The commission is composed of five members. Of these, four are selected by the majority and minority leaders of each chamber of the state legislature. The four commission members appointed by legislative leaders (two Republicans and two Democrats) then select the fifth member to round out the commission. The fifth member of the commission must belong to a different political party than the other commissioners. The Arizona State Legislature may make recommendations to the commission, but ultimate authority is vested with the commission.\r\n\r\nThe Arizona Constitution requires that both congressional and state legislative districts be \u201ccontiguous, geographically compact, and respect communities of interest\u2013all to the extent practicable.\u201d The state constitution further mandates that district lines \u201cshould [follow] visible geographic features, city, town, and county boundaries, and undivided census tracts.\u201d In addition, the constitution requires that \u201ccompetitive districts be favored where doing so would not significantly detract from the goals above.\u201d\r\n\r\nAfter the 2020 United States Census, Arizona was apportioned nine congressional districts, which was unchanged from the number after the 2010 Census. Damit ist f\u00fcr die indigenen W\u00e4hler des Staates nahezu garantiert, dass sie im n\u00e4chsten Jahrzehnt von einer gest\u00e4rkten wei\u00dfen Mehrheit \u00fcberw\u00e4ltigt werden."}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<h2><strong>Gelernte Lektionen:<\/strong><\/h2>\r\nDer AIRC ermutigte die \u00d6ffentlichkeit zur Beteiligung: Trotz der Pandemie f\u00fchrte der AIRC eine 17-t\u00e4gige Tour mit 15 \u00f6ffentlichen Anh\u00f6rungen durch.11 Zus\u00e4tzlich zu den \u00f6ffentlichen Anh\u00f6rungen bot der AIRC der \u00d6ffentlichkeit die M\u00f6glichkeit, schriftliche und Online-Zeugenaussagen zu machen. Laut dem vom AIRC erstellten Community of Interest Report gab es 910 \u00f6ffentliche Eingaben. Die \u00d6ffentlichkeit kann mithilfe der Tools des AIRC auf seiner Website auf die Eingaben und ihre \u00dcberschneidungen mit Karten zugreifen. Die verst\u00e4rkte Beteiligung von Interessengruppen machte einen Unterschied: Es gab verst\u00e4rkte Bem\u00fchungen, Koalitionen zu bilden und sich f\u00fcr faire Karten einzusetzen. Diejenigen, die in Koalitionen engagiert waren, waren \u00fcberzeugt, dass ihre Bem\u00fchungen die endg\u00fcltigen Karten beeinflussten. Allerdings waren nicht alle guten Regierungsgruppen in den gebildeten Koalitionen engagiert, und der AIRC nahm nicht alle Empfehlungen an, wie H\u00fcrden f\u00fcr die Beteiligung der Bev\u00f6lkerung am besten abgebaut werden k\u00f6nnen.\r\n<ul>\r\n \t<li><strong>Der Koalitionsaufbau sollte fortgesetzt werden:<\/strong> Koalitionen m\u00fcssen auch lokale Organisationen einbeziehen, die vielf\u00e4ltige Gemeinschaften repr\u00e4sentieren, sowie landesweite Organisationen.
