style=\"color: #000080;\"><strong>Rapports de divulgation obligatoire\r\n<\/strong><\/span><\/h4>\r\n<h5 style=\"text-align: left;\">SB 459 (Allen - South Bay)<\/h5>\r\n<p style=\"text-align: left;\"><strong><em>R\u00e9sum\u00e9:<\/em><\/strong> Actuellement, les groupes d&#039;int\u00e9r\u00eat et les principaux organismes de lobbying ne publient leurs activit\u00e9s que quatre fois par an. De ce fait, des projets de loi sont mis aux voix avant m\u00eame la date limite de d\u00e9p\u00f4t de ces rapports trimestriels. Afin d&#039;accro\u00eetre la transparence du lobbying, le projet de loi SB 459 impose aux groupes de lobbying de publier leurs activit\u00e9s et leurs d\u00e9penses mensuellement, et non plus trimestriellement.
