Les secr\u00e9taires municipaux sont au niveau de base de la d\u00e9mocratie municipale, g\u00e9rant les r\u00e9unions du conseil municipal et la participation du public \u00e0 celles-ci.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">\u00ab C\u2019est simple : lorsque le public a plus d\u2019acc\u00e8s et la capacit\u00e9 de participer \u00e0 notre d\u00e9mocratie, il le fait \u00bb, a d\u00e9clar\u00e9 <\/span><b>Sean McMorris, responsable du programme de transparence, d&#039;\u00e9thique et de responsabilit\u00e9 de California Common Cause<\/b><span style=\"font-weight: 400;\">\u00ab La participation du public est essentielle \u00e0 la sant\u00e9 de nos collectivit\u00e9s locales. Proposer des options de participation publique \u00e0 distance donne \u00e0 davantage de personnes la possibilit\u00e9 de faire entendre leur voix, en particulier aux familles qui travaillent et \u00e0 toute personne qui ne peut pas assister aux r\u00e9unions en personne. \u00bb<\/span>\r\n\r\n<span style=\"font-weight: 400;\">La loi californienne consacre le droit du public \u00e0 participer \u00e0 l&#039;administration locale comme un principe fondamental de notre d\u00e9mocratie. La loi Brown garantit aux membres du public la possibilit\u00e9 d&#039;assister et de s&#039;exprimer lors des r\u00e9unions publiques des autorit\u00e9s locales. Cependant, ce droit n&#039;est garanti que si un membre du public assiste \u00e0 la r\u00e9union en personne, ce qui cr\u00e9e des obstacles \u00e0 l&#039;acc\u00e8s pour de nombreuses personnes qui ont des contraintes physiques, familiales, de transport ou autres.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">La pand\u00e9mie de COVID-19 a inaugur\u00e9 l\u2019\u00e8re des r\u00e9unions \u00e0 distance et, avec elle, de nouvelles id\u00e9es sur la mani\u00e8re dont un gouvernement ouvert pourrait et devrait fonctionner. Cependant, certaines questions de logistique et d\u2019efficacit\u00e9 subsistent lorsqu\u2019il s\u2019agit d\u2019instaurer r\u00e9guli\u00e8rement des commentaires publics \u00e0 distance comme option suppl\u00e9mentaire lors des r\u00e9unions gouvernementales ouvertes, en l\u2019absence d\u2019\u00e9tat d\u2019urgence.\u00a0<\/span>\r\n\r\n<b>Ce rapport r\u00e9pond \u00e0 ces questions cl\u00e9s et conclut finalement que la plupart des mairies consid\u00e8rent les commentaires publics \u00e0 distance comme un ajout positif et r\u00e9alisable au processus de gouvernement ouvert.<\/b>\r\n\r\n<b>D\u2019autres conclusions cl\u00e9s incluent\u00a0:<\/b>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">La plupart des villes ont d\u00e9j\u00e0 adopt\u00e9 des m\u00e9thodes de consultation publique \u00e0 distance et pr\u00e9voient de continuer \u00e0 les utiliser\u00a0;<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">La plupart des villes ont mis en \u0153uvre avec succ\u00e8s des options de consultation publique \u00e0 distance et ne seront pas confront\u00e9es \u00e0 des co\u00fbts permanents importants\u00a0;\u00a0<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Les options de commentaires publics \u00e0 distance ont \u00e9t\u00e9 b\u00e9n\u00e9fiques pour les r\u00e9unions du conseil municipal et ont accru la participation du public et l\u2019engagement civique\u00a0;\u00a0<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Les options de commentaires publics \u00e0 distance n\u2019ont pas eu d\u2019impacts n\u00e9gatifs significatifs sur les r\u00e9unions du conseil municipal, comme des r\u00e9unions beaucoup plus longues ou une augmentation des comportements incivils ; et\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">La plupart des r\u00e9pondants de la ville sont favorables au maintien de l\u2019offre d\u2019options de commentaires publics \u00e0 distance.<\/span><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">Depuis la pand\u00e9mie, les l\u00e9gislateurs de Sacramento n\u2019ont accept\u00e9 d\u2019\u00e9largir les options de participation publique \u00e0 distance pour les gouvernements locaux qu\u2019\u00e0 la condition que les \u00e9lus locaux souhaitent \u00e9galement utiliser ces options \u00e0 distance, arguant parfois qu\u2019offrir une participation publique \u00e0 distance sans conditions serait trop co\u00fbteux ou trop contraignant.
